Pretty much, since Terada is guaranteed to die either way. I think "Kill him for justice" is better than "Kill him because it makes the world a better place". That latter one can lead to very dangerous places.
The idea behind this vote is to determine Jotaro's character development.

Terada dies either way.
You should probably put that fact in the update. I think some people are voting on the assumption that only the latter option leads to his death.

First choice about justice, seems more doing the right thing. Doing what is just, which in this case is removing a monster from the world.

The other...focuses on removing monsters from the world. Jotaro is just going to kill what is offensive. As Eva noted, this starts sounding okay for the situation, but it's a damn slippery slope to walk. I think it could make a fantastic story, just not sure I'd risk the story in a Quest.

If I had to sum up in a tl;dr? It's Do Good versus Kill Evil.

I always get a bit wary when people start talking about "justice". We're doing what we're doing because we are convinced it's the right thing to do. Let's own that. And if it does lead to us one day looking behind us and seeing nothing but the misery we have wrought... we will stand there knowing that it's us who are responsible. That it's us who chose to walk down that path. And that we are not hiding behind any "justice".

Let's walk the path of no excuses.
