Oh, that's easy enough to explain: she's losing. Horizon is experiencing an Age of the Power Vacuum right now, and Monarch's desperately trying to position herself as "here to stay." The hope was to take out New Dawn quickly to seize their territory, but they've got JU backing them up, and Crusade is also treating her group like a punching bag. So, the new play is "diplomacy," which means playing nice, paying back debts and acting like she's a reasonable (or at least tolerable) entity that's too difficult to get rid of. Otherwise, everyone else will get it in their heads to team up and dogpile her.
This. If she does not assert her position, then she's going to lose from New Dawn and Crusade focusing on her. She'll get worn down no matter what, it'd just be a matter of how many deaths it would take to take her and the rest of Wonderland down. There's a reason why Sun Tzu says: "Throw your soldiers into positions whence there is no escape, and they will prefer death to flight. If they will face death, there is nothing they may not achieve. Officers and men alike will put forth their uttermost strength."

She herself probably could escape, at least on her own, flee somewhere else, but even if she wasn't responsible for getting all the inmates out of Wonderland and thus a priority target for elimination, her power guarantees that she wouldn't be put in any conventional prison - that's why she was in Wonderland in the first place. It's either death or Wonderland 2.0 for her. Running would mean a life of constantly hiding and running from people who found her. A lonely life. So for her, it might be preferable to stay and fight and maybe get a kingdom out of it in the process. In for a penny, in for a dime.

So she came up with this. From a certain point of view, it's a win-win situation. Either someone immediately attacks her like Silvio tried, and she gets to use her presumably coordinated heavy hitters to suprise-kill a few members of New Dawn, JU or Crusade (weakening their overall assault on her forces)... or she gets to successfully intimidate people into letting her Make A Statement - the whole thing with Marie Marionette and supposedly mourning the dead (which ones? surely not Steelheart and Cisma, responsible for putting her and her minions there).

... @Bitterman when the vote opens, is it possible for us to do a write-in for Talk, or is it the kind of thing that simply can't be improved via that?

What do you think would happen if we called her out on all of that while recording it live?

What do you think would happen to her chances of reputation if that were to occur?

Memoria allows for keeping track of pictures and teleporting to them.

ISpy can tag people, so then the people could teleport to each other. She also allows for sense sharing; which could be transferred to being able to turn the photos into dioramas.

Chatroom brings the 5 and 12 limit for the previous two up to UNLIMITED PEOPLE, as long as they're in range. She also combos well with iSpy, allowing for the chatroom to be a mini-Stage.

And Mister Hunch would allow anything to be transformed into a way to connect to the instantaneous psychic network. Awesome.

I think the problem is that we don't really have any proof. Until she attacks, this is a fairly hostile show of force, but ultimately she hasn't yet so going "you're just here to attack" makes us look paranoid.

As for her trying to gain legitimacy, the problem is that she's putting her money where her mouth is. Like, is it probably BS? Yes. Did she probably tell Marionette "either lose the arm or I'll kill you in front of JU, either works for my plan"? Yes. But unfortunately so far Monarch is controlling her followers, punishing them when they step out of line (albeit brutally), and offering restitution to the victims.

AFAIK the only two counter-arguments we have are (1) her trading Goldnine to GD Triad and (2) her letting La Petit Prince off the leash to terrorize Menagerie's apartment.
 
I also want to say that while I will push for Cain eventually, heck give him tolerance 10 even, I also don't suggest getting him right away for obvious reasons. Personally I think we should have @Bitterman cook him a few screen time for a certain amount of time before we even consider him for Project Prometheus. I'd maybe give it......Issue 6 or 7 maybe, around the time we start aiming for Homer.

I wonder if that means she's internally terrified but is not showing it because any sign of weakness will get her dragged down from her spot and killed. She has to act like she's the scariest motherfucker in town or people will start getting ideas.

That might also be why she's not just cutting and running, because making plans to leave is an admission of weakness.

We need teleportation for Evac, and Id be interesting to see What X4 P13 Clairvoyance would end up as. Since Mona Shows at that point a Keyword gets secondery effects to make it more effective.

Its why I went with P13 forcefield synergy. Enough Insibility to hide his identity, Barriers to protect people which while something that can be used to kill is more suited for saving lives, Then Illussions to help hide others or trick enemies.

I'm talking about the internal optics, not the public perception. How the fuck are you selling "we're giving the known serial killer the perfect ability to run away with his family and also hide his identity while committing murders" to the rest of the team.

The honorifics nonbinary people use tend to vary: a few use Ms or Mr, the most common though seems to be Mx, and I'd imagine Mendicant has a doctorate even if it's an honorary one.
Black Swan is probably something that SM hasn't really encountered before: someone strong enough for him to take seriously, but also someone who is actually willing to treat him like a person instead of an asset or obstacle. Some basic socialization will probably do him a surprising amount of good.
Based on some of their previous interactions it seems he also had a friendly rapport with Apiary, which is intriguing.

As the person who created the concept for Soraira, although she's out of my hands now, by "morally ambiguous" I think it would be more "we overly focus on our own shit and growing our power rather than protecting people" rather than "let's lead Crusade into a trap" (she profoundly hates Crusade for a number of reasons and would in fact be very happy to throw dirt on their faces.)

Also the note in his file literally says "Don't expect him to be a team player (because half our current roster distrusts him)" and some people want to give him a powerset centered entirely providing utility and support to the rest of the team? Hello?

When it comes to new heroes, Shelley Marie would probably be a better choice than Cain. As while her Tolerance isn't as high as Cain's. Cain will cause problems, even if his identity never comes out.

Cain only has 7 tolerance and a dodgy past
Shelley Marie has 6 tolerance and a perfectly good past.

I'm pretty open with changing builds for him. The internal optics is the main reason why I propose delaying him to give him (or Bitterman) time to cook. You do have a point that giving him support build might not be a good idea considering his issues with working together :p

Not relevant, because those aren't the people who would happily murder her if they thought they could get away with it.

Considering her main lieutenants are people like Warpstar and Acid Rain, I feel like she's not surrounding herself with the vigilante/political prisoner types.

We could plant that seed of distrust, make a kink in Monarch's shell of strength. We could make her troops question her.

Ohohohohoho- we could do some REAL damage without even getting into a fight if we could just... sow a bit of distrust. Sow a bit of that good old questioning into the mind of everyone under her control.
 
i wouldn't trust Cain without more time at the very least. He's had quite the past and while we think we have a good pulse on his current motivation.., well, i don't want to consider what would happen if his daughter died. Even by natural causes.
 
What I'm actually wondering about wrt Monarch is whether we can potentially flip her. The thing is she didn't really deserve to be thrown into super prison in the first place and is to some extent obligated to act like a monster because she's surrounded by monsters. If she really wants out us offering protection might be one of the only viable options.

Well okay, she was also planning to drown an entire district in goldnine so she just might be beyond redemption.

More gold than expected but i think its fine since not shiny gold but kinda dark gold.

It does feel like shelley is better as 5th t10
 
Been reading past discussions and noticed that while we've been talking about Shelley, Song, and Cain, we haven't been talking all that much about Soraia. What builds do we want for her? I was thinking of getting her to t7 and then giving her the p10 builds we've had (not to be mistaken with p13)
