Rereading the update, I'm kinda surprised Joules is confused and torn on who to follow considering his opportunistic nature and his previous relationship with Silvio. To me, it kinda speaks that Joules may not be in the know and is definitely not part of the inner circle, like he senses White Hawk might be the true head of the group but isn't 100% certain. It's honestly probably for the best with him; his face would be a hundred times more punchable if he was actually in the know since he would be acting differently than this.

Yeah, the Horae Guard, plus the three with money (Gertrude, Oliver, and Jair) definitely seem like the one actually in control, and Silvio's just the puppet they're using because he's an easy scapegoat when they need him.
