Like, loosely what timeline are the two nu!XCOM bases are at? The XCOM police precinct? And the bigger question, just how big are the first two XCOM's? Considering near endgame they probably have bases covering most of the globe. And then there are aspects in the lore set between games such as possibly the 2 named characters. One a pilot that was lost during first contact in the second war, and the second the millionaire, one F. Denman Williams that ever since the first war, played a signifigant role keeping the organization present in some form. Keeping one base running in the interem of the first two wars as a 'salvage firm'. And after the second, bought the org from the govts whom didn't want to fund it and carefully oversaw it's corporatization while making sure the process wouldn't lose sight of their original mission.
And then the mega-city base that may need bailed out by the rest, depending on the timeline. An Austrian nobleman, he has been trying to takeover the world since at least 1880's. Since his first "death" in 1938 he has since lived as a series of cloned brains housed in robot bodies. From his series of secret bunkers he plans for global domination and revenge against Atomic Robo.

In a fight he will focus on either whoever is causing the most trouble or who is the most dangerous, -10 Intrigue when this activates, -15 if fighting Atomoc Robo.

Still, what an odd collection of things, a few book collections of some well known authors, a few rings with some symbols etched in them, a well designed robot bear, (You are mildly impressed by whoever built this thing, just a tad notch), and a game cartridge.
You are not sure if this is a joke or someone's attempt at charity. You are not even sure which one is more insulting to you! Freaking Americans and their lemming brains, the sooner you begin your robot revolution the better.
The contents of the box laid on a bench in your garage. You have infinetly better things to do than stare at some random junk - that a homeless Hobo most likely couldn't even recite the periodic table left at your doorsteps for- , but you're still doing it, spinning around in your chair as you read the "The Hound of the Baskervilles", quickly speeding through the pages.
"It wasn't supposed to be like this, y'know, Mr Bearbot?" You comment to the white and magenta bear propped up on the box, staring at you happily. Second best conversation partner after Agent Stone, "Before I had a position of authority, a fully modern lab that was bigger than this dinky little garage!" You continue your awesome monologue as you finish the book, throwing it back at the bench, and pick another one randomly and begin reading again, spinning in your chair. "I had robots! A minion! Recognition! Even better robots that would make the Terminator Jealous!"
"And what do I have now? This little dingy house, no machines, no minions...Did I mention the lack of robots!!!" You spin in your chair, looking straight in the bear robot's eye. He, wise that he is, just stares back not saying anything, excellent. He gets it.
"And all because of that Stupid Hedgehog, leaving me at that stupid mushroom place!" You continue your rant as you keep reading through the book. "Oh, but it gets better, 'cause when I'm ready to make my glorious return, complete with a theme music, guess what happens? I end up back here! Finding out that apparently all fiction came to life and I'm part of it?"
"That's complete tomfoolery! I'm more real than anything else, even you Mr Bearbot!" You point a menacing finger to the robot bear. You can't believe what you read from some of the supposed "versions" of you. "I'm the real deal here! Isn't that right?!""
"..." He, luckily, hasn't said anything. Good, he understands who is the boss here.
You suddently stop and think. About the Blue Blur that ruined your plans, your machines, your reputation…. the Donut-Lord that helped him banish you in a Mushroom World.Your revenge against them won't be quick or easy. It will be as painful as it can be, your pride won't accept anything else.
But you also think about Stone. Poor, small, ignorant Agent Stone. Loyal to the end, never doubting you, with his Austrian Lattes that you like Oh-So-Much. You won't say it out loud, but you kinda miss him. Hopefully he'll have received your plan.You need one of his Lattes, sooner rather than later.
"So, the Government left me for dead and erased any proof of my existence. I have almost no equipment or tech left, or anything to my name, except for this house." You muse to yourself , as you rub your great mustache.
