I'd suggest going back and reading the previous Moka updates. She remembers Issa's wife (not Akasha, but can't remember her name at the moment) referring to Moka as 'her 'bastard''. Note that Moka was referred to as Akasha's bastard, not Issa's.
My theory is that in this crossover AU, Akasha and Joseph hooked up. Moka was the result, but Akasha never told Joseph. Akasha then was with Issa (or if she had already been with Isha at the time then Akasha had an affair with Joseph) for a time but they never actually tie the knot. Akasha dies or whatever and Issa takes care of Moka since he's the only father she's ever known...at least until he gives into pressure from his wife to force a child out of her home like the punk bitch/bastard he obviously is.

Unlikely. We see Inner Moka handling herself just fine and her "battle" with TMR Kars shows that she can hold off hamon as well as any normal non mask vampire if not better die to her monsterious supply of monster energy. But is also still desperately afraid of it like any sane vampire.
If she really inherited a affinity to Hamon it would come as Hamon resistance as her "Joestar cells" cans handle the effects of hamon far better then a normal vampire should.
Also no that's a terrible idea the red stone amplifies Light and Hamon. If she has it on her in the sun it will literally blast a hole into her faster than Joseph can yell "Holy Shit!" It doesn't allow someone who can't use hamon to use hamon. It's just an amp.
Also one does not just hand out super gems Willy nilly .
Joseph is a rather chill dude. He may have a grudge against Japan for taking his baby girl but he never acts on it seriously. He may be a womanizer, cheat, compulsive lier and loves playing the part of the fool but he's got a good heart and he knows how to sort the good folks from the bad. He'd probably just make a joke and encourage Tsukune to just Kiss/talk to the girl already.

I know he is. He's still one of my favorite Joestars. Still, even when he slips, he makes something good out of it, just look at Josuke. Joseph is at heart the grandson of Jonathan, even if he isn't the same gentleman Jonathan was, but that is what kept him alive.
It was a bright and sunny day at EVA01 Studios, where part of the cast of Rosario and Joestar were slowly congregating for their annual celebration...
"Well everyone," Tsukune began with a smile, "we've survived another year of publication, so now it's time for more audience mail!"
Moka clapped in excitement. "I've always enjoyed responding to these!"
Yukari grinned, drumming her fingers against the armrest of her exceedingly comfortable plush chair. "I know, right? Outside of Witch Hill, these have made up the biggest part of our screentime." At least until someone got her own spinoff series, she thought but very carefully did not say.
Indignant at the implied accusation, Moka slapped the table she was seated at. "Interacting with our fans is important, Yukari!"
"Moka's right," said Kurumu from her own seat. Meaningfully eyeing Yukari out of the corner of her eye, she smirked. "Maybe someday when you're more developed as a character and as a person, you'll have some fans of your own and start to get it."
Desperate to ward off the inevitable vengeful rain of washtubs, Tsukune tore into an envelope with gusto. "Hey, here's our first question! They're.... huh?"
Sufficiently distracted by the boy's confusion, Moka asked the natural question. "What is it, Tsukune?"
Scratching his head, he explained, "Someone's asking where Doppio is. Do any of you know a Doppio, or know anyone who knows a Doppio?"
Moka and Yukari shared a perplexed glance, while Kurumu shrugged. "He doesn't matter anyway unless we adapt Vento Aureo, but for the sake of an answer let's just say he's in Italy somewhere."
After several seconds of awkward silence, Kurumu realized she was being stared at. "What?"
Cradling her face in her hands, Moka let out a groan. "Even though we're explicitly breaking the fourth wall by taking reader questions, there's a limit on how much we're supposed to break it."
Yukari nodded solemnly, placing her hat back on her head. "Yeah, given we've already gone into the crappiest of fourth wall jokes with only the first question? You know this is going to be a lousy day."
Ever the peacemaker, Tsukune attempted to restore order. "Come on, it doesn't have to be that bad..."
Rifling through another handful of envelopes selected at random, Kurumu raised an eyebrow at him. "We have people asking if my mother is single -- no, she's taken, and FYI she told me to shank anyone who tries to mess with her marriage -- and what happens to a Succubus if she's a lesbian, which is a really awkward question for me. Because on the one hand, damn it we already have enough trouble procreating as it is thanks to our magic biology, but on the other hand I just can't get mad someone for being in love, and if we have to talk about a historical basis then I don't know."
Seeing that a quiet had fallen over his friends due to the sensitive subject matter, Tsukune felt depressed.... until suddenly hope arrived!

"We figured you guys would get buried," Mizore said with a hand on her hip, "so we brought some questions they sent us about our relationship."
Eyes gleaming with unshed tears of gratitude, Tsukune slowly and dramatically raised a fist to his chest. "You guys are the best...!"
"Tch." Drawing the brim of his hat over his eyes to better hide his embarrassment that nobody could see anyway, Jotaro suavely leaned against the wall. "Bailing you guys out is just a habit at this point."
Despite his tone, everyone up to and including Outer Moka saw through his bullshit instantly, and only the stab-happy stalker in the room kept the Newspaper Club from forcing Jotaro into an utterly humiliating group hug.
Seeming to levitate and open an envelope without even touching it thanks to using Star Platinum, Jotaro read aloud the first question of his set. "They're asking --"

"Some have questioned my lackadaisical approach to Ripple training since what happened fifty years ago, especially as the Speedwagon Foundation has become increasingly informed and active in the supernatural world. Of a man who's been there, done that, got the t-shirt and then promptly set the fucker on fire when it came alive and tried to eat him. "I've seen the dark side of Hamon -- of men who realize the power it gives them over other living things and particularly the ability to extend their own life, and I've concluded that in some ways it's a discipline best left on the shelf. If I need it, then it's right there and I have convenient access to it. But if I don't, then there's no reason to disturb it."
Q: Joseph, do you regret not being able to see Caesar again, even if it would only have been through The Memory Remains?
"Hmph. I see the fans are asking personal questions this year." Emptying out his beer as he considered the question, Joseph soon popped open another. "Ultimately, I don't regret that in the least. While it may have been nice to have a chance to properly say goodbye, I've had fifty years to come to terms with Caesar's death. As dear as my friend was to me, I'm quite content to let him remain buried, and at rest."
Q: Joseph, if Lisa Lisa was still alive, would you have introduced her to Jotaro?
When he read the question, Joseph laughed. "If my mother were still alive," he said with a grin, "she would have kicked my ass and dragged me to see him years ago. Even after I became my own man, she never would tolerate my bullshit, just like Granny Erina wouldn't..."
Q: Of all the places you've visited in you life, Joseph, which was the most breathtaking? And no not literally.
"I remember about twenty years or so ago, I took Suzie Q and Holly on a trip to Australia's Great Barrier Reef."

One is that [The Memory Remains]' destruction left Ruby without a Stand and unable to gain a new one, and another is that it was actually originally Her Ladyship's Stand that lingered on and took her over. With as little as we still know about Stands, it could be anything, although recently it occurred to me that the events of that night on Witch Hill, and the lasting effects it will have on Ruby's psyche, may have forced the Stand -- if it was indeed hers to begin with -- into some kind of hibernation-like state, as it changes and morphs into something representative of the 'new Ruby'. All of that said, the bottom line is that we just don't know."
