This is a disaster.
The Scouring was successful. Better then you had dared to hope. Legions scattered. Worlds reclaimed. Success after success, glory after glory. You pushed too far and too fast. The Gods would tolerate defeat but not the route the Imperium offered them. Intervention was required. Four Champions for four Gods. Lesser then Astartes but more adaptable and more clever.
The appearance of The Chimera Lords has pressed the Imperium. Individually they are nothing, but each is a seed of danger left unchecked. They devour life and gain it's traits, it's powers, it's resonances. Already you have theories, which legions each were crafted from to grant their powers. They are genecraft beyond the likes of anyone short the Emperor himself, though a pale shadow of his work. It would be fascinating if they weren't trying to destroy everything you knew and loved.
Then there are the Necrontyr...
You had thought the decrees of Mars quite clear on the subject of Xenos ruins. Especially advanced Xenos ruins. Do not touch. Do not enter. Do not study. Either you are mistaken and the product useless or it is not and you expose yourself to Heretekh. Something like metal which proclaims itself life! Day by day their numbers grow, across the galaxy they awaken to plot against mankind. Too few to destroy us, too many to ignore. Yet one more bleeding wound you must stem.
Meanwhile your gains are harassed by bloody pirates, Xenos, and slaver. They seek blood and treasure from those too weak to protest. Abominable intelligences and abominable practices. This must be stopped.

What crisis will you address?
[] Of Fate and the Forgotten (Tzeentch, Imperium): 'Outis the Journeyman' seeks The Thousand Sons in the hopes that sharing sorcerous knowledge might break Tzeentch's hold. Meanwhile the Alpha Legion has been spotted across the Segmentum Pacificus laying the groundwork for...something. The Dark Angels have promised to investigate these things. Best to assist them and try to disrupt whatever plans have been laid.
[] The Cursed Leviathans (Nurgle, Tyranids): Strange tidings from the Ultima Segmentum. Hydross Venom Blood has been spotted fighting a race of unknown Xenos in a brutal war of attrition. Each day he unleashes plague upon plague. Each day they rot, writhe and overcome it with new bioforms. Such a crucible should not exist. Break their stalemate and ensure both face annihilation.
[] Waaagh and Prejudice (Orks, Khorne): Bronze Midir seeks only the most worthy of foes. In their absence he has settled for Orks. He demands war and the Waagh rises to answer his call. His efforts would turn the green tide red with the blood of innocents. See to it that Khorne's disfavored dies before his madness awakens something greater.
[] The Invincible Nemesis (Slannesh): The Burning Hands will handle this matter, better to spend your efforts elsewhere.
[] The Stormlord (Necrons): Across the galaxy the ancient Necrontyr have begun to awaken from their tomb complexes. Wielding unthinkable technology and charged with animus against life itself. Imotekh the Stormlord represents the most ambitious and powerful of his kind. Without more knowledge we cannot predict his movements or designs. However a Chapter bearing his title might be sufficient to pique his pride and bring him to the field regardless. (Note: If taken this Chapter's naming options will be limited).
[] On Stranger Tides (Navy, Pirates, Dark Eldar, Xenos): Of course there is always the threat of Pirates. A thousand Slaver Kings raiding a hundred thousand worlds. There is much good to be done by sponsoring the Imperial Navy's efforts to root them out from each star. With each victory you will guarantee the flourishing of another world. Prosperity creates progress creates prosperity anew. So it was and it shall be once more.

In terms of the gene vaults it is quite dire. All Loyalist gene seed is badly overleveraged for the next great founding. One that did not account for certain recently emerging threats.
in response, The High Lords have authorized that some Chapters be drawn from the traitor's stock. Your next project will be to oversee one such founding and prove it's viability.
Testing has shown some volatility and genetic drift but so do many Loyalist Gene Seeds. Certainly no one plans to censor the Blood Angels simply because they insufficiently resemble their forebears?
Once it was established that the fault wasn't their genetics, the work could began in earnest...

[] Emperor's Children: Fulgrim's children deserved better. Few in number so they learned to excel in all things instead. So it was and so it will be again. This stock demands greatness and brings all it's attendant tragedies.
[] Iron Warriors: The High Lords have requested their gene vaults remain sealed. They are planning something, but that is beyond your ken.
[] Night Lords: Utter Bastards, but potentially effective. Free from Curze and Nostramo their worst impulses shouldn't rule over them. They posses a natural low cunning that serves them well. Honor is optional, success is not. Unique amongst the Legions, even non-psyker Night Lords occasionally expressed the gift of prophecy.
[] World Eaters: Before Angron, before the rage and slaughter the War Hounds had been a different breed. The War Hounds always excelled in close combat but there were other specialties. Once, they were used an iron fist. A premier mechanized fighting force left to degenerate for lack of supplies. Of course they will always be monsters in a melee regardless.
[] Death Guard: Mortarian was a fool, everyone knows that. What was hitherto unknown is just how much he had squandered his legion's potential! Though few in number it seems that any psykers born of this gene seed will be particularly powerful. The powers of the warp within the vessel of unbreaking flesh. Though even without such assistance the Death Guard were always effective enough relying upon overwhelming power after all.
[] Thousand Sons: The awakening of their psykers blunted the growth of this legion. Not merely in number but in their other skills. This gene seed is remarkably adaptable. Shorn from Magnus's grasp what remains is almost a blank slate. Some intellectual tendencies, higher then average rate of marginally weaker psykers, some preternatural perceptiveness, but a relatively unspecialized breed all told.
[] Sons of Horus: You had liked The Lunar Wolves. Most who met them did. They were fast, they were efficient, and they understood The Great Work. Where did they go wrong? The answer is not found in their blood. This gene seed calls out for red battle, to find the foe and make itself pure once more. They will make fine pathfinders and vanguards for mankind's armies.
[] Word Bearers: Without The Iron Warriors the sons of Colchis have become your premier siege experts. The same hands that build wonders can also erect fortification. In bearing they were always zealous, firm believers in...something. Give them purpose, let them lay the groundwork, and they will work miracles.
[] Alpha Legion: Buried beneath their father's egomaniacal plans lies a deep well of competence. The Alpha Legion is known for their skill at subterfuge but perhaps their most remarkable ability is in coordination. Their potential was wasted by their monofocus. No other legion would be able to match their ability at combined arms....if they had pursued such things.

Turn 2!
Ok, so I said earlier I had some plans that the Chimera Lords mucked up. Instead of them being one major crisis to address I've slipped them in with others as a way to break up the more predictable things that should happen during this time. They're essentially serving as intensifiers to the current conflicts.
important note: Crises will always be addressed. You are choosing whether Canto has a hand in what happens next. If you guys don't show an interest (or consistently don't vote for it), then that means others take care of it instead.
I am also rewiring the Traitor's gene stocks quite a bit. Both to reflect the ascended primarchs being missing, and to try and open up new options for each legion. They all have their old specialties but I'm trying to insert something else as well....except for Emperor's Children who already had a completely unique angle.
