Anyway what this tells us is going out of our way to Make P13 isnt a dream strat.
Its a necessity if we want to succesfully beat all our enemies withoout making it phyric.
At the very least Risking Cain as P13 might be needed. So its all ablut giving him powers we can stomach.
Edit: Huh you know we need to make sure exactly what powers it gives but since Rosemary DNA guarantees perma Dysmorphic Mutation it might be best power to give him. Since id allows to create a completely new identity.
Big problem is it might make it difficult for him to take care of his sister personally.

That said depending on Money and actions it moght be better to just to recruit more candidates that are easier to use than cain atleast at P13.

...I can't help but note that there's probably six people on Monarch's side in here, given that Ellie assumed Dollman is here; meaning one of them isn't P13. Presumably that might be Marie Marionette? I could see hydrokinesis-that-includes-blood being around 10, honestly.

To be fair, I've never been against making more p13s just that I don't think we need to make every hero we make p13 just because it's inadvisable
Like because we only have two (more) who start at basically 13 we have to build up any other candidate but we need more the one hero per every like 3 "turns"

Also Thinking about it more making Cain into Algernon is not only great strat but also narrative.
We know we need to hide Cain identity and thats hes not good in teamwork even if his obediant enough as long as we take care of his family along with some of our Heroes likely to refuse work with him. So give Vulcans Power that while very powerful has obvious drawback that boths make it paletable for the team and easier to handle.
As an Algernon we honestly dont need to have him on the field, just make us things while managing his so he doesnt get rebound. For our Team we just flatly tell that while Algernon is great powerful its also a slow execution due to rebound. Unless Having an Algernon in our team jogs Ellies memoriy on Algernon needing a Partner to use it safely taking careof that.
We know Leizi is reluctant to give someone a power that would slowly kill them. But well Cain isnt an Innocent person but someone who through choice and circumstane become a monster. An Algernon power is both a chance for redemption and a punshiment to his sins.
While an Algernon Power can be dangerous it requires material which with JU espionage and the teams distrust of him alot easier to detect if he starts building something JU cant allow.

I mean we aren't good to build an algernon (us the voters) because we know there's a way to fix the issue with em but we don't know yet

I think that Elemental Tank Squared might be a very suitable powerset to give to either Shelley Marie or Soraia Del Rosario. It is a relatively low cost potency power that is tanky, straightforward and useable (Invulnerability x2, Enchained Strength x2 & Elemental Manipulation x2).
Im pretty sure if it needs some sort of Psychic connection we can give it to our active algernons.
Id be kinda useless if the only way to solve rebound is by modding dna before giving it to someone.
Hell having an active algernon could lead us to figuring out how to solve the problem.
Kintaugi implies it needs some sort of Drift equivalent to share the load between 2 brain like how Ellie being connected to VS didnt cause her pain in Nora using her power.
So as long as our algernons arent beyond saving solving rebound should be applicable to them.

Bitterman has already said that making an Algernon would be hard because of the You Can Be More deal and not wanting to willingly put someone through the hell Nora went through.

I'd pay to see a Heracles/Steadfast cage match, if only because Heracles has the strength advantage that could knock Steadfast away, but Steadfast can actually hurt Heracles by punching him. Just two peak physical specimens going at it, stamina being a limiting factor.
Did Scarlet Maturity ever fight Steadfast? I know that SM mostly only respects people that can hurt him, but one of the few people he couldn't hurt would to have at least been paying attention to, even if Steadfast couldn't do anything back.

If we're giving someone Algernon powers, I'd rather we do it after we get more information about them. Unfortunate we didn't get that luck roll but it is what it is.
We might have more chances later on. That said having an active Algernon would another way to figure out the problem since Leizi experience would lead to her being willing to try and solve the problem.
That Said @Bitterman is giving Cain an Algernon power and having him work as a Researcher/Crafter for JU viable?
Since it would allow to hide his identity easier and not need to work with the team or even deploy in the field unless needed.
Or Being More means Leizi will utterly refuse giving Algernon Powers to a candidate?
Afterall we have lots of things we want to research such as The Stage, Exceed Beyond and Noras stash that an ALgernon would be Helpful with.

Also no choice if we want to win, Since Mona having 5 P13 alone shows that we kinda need More than the High Tolerance Candidates as P13's.
Cain being an Algernon would be a way to buff our heroes using equipment and accelerate our research in Prometheus, The Stage, E-B and so on.

Also if we ever actually go for the Algernon DNA, what Would or speciality be? Armor amd weapons like the original donor, in order to make our sqishier members more deadly? Maybe Biology and Ambrosia to facilitate that process? Robots? Medicine? Huh now that I think qbout it a Algernon is probably a good way to get a healer on the team that isnt Mendicant....
