Tbf, Katie could also easily be our next P13 equivalent, we just need to get her into contact with Black Swan and all 5 remaining New Dawn members. After that give her some programming/social engineering lessons or have her watch a few seasons of Jojo's and we should be set.

We have the time and money to do both ideally! Of our candidates I figure the prios are Homer > Shelley > Cain > Soraia, with Song as a floating ??? depending on slot counts and ability to properly power up in time for the Moon River Retrieval.

I think I'd like to see Cain actually get some screentime to get a look at his personality before we consider giving him the Justice Juice™.

LL recommending him is a little bit of a positive but I don't think it's enough to just commit sight unseen.

Okay, to be serious, I think we're overblowing the concern over Cain's past. Bitterman has said that Cain was a very discriminate killer who only killed people in the cartels. That's bad, sure, but as LL has said, she'd be a hypocrite to deny him based on that given her own history. I wouldn't say that's all that much worse than Ronin wiping out the triads in Horizon.

Besides, we can assure his loyalty due to him moving to Horizon to help his sister. We know the two 'real' catches to him:
  • He would be really bad PR if his identity were revealed. But... Well, if anyone somehow finds out about Katie's true origins, the same could be said of her.
  • He is unlikely to be a team player. That's probably fine - we're reaching the point where it'd be shocking if everyone got along to a huge extent.

(Since while murder [well, vigilantism] may not be inherently automatically disqualifying, I think its justified to make the case of a extra look or three being required before doing so given it being P13 and all?)

My standpoint is that we
1) Have other metahumans to empower anyway (we need cover, yesterday given the general public will start to be worried soon) and
2) Don't need him yet (and are already looking for Yara), so we can table this discussion for later?

When we get to a situation that demands this (and not in a Hard Women style), then we can have something to explain to the public if (read: when, given our opponents) it gets out. However, by that token discussion now is likely going to be out of date by then?

Id like to Point out that Elysium has The Hours 12 Metahumans who are probably all High A Class at minimum. With 11th Hour responsible for seemingly retconning 2 People and someone with Probability Precog.

I'm sorry but that reveals means I'm perfectly willing to Overkill The Ladder mission. Even if they're probably gonna be injured or even lose members from from fighting the mysteries. Theres the Minutes and Seconds of the Horae Guard.

Agreed, but if we were facing all 12 of them at once we would've been recommended to get 4 P13's at minimum, instead of 3 and so we don't strictly need Cain given our expected candidates (BS + VG + Yara is sufficient for the minimum, Hower would be more than what is required)?

Not like the board state exists in a vacuum either, if they commit that hard the Mysteries will likely intervene (and Interlocutor, and King + whoever is helping him) turning this into a N-Way fight.
