Fair point. I still disagree with doing it right now. I'd like to get the orbital rocket finalized (maybe not launched) and then go. I'm not super big on leaving a project unfinished to go after a shiny unless necessary.

They don't compete with each other. Orbital rocket is engineering dice (and then ops when we try to build it, as well as presumably facilities for the launch apd), nuclear research is science dice. In fact, they synergize better than most of the other options - the remaining orbital work is tagged as [PHYS], and the nuclear science gives +4 to PHYS (the only competitor is Big Ear, which is too expensive in resources for us to take this year)

As an aside, I just checked and we can't do both R-1 and R-3 construction in the same term. @Strunkriidiisk, you might want to change that?

The choice of the smaller rockets is because putting those dice on a R-3 puts us over-budget, and there's not a lot of stuff we can do thta's cheap enough. We could do weather studies instead of another science task, which'd put us at 245 as well, but the reward for that is a measly +5 PS at once, and we'll get more from the rocket reel bonus of doing a lot of R-1 launches.
We could just let the build team enjoy their vacation, and not use the dice to save budget for next turn.

The thing with nuclear is that I think it's going to a long term effort, so we need to lay the ground work.

Test reactors have to be run for longer periods to find those longer term issues.
 
We do have an 'Isotope Separation and Nuclear Science Facility' already. But it doesn't come fully unlocked until two more turns from now.

Your first orbital rocket actually fits on your heavy sounding rocket pad. It weighs ~25-28 tons.
