[X] Plan: Research Sabbatical

I like this plan the best, but I'll still take issue with animal cosmonauts. Animal testing to reveal medical issues with micro-g is one thing, tossing a dog or a chimp In a capsule as a stand in (which is what this is) is quite another.

...Why IS the second place plan called "pave the world"?

You know, they want to pave paradis-
*runs*

The idea is to spend resources on political bennies, which isn't irrelevant, but..

...Why IS the second place plan called "pave the world"?
because it does infrastructure, and because if we want to 'complete' the reconstruction by 1958 we have a heck of a long way to go! Like, this isn't being done for political points and to suck up to locals, I'm doing infrastructure because I want to see (LIMIT REACHED) next to EVERY GLOBAL STAT.

I don't exactly disagree, but why do we need to be the ones to do it and why right now? The world council hasn't exactly slacked on it, and most of our internal development projects have had knock-ons.

Looks like I was worried about Singapore for nothing.
Also the bonus for politics should be +11.

Error on my part with the R-4a. The starting progress was 98/100.

We probably managed to hit one of those craters that is basically just a lake of very fine moon dust, didn't we? So we got the impact we were looking for but effectively nothing else as the dust 'ate' the impact and gave us both none of the indicators or data we were looking for, and completely clouded the photo up with a massive cloud of dust blasted up from the crater.

Which you know, great job! We have confirmed you can hit the moon. We have confirmed there's moon dust on the moon. We have no idea if there's anything else, how much moon dust there is (except a lot in that specific crater), what the moon dust is like (we will soon to our regret) and, uh... A lot of stuff.

"Impact dice is a location" followed by two different dice sounds to me like they are Lunar coordinates, so maybe we hit either near dead center or close to one of the borders of the near face, depending on how the scale works
