A girl sits, surrounded by damned souls, as icy claws try to take another away. Jenny is getting worse, the girl can see it. The ice has nearly totally swallowed her body. Jenny says she can hear it. The current Sovereign is near expiration. A new one is required. There must always be someone on The Frozen—

The girl makes her decision and acts. She carefully, carefully opens the last of their supply of the malevolent, golden liquid and carefully, carefully pours it onto Jenny. Jenny screams, but the ice and Levithan's blood annihilate each other in a reaction that is as horrifying as it is fascinating to watch.

Jenny's blue, frozen skin reveals itself once more and some of their number let out a sigh of relief. The others look at the girl, knowledge in their gaze.

That was the last of their supply. They'll have to go raiding again. But their foes are expecting them now. Not everyone will survive this.

The girl wordlessly stands up and begins to plan their next offense. Her twentieth birthday has come and gone, and her powers have not yet arrived. That means they never will. She will never be like her mother.

That's fine. She doesn't need them. She never has. She will save everyone here as she is.

She will defeat Justice Unlimited, break their stranglehold on her home, and make them undo what they did to these girls.

….Hm, so a lot of us has guessed that this girl is related to the Magical Girl, and with her supply of goldnine, I'm inclined to agree. There is a particular detail in this section that has made me suspect who she is more precisely, one about her mother being a metahuman.

While there could be dime a dozen children who had mothers with metahuman powers, there is one potential high tolerance candidate who we've suspected before, and fits this backstory criteria. I think this girl is Noelle, daughter of one former Heavenly Astrologian. And for some reason she thinks Justice Unlimited is to blame for the girls getting Frozen Throne'd (this is likely due to bad PR being spread around by the mahou shoujo)
 
Vergil has different powers than Dante and Nero is cooler than both of them soooooo. . .
I think this might have been more revealing than you thought it would be.

After all, like Dante, Nora's armor had multiple modes. Paper is Gunslinger, Scissors is both Blademaster and Trickster, and Rock is Royalguard, with the Stage as Devil Trigger.

So even aside from "Stockpile is putting his own spin on it, and will probably put new things in or twist existing parts on new ways", I would presume, to keep the Vergil connection, one stronger mode over multiple swappable specialized ones.

You can put in your OCs, or characters from one of your own Quests. Just please don't have them be characters from established mainstream or somewhat well known media. (RPG characters that you played are fair game, however.) Also, they should max out at 7 Tolerance, and get worse stats the more you up Tolerance, and vice versa.
Would more narrative/less mechanics disadvantages like say being the target of other factions recruitment,only wanting certain powers or say having issues with a member of Justice Unlimited also be a way to increase Potency and/or stats?

Hmm, I'll say it depends! I like the idea! But that "no potency above 7 rule" would still be in effect.

I definitely think that dealing with the Magical Girls should be something we deal with during the next turn. We've been trying to build our reputation back up, and protect what was already there, and these bitches are poised to ruin that by infringing on our copyright.

Tolerance: 7
Chaucer's notes: Honestly Wrainwright would not be included on this list and be left to pursue his studies in Biology at the University. except for three things. First he has a genuine desire to help people in this city, second he has a intellect that is just as good looking at a Petri dish as it is dissecting people's motivations and third he seems to have a freakishly high tolerance level. That said he has a sister who will need protection especially since she's wheelchair bound, the subtlety of a brick and one 'Professor Schultz' who seems to be suspicious about us...
Lady Leizi: Well Shcultz isn't a horrible person,quite the opposite he truly does care for this city but he did not have the sense to shut up around people who have the means and will to kill him. He apparently once shit talked Novalight about her ego. Right in front of her.In a faculty meeeting in her honor .And Wrainwright also has that same idealism and even less of a filter...

(AN:So Wrainwright has shit stats in 3/4ths of the HERO system, a pair of characters who will need protection(and are weak and have equally no filter respectively) and the ability to tell when someone is speaking BS...with the will to say it to their face even when it's say Scarlet Maturity...Actually he might shit talk Scarlet Maturity just because it's Scarlet Maturity and Wrainwright would say something like 'all that power and you basically work for superhiuman mercenary uber'..I don't want to say what's his opinions of the 4 seasons other than 'I like cops better than you'. On the bright side he has really high Tolerance!)

I like the concept, but I can't use him with a tolerance that high unfortunately. If you wanna make it 7 and boost some of the stats, I can add him to the table!

MG, Hero Worship and The Shroud are my go to for our limited missions.

With mona at rep 10 we can afford to delay Meet the rookies and do Cenotaph to get hopefully 4 more candidates.

The 3rd person needs some more prep from noras junk, but Handyman should be ble to handle shroud or atleast blow their cover and get mona to blast them.

Hero worship gives lots of benefits with sponsorship, candidate and uirra will.

MG means we can get bot another high candidate and an Ambrosia for turn 5.

I mean...

While potentially Rep boosting more people could be nice, John already has a decent baseline Rep and we don't have enough extra goldnine to be able to say when exactly we can make more heroes past him yet. Meet the Rookies boosts the people who need it most in Maddie and Rhys, while giving us more global actions and a global AP. Getting as much AP as possible as early as possible should always be the play imo, especially when it also gets us onto the path of angling for a PR manager which we apparently will need quite badly.
