Unfortunately, Umbra, while not having absurd control over the government thanks to a partnership with SHOCKER (you guys didn't pick that disaster) is still interested in soldiers. From anywhere they can get them. Also, those aren't normal assassins.

Not sure about this, but I think this is supposed to be inspired by Kamen Rider Wizard (if the reference comes from the implementation of the power, since Kamen Rider Wizard had his forms centered around elements). Otherwise, the call used for Elemental Magic seems somewhat reminiscent of Kamen Rider Fourze.

Deficiency in Social meshes badly with the fact that Duel Manifestation is a summon build, which needs good Social to be able to make good use of its summons. Time to Duel! (Social Version) is a better pick for a plan that has Duel Manifestation in it.

From my perspective, your plan is quite fine as it is, since it's covering all stats in one way or another (your power choice does compensate for the apparent lack of increase to Physical, since it gives us Bo2 in most combat scenarios, but Martial Arts was picked last vote as one of our hobbies, so I feel like we are fine on the Physical front even if we pick Ex-Assassin as our origin), so while we might not be specialized in something, we are going to be at least decent in all skills, which would give us flexibility. I think the plans with Duel Manifestation are picking a bit more steam than your since not only is it perceived as matching the character that was made, but people are more interested in having a power they can experiment with. Fighter Jets by comparison would be perceived as quite simplistic, since it's a very straightforward buff to our combat abilities in most cases.
Anyway, if you want to make any modifications to your plan, I don't think Social should be treated as a dump stat. The only other reccomendation I can make is that Extraordinary Synchronicity is quite popular, so you might be able to win some more votes for your plan by including that Perk if you decide to take a Flaw.

Again, not sure if my hypothesis here is correct, but this seems inspired by Kamen Rider Fourze (which had a somewhat similar ability in its capacity of equipping aditional weapons on his limbs). No clue as for the references behind Emotional Magic and Steampunk Tech (I could use some help there), and I'd also like someone with a better grasp of Kamen Rider to double-check both this guess and my earlier guess about Elemental Magic being inspired by Kamen Rider Wizard (QM hasn't said anything about that guess being correct or not, he just gave the post a like).

In KR Wizard, the driver says "(X) Please", because please is one of the magic words. Guess what else is one of those.

The chant doesn't mean anything here: it's the way the powers are contained.
Locks are also heavily used in Kamen Rider Gaim.

There is no reference here.
Android Tech
Kamen Rider Zero-One heavily used the words "Progrise", "Shotrise", and "Forcerise" in its transformation sequences.
