I'm very unlikely to offer Chimeric chapters due to my own biases.
I'll put down a note about that sort of world for if those chapters come up.
The Penitent is as powerful as he needs to be to create an ironic contrast with his Primarch and then rolled his trait with the highest potential for dramatics.

Can't say I blame you for not wanting to allow chimera chapters they let for cool stufff but can make things waaaay harder to balance if it's too easy to make.
Right now I'm planning to use a lot of author fiat to sidestep option bloat and the need for your point buy system. I can navigate it, but running it would give me a headache.
So right now Chapter 2 will be about testing out my tweaks to the system (mandatory crises/tasks yay!), combined with a straightforward enough plot hook for Canto's parts.
A Chimera chapter might be fun, but it's likely a bit beyond me right now.
Canto's situation can be thought of as a much less problematic (and independent) Belisarius Cawl. Their reputation has two states, 'Has a powerful patron' and 'murdered for tech heresy'
Points wise I might work something up for the equipment and training but that'll be handled after homeworld selection rather then as a separate phase.

The Mountain King (The Penitent): It is said that the man who became the Mountain King made three vows to his sons. The first was that he would prove worthy to the task entrusted to him. The second was that he would teach his sons, such that they would surpass him in all things. The third is known to all the people of Amnyx. That at the final battle, at the day of greatest need he would return to fight alongside them once more.
Eternal Foe (Slannesh): Marines of this Chapter have deep and personal hatred for She Who Thirsts. For it is was his intervention that first maimed them. They are particularly proud to bring ruin upon their servants, pawns, and slaves.
--------------- Homeworld
The Agri-Hives of Amnyx are a world covered in shadows. Beneath the endless canopy is a semi-tropical urban jungle. That is to say, a literal jungle. The Hive Cities of this world have been overtaken by plant life and natural development. Though given how docile the planet's state of nature is, it is commonly theorized that this was at least partly a result of deliberate ecological manipulation. Further supporting this theory is the history of Amnyx's people. Genetic comparisons prove that they are from Martian stock. So are the plants and animals that inhabit the world. Thus it is theorized that they are the product of the rare colonization fleet who managed to find (relative) safe harbor across the void.
While the people of Amnyx hold no great awe or ire their planet has none the less become something of a holy ground to the Adeptus Mechanicus. Specifically the Adeptus Biologis who see it as an incomplete and misaligned picture of what Old Mars might have been.
Culturally the people of Amnyx are hardworking, communal, and faithful. They do not have great martial traditions nor do they possess access to the technology of their ancient forebearers. What they do have are numbers, health, and time. As such Amnyx is home to many amateur philosophers. Able and willing to engage each passerby in questions on the nature of The Emperor (if he is a God can he truly be human as well?), Omnissiah (Does it actively grant knowledge or merely allow it's accumulation?), and the nature of illumination itself (if light is so good why then is the natural state of the universe to be in darkness?).
Such things are good and proper because where Amnyx does not tithe it's men. Instead gives it's most promising sons in the hope that they may bring peace to the unkind stars beyond.
----------------- Fortress Monastery: 'The Mountain'
Perhaps the only extant building that reaches beyond Amnyx's canopy. The Fortress Monastery of the Burning Hands serves as fortress and Schola both. Across dozens of miles it contains every facility and armory necessary for the upkeep of a Space Marine's Chapter alongside the training of even the most masterful Tech-Adept.
-The Forge Halls: It is said that there is a forge for every Battle Brother. Here lies the heart of social life within the monastery with most Astartes spending their free time creating and adjusting the tools of their trade.
-The Conclaves: Opened only to the Tech Adepts of the Adeptus Mechanicus. It is is here that the Chapter's Tech Marines are trained and toil. Trained both by their fellows and the liaisons of Red-Mars herself.
---------------- Battle Doctrine
The Burning Hands employ a mostly orthodox company doctrine based upon the Codex Astartes. They field the standard ten companies and maintain their arrangement. However they field an uncommonly large number of both Tech Priests and Chaplains. Furthermore the two units are expected to work alongside eachother at all times. These Duumvrates also serve as advisors to the Captain within each Company.
On the field itself The Burning Hands favor straightforward battles where they can leverage their tremendous durability and superior equipment. As such Tactical Squads serve as the bedrock of the chapter. Each bringing the tools to deal with a variety of enemies and rout them from the field. Due to a long history of fighting biological horrors almost every squad is equipped with a flamer for sterilization purposes.

Chroniclers (Enhanced Chaplains // Tech Priest): The Chroniclers are an elite order of Tech Adepts within The Burning Hands, trained combatants and theologians both. Theirs is to bear witness to the Deeds of their brothers and the workings of the Omnissiah. Each Chronicler is given full independence from Chapter Command and trusted to do as they will. As such, it is not uncommon to find one on pilgrimage to Mars, Terra, or pursuing their own endeavors.
Forge Keepers (Enhanced Chaplains // Tech Priest): The only permanent members of the Chapter's homeguard. These Marines tend to the Forge-Hall and it's operations. It is from them that an initiate learns their wargear and thus their own self. Though even full Battle Brothers know better then to shun their advice and guidance.
Duumvirates (Enhanced Chaplains // Tech Priests): Rather then let the roles of Tech Priest and Chaplain be combined wholly this Chapter has them work together in co-equal pairings whenever possible. While unorthodox this arrangement ensures that they can bring expertise to bear upon any of their brother's spiritual issues. In each company the Duumvirate is formed by the most senior Chaplain and Tech-Marine and are to act as the Captain's advisors.
The Red Herald: An honored position that can only be held by a wounded battle brother. The Red Herald is expected to maintain a vigil within The Mountain and alert the Chapter should The Penitent return to them. For that occasion would be a equally terrible and joyous.
----------------- Relics
-The Teleportarion: At the center of the Fortress Monastery is a humble Teleportarion keyed to The Mountain King's Armor. It bears no name for he shunned his own. Wherever in the Galaxy he is, he will always be able to return here.
-Knowledge and Zeal: A pair of Master Crafted Power Axes gifted to the Chapter by an 'Unknown Magos'. Said to represent originally the union of Terra and Mars. In The Chapter's hands they have become a reminder of their homeworld's history with The Red Planet and each brother's bond to the others. Traditionally these weapons are wielded by the Duumvirate of the First Company.
-Death of Fools: The flamer that slew Nemea Skintaker by denying her the air she breathed. It's flames burn particularly bright so that all might see the fate of those that defy the Master of Mankind.
------------ Chapter History
Initial Founding: The Burning Hands were welcomed to Amnyx with open arms. Initial harvests of Aspirants went beyond expectation with the tenth company filled to capacity and many marked for specialists trainings. All told the Chapter was established with Four full battle companies, three reserves, and the Scouts. For their part in the Scouring the Burning Hands contributed all four of their battle companies and two of their reserves. The last two were left to hold Amnyx against an occurrent threat.
The pursuit of Bile: While the initial pursuit of the Emperor's Children had been successful it also had largely was suborned to destroying individual squads and the odd company. High command decided that they wanted to destroy the remaining command structures of the Legion instead. To this end The Burning Hands were tasked with using their numbers to hem in a high value target while The Salamanders detachment would eliminate the target.
Perhaps, that had been a mistake.
Surrounded and outnumbered in the cold void, Fabius Bile was given a second chance...
The Chimera Lords Intervention: Rather then accept the destruction of their pawn to be. The Four opened a warp rift and through it came four champions and their personal fleets. Upon nine ships was 'Outis the Journeyman', with eight came Bronze Midir, seven for Hydross Venom Blood, and six for Nemea Skintaker. Each a masterwork of Bile's mad genius, enhanced by cruel gods and thousands of sacrifices. To secure their pawn his future, the Gods had broken causality itself.
The Burning Hands would lose a full three companies in the empty void that day. The First Company was taken by treachery, slain by foes that defied perception. The Third Company found their ships flooded with bog acid and beset upon by warp beasts. Some died fighting, most were drowned within their armor. The Fourth meanwhile were cut down by Bronze Midir disfavored of Khorne. With each death his rage grew, for crimes not yet committed Midir would never draw blood with his blades, he would take no skulls. In his wake there was no blood and no gore. Only statues remain.
For her part Nemea sought not just the Fifth but to take the Sixth as well. For she was the greatest of the Chimera Lords and would brook no equals among their ranks. Perhaps she would have succeeded, if not for The Penitent's intervention. He challenged her, rightly called her coward and fool besides. The bait was set, thus did she promise to take The Penitent's head as Fulgrim did to Ferrus. So it was that Nemea Skintaker was checked. Locked in a duel where her greatness meant nothing. Her speed was useless within the cramped halls, her skill channeled towards the most predictable possible strike. She escaped death only because she accepted her own failure, her cowardice. But not before promising revenge upon the man who denied her glory. She would burn his world and dance in it's ashes. She would cleave his head from his shoulders and devour his heart. When she was finished she would be favored daughter of Slannesh and Bile both.
The Salamanders for their part arrived only after the battle was finished. Beset and battered by the currents of the Warp. It was a miracle that the two chapters never came to blow.
In rage and grief, The Penitent returned to his brothers and set to the counting of the dead. He set his affairs in order, named a successor and left to hunt his foe amongst the stars.
The Moirae Schism: The Moirae Schism was to be the result of a fool band of Tech Priests reading their own pseudo mystical understandings within the flickering light of the Astronomicon upon Terra. Their fears translated from marginal ramblings into an excuse to seize power lest the Long Night return.
It is good then that The Burning Hands had fostered a place where those marginal voices might speak. That the lesser could be elevated, and that many hands could learn to create greater works. They went to many worlds and leant their voices to their worries, such that when the time came Moirae stood nigh alone.
What followed was centuries of cold war and negotiation, but at the end The Adeptus stood on slightly firmer feet then it had before.
The Long War: The Burning Hands endured much sacrifice in the Long War. Though they earned little glory for it. Purgation of Ork infested worlds. Garrison duty upon Explorator fleets cast to distant stars. That and more.
Always though they were on the lookout for Nimea Skintaker. Who in imitation of her gene-father wore a coat made from the skin of astartes. So blessed by Slannesh was she that nothing could blemish it. No blade cut her nor hammer bruised. Thankfully her minions were not so durable.
Many times the Burning Hands spited her plans and many times they denied her the power for greater things. Never killing, never wounding, but always spiting her nonetheless.
The Greatest Conclave: The 13th Black Crusade was to destroy Cadia. This could not be. The Burning Hands called every favor they could to have the greatest possible response...it would not be enough. It never could have been. Cadia was destroyed before the majority of Mars's legions could hope to muster. However their efforts were not in vain. For when the Great Rift opened many a forge-world had readied to march for war.
Spite of the Numen: Fabius Bile could not care less for revenge. He was consumed by better things, his children however...were not so wise. Rather then join Abbadon's Black Crusade many of them gathered to the banner of The Nemesis. To join her attempt at glory and vengeance for vainglorious pride.
War for Amnyx: With their Mechanicus allies elsewhere Amnyx seemed an easy target. Certainly there would be no better time for the Nemesis Armada to attack. Not for the defender's at least. For they had been warned of the gathering foe and laid their trap.
Upon their arrival the Nemesis fleet was beset on all sides by canon fire. Each ship left helpless to defend itself and unable to flee through the metal corpses of their brethren. When the first ships came free they found their targets fleeing their cannonade. Engaged at maximum range they bled out across the stellar distance. What wounds they put upon the defenders were little compared to their collapsing formations.
Eventually they would reach Amnyx but by then they were so depleted that the Armada lacked the numbers to take the world below.
Return of the Mountain King: Seeing her fleet vanquished Nemea committed herself to vengeance. Better to crash then burn. She would survive only by killing each and every foe. There was no other future left for her. Bile would not forgive the death of his children nor Fulgrim her repeated failures. At her order they set course for The Mountain. She once promised to dance upon the ashes of Amnyx but she would settle for the rubble of their home.
Alas, such simple dreams were not to be.
Her most hated foe had found her at last and demanded she satisfy her vow at last.
Without victory she could not command.
Without her command the remaining Numen were routed.
Without their support she was surrounded.
Without retreat she could not escape.
Without escape she was covered in flames.
Without air in her lungs she could not breathe.
Without breathe she could not survive.
Thus did Nemea the Skintaker die as all traitors do.
The Imperium at large: The Burning Hands are held in good standing for their long years of service and success upon the field. While some question their ties to the Cult Mechanicus few seriously doubt their loyalty to the Imperium as a whole.
The Adeptus Mechanicus: They consider them rare Astartes who understand and value the quest for knowledge. Furthermore they consider Amnyx to be something of a holy-world and many Tech Adepts make pilgrimage to learn what they can there.
--The Moirae Schism: This is only enhanced by their actions to head off The Moirae's potential Tech-Heresy. What could have been a civil war was instead settled with centuries of bitter debate. The Mechanicus remembers those that spoke in defense of sanity against fools and fanatics both.
--The Adeptus Biologis: Though initially benefitting from warm relations the two can barely stand each other now. The Burning Hands remain haunted by the specters of the bio-horrors they have fought.
Ecclesiarchy: Believe that that the Burning Hands are sufficiently faithful. If only barely.
Other Astartes: Initial successes became swift disappointment. Their long record of service only served to reinforce that fact. Seemingly more concerned with the Mars then the Imperium's conerns.
The Salamanders: Despite a shared love of the forge and many campaigns together relations between the two chapters remain strained. The Salamanders have never forgotten That the Burning Hands failed to apprehend Fabius Bile. The Burning Hands for their part are resentful at the implication they are to blame for an ambush across space-time.
The Iron Hands: They view their successor with a sort of wary respect. Though they feel that their cousins are somewhat hypocritical to cleave so close to the Mechanicus yet disapprove their machine worship.
The Emperor's Children: The Emperor's Children are far too consumed by petty vanities to hold a grudge ten thousand years later.
Fabius Bile: They are but one foe that harried him. They are a small curiosity but he holds no particular memory of them.
The Chimera Lords: As in all things involving them there is an untold variety. Though the most common feeling is a cruel fondness for the ones who ensured their creation.
--Nimea Skintaker: She held a particular grudge in life. Believing somehow that she could earn her creator's favor if only she could take revenge for him. She died forgotten and screaming.

First Chapter done!
EDIT: Just want to note, I didn't give traits for the equipment stuff but I did try to work it into their lore naturally as I could. Especially given how you guys put so much flame imagery in your heraldry.
This is what you got for rolling Slannesh's sacred number for 'how well did you do fighting the Emperor's Children'. Specifically it required you randomly going after the EC's, finding Bile, and then rolling Slannesh's number so they could intervene with the one unique thing I was going to build up to.
The Chimera Lords are an original creation of mine. They're essentially one of Bile's prototypes for the New Men and are meant to be a group of semi-humans who can credibly stand up to Astartes. Though they proved too volatile, too unique, and too Chaotic for Bile's tastes.
For what it's worth, their presence here represents a major investment by all Four Chaos Gods (as if they summoned a named Greater Daemon and cohorts), a tax on Bile's time (he must now figure out how to create them), and ironically blunted the threat they originally posed.
Astarted are being a bit unreasonable but thats just par for the course. Also I'm not sure if theyre right that Burning hands is more concerned withs mars than the imperium.
For Iron hands fair enough and I cant raelly think of anything to refute the hypocrisy.

I imagine the Guard and the Navy like the Chapter a lot. Well-equipped, not glory hounds, and certainly strong enough to live up to the legends about the "Angels of Death". A long history of dependable service has a value all its own
The BH ironically would have a better reputation if they failed to stop or contain the schism. Doing so meant that they didn't get to very visibly strike down a high profile Heretek sect.

The Burning Hands are more or less Agnostics within the tech cult and thus view the purpose of cyberization as gaining perspective or function and thus knowledge. By the same token, it means flesh has inherent value and perspectives worth keeping.
The Iron Hands disdain flesh unto itself as inferior to the holy machine. Thus it's replacement is always a common good because it brings you closer to the Omnissiah (and away from icky emotions).
Oft the problem between them is that the two of them aren't willing to acknowledge they have fundamentally different values. If they did that then the argument would get much, much worse.

At the time no one knows their origin. They just see that Chaos pulled some pretty major strings to save Bile but it isn't an unprecedented working. It is 'just' one that represents four more jackals flanking the Imperium. Right when they thought themselves safe to rebuild.
It isn't until later that people will realize what insanity Chaos just performed.

These Squires are expected to accompany their Teacher in whatever roles they serve. Notably, even full Battle Brothers will assume this role when training as specialists or preparing for promotion into Chapter leadership.
3: Teacher (Apprenticeships): Rather then being a rank or unit this is a title given to any Battle Brother overseeing an Initiate's training.
4: Errants (Homeworld): In a Chapter with such strong beliefs and emotions it is inevitable that there be disagreements or fractures. When a Battle Brother believes they are needed in a location or role beyond what the Chapter assigns them they may take an oath of Errantry. As such they will be freed to pursue their goals as a freeman until they return to the Chapter and resume their duties. Any Squire of theirs may freely decline to join their Teacher's errantry and another Battle Brother will continue their training.
5: Fated Champions (The Vow of Misery, Expanded Reliquary): A battle brother who has appeared in The Chapter Master's visions. These brothers are given warning so that they might settle their affairs and make their last testament to the Company Chaplain. They are also granted access to the Chapter Reliquary so they can be equal to their circumstance. While most do not survive their trial, they face it with great skill and valor. Those that do avert their doom are rewarded with Terminator Honors and immediate promotion into Veterancy.
6: Auxiliary Sergeants (Auxiliary Forces, Eclectic Expertise): Marines of this chapter could commonly be found serving as leaders and adjutants amongst allied regiments. Most often these marines are drawn from those who least fit the Chapter's standard doctrines. Attached to allied forces they are better able to use their own skillsets. Specialist
1: Destroyer Squads (Biome Eradication Specialists, Anvil and Hammer): This Chapter is one of the rare few who continued to use Destroyer Squads post Great Crusade. These squads leverage phosphex and rad weaponry to annihilate their foes and purify entire worlds. Though the Chapter's mindset lead to them often forsaking the use of jump packs in favor of heavier arms and armor.
--Jotunn: A colloquial term for Destroyers sergeants. Taken from ancient stories of fearsome giants who nonetheless purified nine worlds in preparation for humanity's return.
2: Pyre-Heart Formations (Nurgle's Favored, Pyre-Hearts, Hell's Heart): Formed from the injured, reckless and most doomed marines amongst the Chapter. 1: 108th Harrow Regiment "The Immortals" (Auxiliary Forces, Harrow, Eccentric Expertise): Rather then rebuild each destroyed regiment Crusade Fleet Harrow traditionally creates new ones instead. That the 108th survives at all is a series of miracles, sometimes being rebuilt from a single squad of survivors. As such their specialty or specialties often shifted from battle to battle. Sometimes serving as Siege Corps, mechanized infantry or even artillery depending on their make up.
