Considering their limitations to the foot..... I don't think they were really that good.
I mean like JU had two territories.
Global Justice never even got out of the foot
 
you know i have decided to try and come up with a build for my own submission.

she hasn't shown up yet but i wanted to try my hand at making something which could be a coherent build.

Khaela had 7 potency with a history of being a bouncer for the mob and high Hit so i'm building a close in melee build.

assuming maximun potency reduction i have a budget of 10.

Daggermaw and hunch get battle precog for 2 which is great for a melee fighter. i also think nonhuman looking heroes are cool. (transformation, enhanced strength, enhanced senses, clairvoyance.)

steadfast for 2 to get invuln which is great for someone going to get stuck in.

here is where i might screw up due to me not knowing fully how combos resolve. specifically i don't know if tags are consumed when making a combo. Anateus for 3 brings invulnerability and energy manipulation to the table, now this means dubbeling up on invuln but energy manipulation combos to create telekenesis with enhanced strength and clairvoyance. but those are also what combo with enhanced senses for combat precog. idk how that would work.

(transformation, enhanced strength, enhanced senses, clairvoyance, invuln, invuln, energy manip.) i could stay here and not pay for a price reduction bu that's less fun so let's plug in one more.

Fasttrack for a final 3, being able to speed up is great if you want to get into a fistfight with someone. and it adds some more self enhancement tags. ending up with

(transformation, enhanced strength, enhanced senses, clairvoyance, invuln, invuln, energy manip, self-enhancement, ally empowerment, enhanced speed.)(combos for battle precog and telekenisis both present)
this in my mind would result into a form of massive self empowerment as long as she in on the ground, but then i am not that good at this.

i might try another one based on what the character had in the cities of mist game i played as her but that depends on me knowing how combos actually work
 
I'm pretty sure keywords can pull double duty for synergies. I think the build most are looking at for Song has Mister Hunch's Clairvoyance tag used for both the Telekinesis and Battle Precognition synergies, and we haven't been told that's invalid.
 
I wonder if we'll get a mission in the future to extract Rhys's family from America at one point.

(Also I would like a global Action to build a fake psychic siphon as a way to lure out our enemies)

How extensive can prosthetics get in Horizon? People keep mentioning the idea of Uiara being a brain in a jar, and if that's the case can she get a robot body if we rescue her? I remember the QM saying old JU members won't be able to be part of the team again, but maybe we could still get her a happy-ish retirement? (Like, robots are clearly a thing already, so how hard would it be to replace the computer bits with her brain?)
 
Okay so a second possible build.

Khaela in cities of mist had the mythos of Scylla, allowing her to summon wolf headed tantacles from her sides like the Darkness games so let's see if i can make something that could go that way.

Now man o'war is the obvious choice, the issue being that his 8 potency rank is to steep for Khaela to use without a spoonfull of sugar and leaves little room to ad what is needed.

Umibozu leads to simmilair issues and with most other options under the red of scarlet maturity i will pivit to the next best thing, Nephtys who can animate dead bodies (construct Creation, Ally empowerment, Energy manipulation) 5 cost

second let's slot in frostbite to try and direct this power a bit more. frostbites limit was that his ice must come from himself which fits in here and he brings some nice personal boosts. (construct Creation, Ally empowerment, Energy manipulation, elemental manipulation, enhanced strength, invulnerability) 8 cost

2 cost left to play with i could go many ways from here. crimson soprano would allow it to combo into fundamental force manipulation, a good stick but not truely fitting, might come out as a way to control heat.(construct Creation, Ally empowerment, Energy manipulation, elemental manipulation, enhanced strength, invulnerability Flight, Solar Absorption, Energy Manipulation)(fundamental force combo)

eastwood is an idea to get mental manipulation and another set of construct creation in the mix which might allow a combo (construct Creation, Ally empowerment, Energy manipulation, elemental manipulation, enhanced strength, invulnerability, mental manipulation, construct creation)

honestly this base has quite a few ways it could go. slot in mr hunch and daggermaw to get Telekenesis and battle precog.

maybe millions minefield to let the constructs absorb energy.

in this case i think Crimson Suprano or Eastwood would be the best fit.

feedback woudl be appreciated seeing as i am not good at this. then again by the time Khaela has a possibility to show up we might have even more samples to sift through

Considering a large theme of the quest is grief, and stuff said by Bitterman, we'll be getting a tearful farewell at best.

Cybernetic limbs are probably a thing: we might be able to get them via the Osanyin sponsorship or Nora's Junk Table.

This person is invisible as fuck. They are an infiltration specialist able to trick every sense, but are masters at gaining visual information and using the same to deceive. They'd also be extremely good at harassing enemies during a fight- being able to distract with illusions or get behind enemy lines for targeted strikes. A rogue's rogue.
Invisibility x2, Clairvoyance x2, Energy Manipulation

I just feel like this would do something cool, and there are like no builds centering invisibility. Please be a synergy 🤞

You could probably add some sort of offensive power to make them even rogue-ier (Bullet Proof or Wind Rose perhaps), but I quite like the 8 potency version. You could also swap Mr. Hunch for Memoria to get a teleporting, invisble, illusion rogue. I will call this variation: Nothing Personnel Kid

Been championing this build core for Soraia for a bit with one addition. 1 Spoonful for her would allow adding Millions Minefield for a 2nd energy manipulation tag to improve synergy odds and then having energy mines that you can hide from sight with Miss Conception's illusions. Thoughts?

I honestly like it a lot, it's a small tweak but it could make all the difference. In general I think the build has a ton of flexibility and lends itself to creative uses. You have a very versatile support in a team fight (being able to flex between distraction, and sneak attacks) and solo they'd have great ESP and maybe OPS from the clairvoyance.

Unrelated thought: Ally empowerment + Invisibility/Teleportation? Seems useful.

Fun little synergy nightmare :D This is actually just Doomsday I think. Anytime you hurt them they transform to a stronger form and also there's lava everywhere and they don't die. Pretty fucking tanky tank.

I'd still rather do a support build for Soraia and do an intangible stealth build for Shelley.
Same or give Soraia a Pure Combat power since she pretty hotheaded too like Wade family.
