So i breaking this by numbers for my personal easeAn alliance is quite literally our agreement with Wolong. We're allies, but the merge won't happen until after we finish dealing with Monarch and her gang. Got a problem with that? Take it up with Lady Leizi and Wolong who hashed it out.
Wolong is absolutely one of the people who needs to know about PP since we regularly consult him and he's 100% on board with the idea. The rest of New Dawn don't need to know, and by all indications, they're fine not knowing either. The more people know about PP, the harder it is to keep a secret, and I don't see a benefit to breaking operational security until after ND and JU merge which will take a few more turns since Monarch isn't easy to deal with.

Already went over this earlier but Belle Sabreuse got hard tied into JU very quickly due to Yara, White Hawk, and saving her life. She was right there for Dynamite which is near impossible to hide. She's already locked in both due to Yara and White Hawk while basically having had the secret blasted into her face and healing her.
We told Chihiro because of the mix of Leizi trusting her near implicitly off prior experience of knowing she's in their corner and frankly? She's the PR head, she needs to know this type of thing so that she could put spins out and defend in public without issues. Its necessary to her job.
Wolong is the 3rd pick for leadership in many ways because the rest of our options are not fit for leadership off of sheer experience level currently. And he is a good leader judging by how he kept the appearances up but that doesn't matter. We made an alliance deal that we have not yet followed through on meaningfully. Get through multiple New Dawn related missions first and then we would have shown that we are going through with things alliance wise.
We know Miss Naught and Gentleman James have liked working with us, we still need to build up with the rest. JU and ND were in fact antagonistic after all, Palisade iirc was part of Novalight's faction there will likely be some measure of bad blood still there. Why would it be a bad sign of treatment in the merge when we have not worked with them all on a major level barring exactly Black Swan? Build that trust with the non Wolong end naturally while proving we're good heroes by working through a decent chunk of our New Dawn actions and showing we can put our money where our mouth is.

Fortunately for us, we've got 6 of the 9 AP already accounted for: Reality Check(1), Puella something(2), R-Train(2) and Demon Flamez(1). That leaves us with just 3 AP to decide upon.Honestly we should just wait until Bitterman actually puts up the mission list for Issue #4.
No point in trying to figure out the non-Major/Time-Limited missions right now. In addition to new missions, there might be changes to older missions since many of Issue #3's missions involved Crusade who just underwent a major shakeup.

Really depends on the length of turns. Seeing as this is a superhero universe, I would hope they have a little more faith that Leizi is not dead for at least one more issue. And if they learn that she's trapped in the Frozen Throne, that would lead into a retrieval mission rather than a contingency. It is known that teleporters can leave (probably only 1 time but still), so I'm not sure why there is an urgency to prepare for succession?I guess that pushes a little for revealing now -- waiting to not reveal LL's secret makes a little less sense when you don't know when (if?) LL will be back.
