Giovanni had put considerable effort and time into organizing his Team Rocket. Disconnected cells, multiple levels of administration, aliases and deadends galore among his various assets ensuring that no one point of failure would see it all come crumbling down.
That being said, some resources were considerably more valuable than others. Some resources demanded a personal touch.
Getting his personnel out from under the officer's watch was pathetically easy. The corruption in Celadon predated his own efforts and working his way into its underground had practically been child's play.
A bit of funds dropped into one Officer Jenny's accounts and a promise to support her during her next bid to become the head of the Regional Officer's Organization had seen her re-assigning a few fresh recruits to watch the jail, people that hadn't been able to stand up to some of his better administrators in a PokéMon battle.
It was loud, it flew in the face of Giovanni's personal preferences and that truly worked in his favor.
As for Officer Jenny and her bid for a promotion? Well, they both knew it wouldn't go anywhere. The woman worked hard to maintain an image of oblivious incompetence and she stuck to it with an almost religious zeal. Her public proclamations of working hard to stamp out criminals like Team Rocket was just as much a smokescreen as Giovanni's work as the leader of the Viridian Gym.
"-That will be all, Archer." But Giovanni had more things to do than just contemplate his next step in regards to cementing his foothold in Kanto. He needed to figure out how his largest money-laundering scheme was functionally destroyed -before- Gym Leader Erika had even made her way on to the scene. "Send in the grunts, Botch and Cathy."
"Together or separately, sir?" The administrator asked, standing up and offering him a salute.
"Together. Let's get this finished as quickly as we can." Giovanni knew of some of the other Teams out there. Galactic, Plasma, those lunatics engaging in open warfare in Hoenn, Aqua and Magma. They all operated on dogma and fanaticism. Giovanni found that a more formal approach yielded more consistent results.
Archer walked out, minding a limp and after a moment the grunts in question were brought in. The girl was missing one of her signature spiked pigtails and the boy had several bandages on his face where he'd intercepted an Eevee's Quick Attack for her.
"Have a seat." Giovanni commanded, sliding a fresh sheet of paper in front of himself. After a moment, once the two had silently sat down, he continued. "Explain what you recall from the game corner on the day the PokéMon got loose."
"We, uh, boss, we were on feeding duty. For the prize PokéMon." Botch started to explain. "Nothin' seemed to be too weird. I mean, we fed the Dratini, the Scyther and Pinsir were tryin' to fight and the Larvitar were snoozin' away."
"Yeah!" Cathy agreed loudly before clearing her throat and continuing in a more normal tone of voice. "Yeah, it was just a normal day. The Nidorino and Nidorina were being a bit more aggressive about their food but you know how they get when the Clefairy start singing, so we didn't think too much about it."
"So, you did not notice anyone or anything out of the ordinary during the course of your duties?" Giovanni asked, attempting to be specific.
"Well, the Abra were really nervous about somethin'." Botch answered him, a distant look in his brown eyes. "And the Vulpix were acting all cagey. I ain't sure about anything else, though. The new kid, with his Houndour? He was in there before we were, though."
Giovanni pursed his lips, trying to remember which new recruit would've been given a Houndour. They were difficult PokéMon to work with if one didn't earn their loyalty early on. Nothing was coming to mind, however... Which, given the size of his organization and the hands-off methods he operated with, didn't mean much.
"That's about when everything went wrong." Cathy sobbed, one hand reaching up to grasp at her shortened, ruined hair. "The Vulpix broke out of their cages, all of them! And they just started using Ember on everything! Even us!"
"I see. That's very unfortunate..." At least their report mostly lined up with what he'd been able to recover from the security footage. "This other recruit, did you catch his name? Do you remember what he looked like?"
"Uh... No. Don't think the kid said his name or nothin'." Botch placed his hands on his knees and leaned forward, looking at the Persian sitting next to Giovanni's desk. "He had, uh, red hair? And I thought his eyes were green but it mighta just been the light. His Houndour though, that one was real memorable. Ain't ever seen a blue Houndour before."
"I see." Red hair? Eyes that reflected the color of the surrounding rather than having a distinct coloration of their own? Giovanni remembered a particular young man begging him for a Houndour of his own before his mother took him away. "Thank you both for your dedication to Team Rocket. Please check with Archer on your way out for your new assignments."
Giovanni waited until the two grunts- And the two may be due for a promotion, given the effort they put in to corral and move the prize PokéMon away from the lower floors- had left the room before he scrambled to grab his phone.
Carefully punching in the number he'd memorized and hoped to never have to call, Giovanni held the handset up to his ear. It rang once, twice, on the third it clicked-
"Arianell?!" Giovanni did not panic as he spoke into the phone. "Where is Silver?!"
"..."
"Arianell, this is important!" He did not shout, no, but he just barely managed to keep from doing so. "Where is my son!?"
