Also, (Outer) Moka might not have as much in-depth information as you could get from the library.

Well libraries contain a better detail and more information, word by word just doesn't have the same weight of reading it in a book, IC i think.

But think of all the social interactions we'll miss if we go to do research in the library without even knowing what we're researching. Seriously, all we know is that "Jojo" makes monsters uncomfortable. We'll be heading in there without even the slightest lead. It would go much faster if we knew we were looking for the name Joseph Joestar. Or even "The Monster Slayer Jojo."

Let's hold off on the ORA ORA until the narrative gets to a more appropriately climatic moment, and then do so, if necessary.

Normally I'd suggest the library because it's not like we have anything better to do, but Hyper has a point, let's wait. There's very little reason in-character to suspect something may be up with the name 'Jojo'.

I'm convinced, the only reason I can think of that Jotaro would go to the library right off would be if he though he or Aono were in danger of being discovered and a simple question to Moka doesn't really risk that.
