More seriously, this seems like a case of damned if you do, damned if you don't. If we don't save the cat, then Madoka will become a magical girl. If we save the cat, Madoka will want to become a magical girl because that'll be amazing. However, is our true goal to prevent Madoka from becoming a magical girl? No, I don't think so. But that brings up the question of, what is our goal?
Getting through the whole thing without Madoka contracting seems like an impossible endeavor (or at least, it was, prior to the universe breaking). So, is our goal to just make it past Walpurgisnacht with everyone alive and getting along? Somehow, I don't think so. Sure, it would be great, but it's also too little for a set-up of this magnitude. I think that the ultimate goal of this quest is to eradicate all adversaries that require the existence of magical girls, and then the system of magical girls itself. Or something along those lines, at any rate.
...Wait, I got completely off-track from my point. I suppose what I mean is that, in the end, we have to be aware of where we're going. So, we need to think about the bigger picture. And leaving that cat to die is not going to lead us down that path, I think.
[X] Transform. Time Stop. Save the cat. (This will reveal your nature as a Magical Girl.)
Of course, I could be playing myself the fool with all of this. But this is what I think, for now.
No, I'm not. You just caught on to something. This scene has been planned for quite a while, although I wasn't sure I'd get to use it this loop, and was actually foreshadowed to a limited degree.

[x] Transform. Time Stop. Save the cat. (This will reveal your nature as a Magical Girl.)
-[x] While transforming, shout look up
[x] memorize car plate number and driver and save cat. get inside car with cat and hide, from driver and madoka , and unfreeze time, telepathically tell Sayaka what happenned and that Kyuubey offers faustian deals to girls to become magical girls, you only want to have a chat with the driver, wait for driver you stop, or tell him to stop the car if he won't stop, give a appropriate lecture on driving safely , how he almost got someone killed, and if he won't listen tell him there will be consequences.
[x] Tell Sayaka to cover Madoka's eyes.
-[x] Transform. Time Stop. Move Sayaka to cover Madoka's eyes. Save the cat.
--[x] Position cat at side of road, out of the way of the car. Return to starting position. Unfreeze time, transform back.
You have no choice. If you don't save the bloody cat, this might go the way it did in the beginning...and you won't let that happen. If Madoka contracts, it won't be for something like this.
You transform, noting as Madoka turns to stare at you in awe, and almost regret making this journey with Madoka, rather than in the shadows. If you hadn't shown your face...
You shake your head as the world goes grey, "I had no way of knowing about this. There was no keeping everything a secret forever, anyway."
You run over, take a look at the irksome feline, and heave a faint sigh of relief, as you confirm that this isn't Amy, "Now, why were you here, of all places?"
You reach down to pick it up, and make contact. The cat's eyes fill with color at your touch, and it turns to stare into your own with a fearful intensity. Gleaming gold eyes, with blue highlights about the pupils, glare with calm malice as you lift the feline. It does not struggle, allowing itself to be carried without protest.
You return to Madoka's side with the eerie feline, and exit Time Stop.
Madoka, still staring at your past location, spins to look around, and finds you standing just in front of the road, holding the cat, "Here. It's alright."
The cat suddenly hisses, clawing at your arms, and Madoka's eyes go wide as you release it in surprise. With that, it lets out a yowl and runs off.
Madoka raises a hand and starts after it, but stops as it slips behind some bushes. She then turns to you, "...um, so...are you..."
You sigh, nodding, "Yes, I am what you would call a Magical Girl. I..."
That's when she tackles you, hugging you as she laughs manically, "That's so amazing! You transformed, and then you were just there, and you had the cat and..."
You find yourself hugging her back, and stop, not wanting to risk Sayaka understanding something, and just smile, reluctantly trying to disentangle yourself.
'It's just like that time...almost...'
You're pulled from your recollections by Madoka's words, "...and I want to help and how to I join and--!"
You cut her off, there, "Stop."
She does, staring at you with sudden hesitance, "...oh, sorry. I just..."
You shake your head and, ignoring Sayaka, hug Madoka back, if only briefly, before pulling back, "Madoka...it's not that simple--"
"You simply need to make a Contract."
You hold back a groan as Kyubey's voice reaches your mind.
Madoka's eyes go wide, "Who...said that...?"
"It's nice to meet you, Kaname-san. I'm Kyubey."
Back to the old song and dance, it seems. How should you approach it this time...

...now I kinda want to see that. A setting where Magical Girls are eternally young solely because they eat the souls of other Magical Girls. No turning into Eldritch Horrors or anything, just typical humans trying to stave off the ravages of time. Some of those Magical Girls were in their 30s when they got started, but now...not so much.
The "monsters" are Psychopomps, come to claim the souls (eaten or otherwise) of Magical Girls who should be long dead. Core themes are all about dealing with the inevitability of death.
The protagonist is an actually young girl who, upon finding out the truth, chooses to switch sides, making peace with her own inevitable passage from this world as she puts down the immortal cannibals who have ravaged the city in their struggles to escape the inevitable. Aesthetically, she becomes a "dark magical girl," and the show purposefully plays up classic tropes from a reversed perspective, without descending into extremes of moral ambiguity.
I...might actually have to consider doing something with that.
You're cut off by the sound of hands clapping together, as Madoka slams a fist into her palm, "Okay! I've decided! You two are coming over to my house! I want to introduce you, and we can play games!"
That's when she tackles you, hugging you as she laughs manically, "That's so amazing! You transformed, and then you were just there, and you had the cat and..."
Her sanity HAS been improving, mostly, while dealing with Madoka, but the multiplier means that increases AND decreases are more intense. Madoka is so important to Homura that anything involving her has more impact on Homura's sanity, and the stressfulness and weirdness of the cat situation made her sanity even more prone to shifting.
[X] Push her to hold off on making a decision.

-[X] Emphasize how important making the correct Wish is, the inherent danger in the desicion and that she should not make said desicion recklessly.
-[X] Appeal to her considerate side. You really would not like it if she got herself hurt from such a desicion.
Madoka's reactions are somewhat hard to put down but stalling for time and getting Madoka to hear us out seems like a good idea. She's too nice for her own good but if we explain things properly and enlist the blueberry to keep an eye on the Mado we should stave off the worst of it.
Its not like this loop is going to be the best we can get anyways but we shold try to keep our options open here. And Homura's sanity is the most important part to consider here.
Plus more excuses to see Madoka makes the Homu happy.

Isn't the law of cycles or the ascension of either. Madoka or Homura the best ending, a omnipotent force that can keep the incubators in check, that can create a afterlife for magical girls.

It's certainly close, but Renascence's objective isn't the best ending for the world, but rather the pursuit of a specific ending for Homura. The full nature of the objective is still unknown to you, but there have been some significant hints.
Right now, the goal Homura has in mind is "Defeat Walpurgisnacht while saving my friends and their (living) loved ones." It's not the true Golden Ending, necessarily, but it certainly overlaps heavily.

Antagonizing QB is an excersise in futility. We've made use of him just earlier so keeping a somewhat cordial relationship with the incubators is ideal so its not so on guard with us. Plus it is really literally useless to waste energy on killing his bodies.
Of course. we're still telling Madoka that shit be shady as fuck but thats just part of the deal.
Also not the best approach when dealing with Madoka. Her personality needs a certain touch.

I threw that together on a whim and halfway through it I decided that it was a great odea to add a joke abou Kyubey being an alien used car salesman. I'm perfectly aware this isn't an ideal plan.
