I always expected we'd need Serena to clear out Tokyo asap. As in, this next turn asap.

No thoughts on the Mami's apartment for cash thing?
 
Narita is Tokyo. Other major International airports in Japan are in Sapporo and Fukuoka. A flight from Sapporo to Mitakihara (Shizuoka) would be another 2 hours and cost an additional $350 per a person...
Ah, forgot to consider a local airport. If Shizuoka is a valid destination, then we can go from Manila > Taipei (2 hrs) > Shizuoka/Mitakihara (3 hrs), for about $300, and meet them directly.

Ehh... the money crunch is more about cash up front then cash flow.

So it would help very little. Mainly it might slow the bleeding slightly if we picked the Getaway house. Otherwise I can't think of any advantage.

Getting Serena through Nagoya is likely to be a major hassle. Getting clearance to send someone through there area that could be considered "high risk" is liable to trigger all kinds of XCom reactions.

Two options for Tokyo: Narita Airport (about 20 miles NE of Tokyo Bay) and Haneda Airport (literally right on Tokyo Bay). Haneda Airport with immediate pickup via boat seems like our best bet.

Maybe XCom is a bit misleading here? I think that if we approached Nagoya they probably be okay with a foreign visitor passing through just the airport, and then we'd teleport her. Really most of the permission would be for our teleporter to travel to the airport to met her.

That said, it might be better to fly her directly to Mitakihara and avoid Nagoya altogether.

Her request for teleport-to-target is a no-go, due to the beholder demon (possible class 4?). Travel on foot, always, except for the special case of if the beholder's aura is down after a teleport. We will absolutely not risk her to that interdiction effect.

I'm not sure I agree with this. Nagoya continues to use teleportation. We'd just need to have a clairvoyant constantly looking for the beholder, and not use teleport unless we have the all clear.

Also, thought for a teleport bomb - if the monster demon really is teleporting the girls into it's belly... Just use a teleport on a barrier bomb? Or even normal explosives?

Flight plans:

San Diego to Honolulu, nonstop. 6 hr 30 min flight. $315 per person.

Honolulu to Guam. 8 hr flight.

Guam to Manila. 4 hr flight. (Going to abuse a travel agent; Honolulu to Manila via Guam is $600 per person, while a trip to Guam alone is $1300.)

Manila to Tokyo (Haneda Airport). 4 hr flight. $435 per person.

Total cost of $1,350 per person, so $6,750 total. Doesn't spend more than 8 hours on any flight. Would take 4 to 5 days.

Don't see why that would take 4 to 5 days. More like 2 days. 6.5 hr to Honolulu, say 2 hours layover, then 8 hours to Guam, that's 16.5 travel hours. Followed by sleeping for 8 hours, and then travel for 4 hr to Manila, another 2 hour layover, and then 7 hours to Mitakihara (assuming a 2 hour layover in Taipei), for a total of 13 hrs of travel time.

Really, people can suffer through a lot worse then a full day of airline travel and do just fine.

Also, we'd need to pay for hotel rooms in Guam, and incidentals. And travel to San Deigo. So both this and the Seattle direct flight to Sapporo are valid plans (figure 24 hours of travel time for the direct flight but no sleeping over anywhere).

And both cost about $8000.

I say we just abstract the details away. It takes 1-2 days travel for Serena at the cost of $8000 and whatever we have to pay Kuybey for passports.

Let's say 2 weeks to work out all the details of the plan, and then 2 weeks after Serena arrives to rest and prepare for the assault.

Yeah, workable. Travel across different planes and airlines really gets rid of the need for full separation per flight.



$1,000 for advertising the delivery service.

Pulling back from selling 20 cubes to 15, assuming we'll need to pay Kyuubey for some stuff this turn. $41,000 net, after buying cubes from the other trade areas.

$69,590 - $8000 - $1000 + $41,000 + $36,500 - $29370 = $108,720

So that's about where we'll be sitting before we start dealing with Serena's housing.

Also, despite what I just said to @Aranfan, I'm actually giving more thought to the possibility of renting out Mami's apartment. That's $14k per year. Something to think about, anyway.

Current net income is $6000. Anything we add in costs needs to fit within that envelope.

Now, new risks: Potential class 4 demon. High bets on it being the beholder. While we can clear out the class 3's easily enough with Serena, class 4 means a serious threat we need to add some firepower to.

Threat description:
Class 4: Potentially threaten 10,000,000 human territory. Recommend minimum 15 Grade 3 contracted. Enticement of Grade 4 Contracted authorized. Elimination of food source may be considered.

We only have 5 elites we can bring to bear. Nagoya has 5 to 10 they regularly bring in. And we have the 32 remaining elites in Tokyo. With Serena's help, it's certainly doable, but it'll be messy. Maybe we can hope that Serena's aura will bring it back down to a normal class 3 strength level.

Yeah, possibly viable. Tandem clairvoyant work for better range and certainty.
 
OK, let's assume for now that we get Serena in at Mitakihara's airport. How do we proceed from there, and what do we need to be concerned about?

Prep time

— Set up some quick and dirty tests on the effect of Serena's aura. We at least need some guidelines on how long we can consider the effect 'trivial'.
— Get a ton of tandem charms prepped. Probably lots of basic charms too, for common distribution.
— If we want to get Nagoya on board, discuss our intent with them.


Misc

— It's conceivably possible to win this on our own, but it would be high risk, and diplomatically poor taste. I'm strongly in favor of working with Nagoya on this, despite the diplomatic risks associated with it.
— Get detailed info on how well tandem clairvoyants perform. [35 km tandem vet range; 50 km with Taya; can penetrate non-stealthed miasma; can only view one remote point at a time]


Travel to Tokyo

— We can travel out north of Mt. Fuji, through Kofu's territory of Fujiyoshida. Get a Safe Passage agreement going with them? Do we need the full 2 vet allocation for that? It's somewhat of an emergency issue.
— Alternatively, pass through 15/16. Problem there is that if we come running back (which they'll certainly be concerned about), we can end up leading a bunch of class 3's right into them. I don't think they'd be willing to risk that.
— Second alternative is to use the naval approach.
— Are we doing this alone, or are we coordinating with Nagoya?
— Might be harder to get Nagoya overland passage, given that they have to pass right through the middle of Kofu, while we're only skirting the edges. They can easily travel via boat, and just wait til we reach a point where we can hook up with them (or we can go ahead of them if we take the boat too).


Precautions

— Tandem clairvoyant warning system. Do we want Taya as part of it? Probably.
— Concern: Can we even identify any specific demons while they're inside their miasmas?
— Set up protocols to warn all teleporters immediately if the beholder comes within range.
— Distribute charms, with steady resupply.


Locals

— We need to make contact with as many of the locals as possible, as quickly as possible.
— If they're near morale 0, letting them near Serena is a high risk issue. Resistance to her aura is tied to morale. However they shouldn't be terminally depressed if they're still fighting for their lives, so there should be a modest safety margin when passing through.
— Information dispersal. We need to let them know what's going on, details of what they can get on short notice (charms, cubes, etc).
— We need to get the elites that are present on board to support a potential action against a class 4. Hoping for 20 total elites (Incubators recommend 15 for a class 4), but Serena may make it winnable with far less.
— Evacuation plans. Weaker meguca need to be cleared out, yet at the same time we can't let them form into groups that are likely to attract attention. Wait for evacuation til after the teleporter/clairvoyants have been taken care of.


Strategies

— Select a basic target, and start drawing in the teleporter/clairvoyant class 3's. They're attracted by the fighting, but will end up dropping into the trap of Serena's aura. Kill them as quickly as possible.
— Once the teleporter/clairvoyants are cleared out, it should be safe to work on evacuation protocols for at least the greens.
— What sort of teams are we using?
— How are we integrating with Serena's team? To what degree will our units be fighting, vs covering the area for locals? How much and where is Nagoya's team fighting?


Exit strategy

— What qualifies as a required order to pull out?
— What sort of retreat plan?

Remember that's 15 Elite's in the absence of Legendary support. Serena makes vets count as Elites and weakens the beholder, so we should be able to deal with it fairly easily. It's teleportation is actually going to hurt it a bit here, because it means we can expect it to show up as soon as we field a large force with Serena, so we don't have to worry much about exposure times on our initial strike.

$1000 on welcome package stuff (ie, stock the pantry with food - Mexican staples if possible, Spanish to Japanese dictionary, translate all of our manuals and information into Spanish, some games/books, etc)

$20,000 (max) for one month cellphones for Tokyo girls

$??,??? for expansion of courier service in Tokyo. @inverted_helix can we get a cost estimate? Maybe per a territory size? (Since that is how magical girls think in terms of population size). It cost us originally $10,000 to set up, and Tokyo is about 20x as large as we were then. But expansion ought to be cheaper now that we have experience and a business already setup, and Tokyo is dense enough that a courier business ought to be more effective. Plus we don't have to expand to Tokyo all at once, so... a swag of $50,000 to expand into the core of Yokohama and downtown Tokyo?

Total for Propaganda: $3500 to $5000 depending on how much we want to distribute the Serene Propaganda.

Money to get a house/apartments in Yokohama to act as forward base (won't purchase until after Tokyo is cleared.)
$10,000 to $6,000 up front plus $4,000 to $3,000 a month after that.

So $40,000 to $45,000 before any costs of expanding the courier business, or Serena's housing.

I think we need to be aggressive on the grief cube for money trade this turn, as I get the feeling we won't have this chance again for a long time. Plus while we might need to pay Kyubey some cubes, that will be discounted by the bounties on the demons.

So staring from $130,000 w/ net +$6,000 cash flow.

Just with the defined above that's...

$90,000 left, w/ +$3,000 cash flow

I think we really need to expand the courier business, it's our best hope of getting the cash flow back up.

So now we are (swag estimate) at $40,000 w/ +$3,000 cash flow + future Tokyo Courier business (which will likely take some time to show a major profit).

So if we pick the Getaway House we get negative cash flow of -$7,000 (or -$5,800 if we drop Mami's apartment). So somewhere around 7 months to turn a profit in Tokyo before we go under. Probably do able.

If we get the abandoned village, then we are at -$10,000 (after building a house there), and +$3,000 cash flow. Problem, can we really get the house up there built in time? Probably not in 2 weeks.

Aikya house has a similar problem, can we get the renovation done in two weeks? More likely to be possible than the village. Plus I worry about the danger of other people moving in. Can we rent the other locations, and just not renovate them? How much additional rent would that be?

Right now leaning towards the Getaway House. That's based on instinct, so I'll have to consider some more.

To the stars my friend we are basically creating something similar to MSY so why not have our own Cult of Hope?
This isn't To the Stars. It's based on the same basic premise, but is its own universe. Do not expect everything to work exactly the same.

Speculating about creating a cult about something of which we have no knowledge, based in information from someone we've never even met, using a building that we're several months from buying, much less remodeling, much less worrying about what to do with it, is premature, to say the least.

They aren't really sure how the interdiction field works. They've tried teleporting bombs, they use explosives both mundane and magical in their hunts, without any visible effect. It's not something that's all that safe to study so they don't have a whole lot of data.

Serena makes vets count as Elites and weakens the beholder, so we should be able to deal with it fairly easily
I should mention that Serena's retinue is included in her classification as a Grade 4 Contracted. Individually she's the weakest of the ones that were listed. Also seeing some indications of people thinking of her aura as in addition to high strength, but her aura is what makes her high class, it's not like she's that powerful without it and it's a bonus, her aura is her power.

Hmm I suppose most of the work is done by the professional print service. Though I'm wondering how many people working in those places read the contents of what they're printing. I suppose this should be enough time, most of it is probably going to be taken up trying to turn your research notes into something readable.

Approximately 35 kilometers, 50 with Taya. But this isn't Byakugan level, you don't gain all information on that entire radius, you essentially get an extra 360 degree viewpoint with all other senses including magical at a target location in addition to your normal senses at your body. Increasing power basically increases the strength of the senses. They can change this literal "point of view" to anywhere in the range radius, so they can see through walls simply by moving the viewpoint through the wall, but it's still limited how fast you can view an area.

It is very difficult to view inside a demon's miasma. They can probably manage, if it doesn't have any stealth capabilities.

Keeping total overwatch on such a huge area is pretty much impossible. You're talking an area bigger than your entire territory, and your dispatch crew doesn't even constantly cover that, they just run planned sweeps.



Homura is the only one who knows that and she has not told Kyubey so far.
Which is also why you don't even know there is a Madokami.

Sure, we need to send a bunch of people as support, I just don't think we need Nagoya's Elites to make this work.
