Yes. Both here and in the Composite!Hyrule , sky-lands are normal stuff. The problem is reaching them, since jet-plane and passenger-plane don't tend to fly THAT high, or to land on them.
So yeah. Jack's Magic Beans? It is a way to get to those islands. The Batplane? Less so.
Here's another question, are characters able to gain superpowers from other sources?, like for example would the Super-Soldier Serum work on Aloyse von Roddenstein?.

Ah, they
They still have powers and strenghts, but severly limited. For example, Liquidator CANNOT take over bodies of water bigger than the land surface of Manhatthan. Still strong-ish , but limited. His "damage" is also mitigated, what with Him being a Toon, and thus not being able to control Real Water.
