Possibly some money spent to set up a believable testing lab (that is not the magic testing lab)?
Point of fact, you don't have anything that would be considered a laboratory really. You have a few odds and ends, but nothing substantial. More towards handtools really. Your most sophisticated instrument is probably a handheld multimeter. Though I suppose if you go from the sense of anywhere where you experiment being a lab that makes sense, I'm just accustomed to the idea of gleaming stainless steel surfaces and sterile instruments as the idea of laboratory.

We currently have half our grief cubes in the house (under Aiko), 1/4 in Mami's apartment, and 1/4 in Iwata (under Karou).
I recall it being 1/2 at Mami's apartment, 1/3rd at the house, and 1/6th in Iwata actually.

Fair enough, but in that case, why not just change it to round afterwards? After all, doing two 0.55 hunts gets us to 1.1 expected but 2 rounded. It's only the difference between doing it twice in one turn and doing it once per turn.
I'm actually in favor of the decimal system though, just wondering as to your reasoning.
So my determination there was that if I did it in order of rounding collectively I'd be determining demon strength changes for each area off the unrounded figure. This would mean that demon strength changes could differ from what amount of cubes you harvested quite substantially. Particularly on low size areas like the rural.

And it occurs to me that one of the points against going to a decimal system is based on your low level of paperwork your demon strength measuring shouldn't be so precise as that.

Also for this sort of event and discussion about the police it seems like a lot of your efforts hinge on just how much they know to adjust what you're going to do. Contemplating if I should just give you the opportunity to choose to precommit a vet to the having Taura find out what they know action and roll some dice to see if it works and then give you some more information. Since logically speaking you'd probably do that in advance of these other things. I'm not sure I really want to open up that can of worms though.

A note on this. This is a tricky situation I know, and it's tempting for you to say there's no solution besides mass mind wipes. But I'm not trying to put you in some sort of no way out scenario, and if I have that's a mistake. This is because you made some iffy choices and ignored some possible problems and so they are cascading into worse situations. I'm trying to give more complex situations. Haman predicted quite a ways back that you're reaching the point in building up where things get more complicated, and that's what this is.

Omake: Kaoru Training
Omake: Kaoru Training: Creating A Training Regime

Kaoru is nervous, but mostly excited about Mami giving her Elite training this month. Mami had asked her to meet at the old Mitakihara junkyard, and to bring a notebook and pencil. Entering the junkyard, Kaoru sees Mami waving her over, and they go further into the junkyard together.

Mami goes straight to business, "Today will be mostly developing a plan for your training, but I wanted to bring you here so we could try a few things out as we are making plans." As they arrive at a small clearing in the piles of junk, Mami looks around nostalgically. "I did most of my training here when I was developing my muskets," Mami comments.

Mami turns around to face Kaoru, "Now, first of all, we need to talk about powers and list the various elements of your magic."

"Uhh... music?" Kaoru answers Mami's implied question.

"Yes music," Mami agrees, "or more generally sound, but I meant a bit more then that. Take my magic for example, I guess everyone knows my wish." Kaoru nods in agreement as Mami sits on an old refrigerator leaning on it's side. "But it's not just the wording of the wish, it's the thoughts and intents - which is why instead of my wish magic being primarily healing, I got ribbons."

Kaoru's confusion must show on her face because Mami elaborates. "I was focused on the things I still had to do in life, and friends I didn't want to leave behind, so my magic was about 'ties that bind' as Kyubey puts it. Another effect, though I haven't figured out how, is that I use magic at a slower rate then other girls." Kaoru nods again, she and the other girls always knew there was something special about Mami. "I also have some healing ability, though not the same level as Yuma, or even Sayaka." Kaoru is a little surprised by this, she didn't know Mami had healing magic.

Mami brushes one of her locks of hair back over her shoulder. "The reason I'm bringing this up as that we need to identify what your abilities are so we can then build on them." Kaoru nods again. This is starting to feel like class, Kaoru thinks. Kaoru likes this much better then the beatings approach to training. Kaoru finds a broken chair to sit down on. Maybe she should start taking notes?

Mami waits to see if Kaoru has anything to say. Seeing Kaoru stay silent Mami goes on, "As you said, music. Music is the core of your powers. What is music though?" Kaoru raises her eyebrows questioningly. Mami hopes she's doing this right, it's been a long time since she trained Kyouko, and Kaoru is much more quiet and attentive then Kyouko was. Mami reflects that she ought to prefer that, but instead she's feeling a bit unsure as to whether Kaoru is following.

Mami continues her explanation, "Music is caused by sound waves, so it's probable you have some wave manipulation ability." Mami again waits for Kaoru to say something, but again she is just listening attentively, with her notebook open and taking notes. "You might be able to manipulate other waves too, like light waves."

"Or water?" Kaoru interjects. Mami closes her eyes. There's that Sailor Mercury obsession again, Mami thinks.

Opening her eyes, Mami responds, "Possibly, although that won't be generating water, just manipulating it." At Kaoru's crestfallen look, Mami continues "More immediately you might be able to manipulate the air, or create pressure using sound waves." Mami looks at Kaoru appraisingly, "I suspect that's what you are doing when you fire a bolt from your harp."

"Maybe..." Kaoru thinks back on her abilities, "I think you're right."

"Let's find out for sure," Mami says, instructing Kaoru to transform and fire off a bolt at a nearby old car. While Kaoru does this Mami watches and listens intently while holding her Soul Gem out towards Kaoru and sensing the magic around her. Afterwards Mami nods, "I could sense some magic focused on the string you were plucking and then going outward in what felt like waves compressed on top of each other. It's a little similar to how I compressed my ribbons together to make steel for my muskets." Mami opens her own notebook and makes some notes while Kaoru shifts nervously.

"Now try singing," instructs Mami. Kaoru does so, while Mami again listens with her Soul Gem. They go through a few other abilities Kaoru has, like playing a chord on her harp like she does to suppress demons during hunting. Mami talks as she makes notes, "I really do think this is it, I can sense magic coming out from you in waves. It's probably in the sound waves you are making." Karou nods as Mami continues, "When you played that chord the magic moved out in waves and then seemed to settle like a blanket on everything."

Kaoru agrees, "I really could feel something like that, and my magic does seem to move in waves. I can tell, now that I'm paying attention."

Mami nods approvingly, "Good." Mami raises an eyebrow, "Aren't you going to write that down?" Abashed Kaoru hurries to write down her discoveries. Mami decides she could get used to this kind of student. "You'll need to study wave physics. I'll get you some textbooks. Preferably college level. How's your math?" Mami continues to speak as Kaoru takes notes.

Kaoru looks up at Mami's question, "Uh... I used to be really good at math. It was my best subject." Kaoru blushes, "Um, I'm not doing as well as I used to though." Kaoru's eyes shift downward, "Not as much time to study." Her eyes come back up, "Math is still my best subject though."

Mami nods, "Well you'll need to study some more now. I know music uses math too, so it's important for you." Mami looks back down at her notebook, "Now it's obvious that you have a second ability focused around emotions." Mami looks back up at Kaoru, "You weren't just wishing for perfect pitch, you were thinking about changing your father's feelings for you and your mom, right?"

Kauro blushes, "Well... yeah."

Mami thinks while tapping her pencil against her chin. "I'm not really an expert on emotional magic. Kyouko has some skill around that but she never uses it. Doesn't like it." Mami frowns, "I guess I'll see if I can get Taura to come out here for a few hours to look at you. Figure out how that part of your magic works." Mami bends over her notebook to make some more notes. For a few seconds the only sound is the scribbling of two pencils in two notebooks, both Kaoru and Mami bent over their notebooks intently.

Finishing, Mami moves on, "Now that we understand your powers better, let's talk a bit more about what you learned from Sayaka." Kaoru explains that Sayaka can summon these magical platforms that are made from sound that support her weight. Sayaka can also make them give her a short speed boost or jump boost, but Kaoru hasn't gotten that to work yet. She just uses them to be able to get higher above the battlefield when hunting, and avoid being surrounded.

Mami nods again while taking notes, "I'll have to talk to Sayaka and get her out here for a day so we can understand what she's doing better. Since you were able to learn some of her abilities, perhaps we can adapt some more." Mami looks up, "That was good initiative to learn those." Kaoru blushes at the praise, but her face falls at Mami's next words. "Now lets talk about your weaknesses."

Mami continues on, "You're a long range fighter, and can't keep up in a close in fight. I understand, I'm the same way, but my ribbons help me keep enemies out of range. However, I've also learned to use my muskets as clubs to clear close in enemies." Kaoru nods, her face lifting, this wasn't as bad as she'd feared. "You're also just not tough enough, but we'll handle that later." Kaoru's face falls again at this assessment.

Mami begins ticking off fingers, "Now what you need is greater mobility: We'll get Sayaka's help with that. Improving your crowd control: If we could get that to work on non-demons that would be pretty useful. I wonder if it's related to your emotion control?" Mami pauses to write something in her notebook before returning to counting fingers again. "You'll want a close range effect, a clearing move." Mami pauses in her list again and looks at Kaoru, "Let's try that. Imagine a burst of sound around you pushing everything away."

Kaoru tries to force a burst of sound around her, but can't get anything to happen. Mami just listens with her Soul Gem and takes notes. Sweat starts to appear on Kaoru's forehead from the effort and Mami stops her to return to listing things she needs to learn. "We'll keep working on that," Mami assures her. "Another weakness is that you are dependent on your harp for your offense. That's actually one of the advantages of my ribbons over my muskets, I can summon and use them quickly." Mami pauses to think for a few minutes, "Since it's sound based, you should be able to create a bolt of magic using another way to create sound. Maybe your voice?"

At Mami's urging Kaoru begins singing at one of the old junk cars. Kaoru feels like idiot. Trying to direct her voice in a beam at the car is not really working. Nor is summoning a bolt of magic like she does with harp. Growing frustrated Kaoru becomes more and more irritated. She likes the idea of this, but she hates not succeeding. Mami calms her down for a bit, and then directs her to try again, this time specifically targeting the passenger window of the car. After another 30 minutes, when Kaoru is about to give up, a large spiderweb of cracks appear in the window. Excited Kaoru tries to do it again with the drivers side window but can't get it to happen again.

Mami isn't worried about that though. "You did it once, you'll do it again. Now the one other thing I think we could work on would be controlling light waves, but that's probably a long way away. Let's try it for a bit though and see if you can do anything with it." Mami suggests trying to bend light around a towering pile of junk. Mami walks behind it and asks Kaoru to tell her how many fingers she is holding up. Kaoru tries for over an hour, but isn't able to get anything to happen. Nor does she feel any magic in what she's doing. Even Mami showing her how she folds her ribbons into each other when creating her muskets doesn't help. Truthfully it's all Kaoru can do to sense the magic using her Soul Gem.

Mami decides to call an end to that experiment. "Well, maybe we'll come back to that one later." Kaoru just nods gratefully. "We've have some good ideas now." Mami looks up at the sky, "Looks like we have a couple more hours of light, let's have you alternate between the sound burst idea and the voice bolt practice. Say 30 minutes on each before switching?"

Mami crushes Kaoru's hope that the frustrating practice was at an end, but Kaoru just nods, and begins stubbornly practicing at making a burst of sound appear around her. Kaoru can feel something happening with her magic, but it feels blocked, like there's no where for it to go. When she mentions it to Mami, Mami just nods and writes it down in her notebook, motioning Kaoru to do the same. While Kaoru finds the slow process frustrating, she definitely prefers it to the training from hell with Kyouko.

Well there is the first one. I thought it was fun trying to build up exactly how Kaoru's magic works, and how it's related to her wish. I'll have more actual training antics in the future omakes in this series, but I figured the planning came first. I think I'll be able to get the rest done in 2 more omakes. Although this one ended up larger then I expected.

I found myself thinking how different training Kyouko must have been like, so I hope I hinted at that in the story.

On another note, you aren't going to embarrass away the police. Calling about paranoia over being watched will just result them replying that they are keeping an eye out on some suspicious activity and not to worry, they are watching the problem closely. Have a nice day.
 
...this idea for "genius" highschoolers coming up with a groundbreaking improvement for Kevlar is terrible. I cannot overstate this enough. This idea, if implemented, would bring a mountain of attention down on us. From the local reporter wanting to do a fluff piece (I can recall several times a school kid made an important discovery and it became national news, just because it's a feel good story about our youth and educational system.), to our neighborhood mothers (don't underestimate the power of gossip), to businesses who want to buy our process. We wouldn't just be some random schoolgirls. We'd be known. Both in town, and to certain people on a national level. Being known is bad.

My plan isn't to implicate the Yakuza directly. Our target should be someone who should be in jail, but not directly gang affiliated (like I said, the kinda guy the Yakuza wouldn't want to associate with. A real, useless, dirtbag. Not a Yakuza Made Man). Also, my plan has us just random schoolgirls who were picked as a target of opportunity. RL criminals sometimes use the residences of the elderly (particularly if they have poor mobility) as shipping points for things since it's pretty easy to pick it up before they get around to checking their mail. In our case, we were selected because we'd all be at school, making it simple for a jobless punk to just pick up the packages before we got home.

Do they know that they actually have the Kevlar? Or do they just know that the Kevlar was ordered and delivered here? Maybe Mami can arrange for it to look like the Yakuza or someone was using them as a drop off site for the Kevlar instead of them purchasing it themselves?

For a creature that always claims to be logical it's surprising how he expects you to know what he is thinking without telling you anything. Mami clicks her tongue, tch- so like a boy to expect you to read his mind. Well, she'll aks his advice on concealment. It's not like she wants the attention either. Kyubey must have some experience concealing things like the fights between Minako and Akane before. While she's talking with Kyubey Mami might as well find out what else he's upset about.

She must have been paying attention though, because when Mami was starting to explain the rules of the game, Kyouko interrupted her and declared that the name of the game was Get Kaoru! and that the goal was to knock Kaoru unconscious. Girl who succeeds to get a date with Mami (cakes, tea, and movie night). Mami had told Kaoru about the King of the Mountain plan before hand, but this wasn't what she expected. Kaoru shot Mami a mortified and betrayed look before sprinting away with all the rest of the girls hot on her heels.
[X] Mami makes sure to talk to Kyouko and see how she's doing. Stuffing her full of a good breakfast is a good way to get her to let down her guard and talk to her. Mami can't stop herself from giving Kyouko a hug, she is so happy to have her back. She thanks Kyouko for the training she gave the Taya and Kaoru.

Mami knows how much Taura hates using her powers, but really she's one of the most useful power sets on the team and Mami needs every edge. Right now she's got the police asking questions and Mami doesn't know enough. Surely Taura will understand that they need to know what the police are thinking so that they can convince them that there is nothing shady going on. I mean, it's even true! The Serene's have never participated in criminal activities! They just can't tell the police the truth that they need Kevlar to protect against demons. Mami needs to know what they suspect and are planning so as to best prepare a response that will keep them out of trouble.

But Mami knows there is going to be an intense need to know what the surrounding groups are thinking, and they often refuse to talk to us. Take the girls to the south of Mitakihara. Ahuge unknown despite trying to talk to them peaceably twice. They might even be behind the poachers that were hunting in our territory. Even if they aren't it's important to know the neighbors. How many magical girls end up fighting each other needlessly because they wouldn't even trust each other to talk instead? It's not like you want to hurt other girls, the Serene territory is stable and safe. You just want to make sure we aren't going to get attacked, and maybe have some insight on how to persuade them to be friendly instead of hostile.

There is no denying the girls could use someone, and a mind reader would know best how to help them. Although the girls might not like it. Ah... she might not even want to. There are just so many things that a mind reader can do to help. Like policing. Mami is dreading the day when it happens, but at some point there will need to be formal rules and order keeping. Mami can't keep them all as little girls forever. Truthfully they've been lucky that they've had so few conflicts for so long. But how do you make sure to judge justly? A mind reader would know the truth of what happened. Ah... but then Taura would be even more ostracized from the rest of the girls! Poor Taura. She tries so hard, and she's really such a good girl. Taura's such a good girl. She's always worrying about how to use her powers ethically. I'm so lucky! A mind reader could do so much damage and harm if she wanted too. But Taura is always trying to do the right thing instead of the easy thing. I'm so lucky I got a mind reader to join my group. An honest and loyal one that really wants to do what's right. She always so lonely, I know what that's like. Arrhgh! I want to give her a hug. She deserves one... wait a minute, she's trying to run- No! Tie her up in ribbons! Taura is getting a hug today no matter what! Even if I have to tie her up first!

The plans seem to have mostly solidified, although I'd prefer if Kinematics went back to a normal sports day so long as the mounting day is mundane it's not a dealbreaker.
 
Point of fact, you don't have anything that would be considered a laboratory really. You have a few odds and ends, but nothing substantial. More towards handtools really. Your most sophisticated instrument is probably a handheld multimeter. Though I suppose if you go from the sense of anywhere where you experiment being a lab that makes sense, I'm just accustomed to the idea of gleaming stainless steel surfaces and sterile instruments as the idea of laboratory.
The difference between a science lab and an engineering lab. Science lab is clean, organized, lots of safety devices, etc. Engineering lab has tons of crap piled up everywhere, racks of tools, partially assembled devices, etc.

Also for this sort of event and discussion about the police it seems like a lot of your efforts hinge on just how much they know to adjust what you're going to do. Contemplating if I should just give you the opportunity to choose to precommit a vet to the having Taura find out what they know action and roll some dice to see if it works and then give you some more information. Since logically speaking you'd probably do that in advance of these other things. I'm not sure I really want to open up that can of worms though.
Yeah, that's sort of needed. And unfortunately in this kind of situation, we have to make guesses about what they might know and build an entire 'potential' plan around each one. That's really going to bloat things up. Simply doing the investigation this turn so we can submit the single plan next turn means we have an entire additional month of this going on that's going to negatively affect our ability to resolve it.

On another note, you aren't going to embarrass away the police.
Recall that we're in Japan, though, where aversion to public shame is a real thing. I will certainly grant that it's extremely unlikely to be the result, but it's not as impossible as you imply. Mainly it's just to note the possible outcomes of the initial approach, not to give any support to the likelihood of any specific one.
Calling about paranoia over being watched will just result them replying that they are keeping an eye out on some suspicious activity and not to worry, they are watching the problem closely. Have a nice day.
That's what Response B is, which I think is probably the most likely.

I will grant this as a reasonably high possibility, which has its own problems. On the other hand, what we're known for is also an important distinction. A little fluff fame that will be quickly forgotten (an alleged genius kid whose product is never actually realized) is better than being known for potential criminal activity, with increasingly hard looks at what we're doing.

There's also a pretty decent likelihood of it just getting swept under the rug, since this was during a non-public investigation. The police themselves have no reason to make anything public about it. The most likely risk is minor rumors about it eventually finding their way to a reporter that tries to make an actual story over it.

My plan isn't to implicate the Yakuza directly. Our target should be someone who should be in jail, but not directly gang affiliated (like I said, the kinda guy the Yakuza wouldn't want to associate with. A real, useless, dirtbag. Not a Yakuza Made Man). Also, my plan has us just random schoolgirls who were picked as a target of opportunity. RL criminals sometimes use the residences of the elderly (particularly if they have poor mobility) as shipping points for things since it's pretty easy to pick it up before they get around to checking their mail. In our case, we were selected because we'd all be at school, making it simple for a jobless punk to just pick up the packages before we got home.
All that said, your plan is pretty solid as well. However it partially hinges on how much info the police have at this point. If there's any indication that we are actually in possession of the kevlar outfits, the entire plan falls flat.

This is one of those bits where we'd want to consider going one direction or the other based on the info Taura can get on what the police have determined so far.

According to the lawyers on the board the Japanese police should have dropped the investigation once they found out they would need to actually go through the trouble of investigating, because that means there is a small possibility that they won't be able to convict.

So the entire police thing is up to GM fiat.

I was just thinking that it would be kinda nice to do something a little different for everyone for a change. Mechanics-wise it's the same thing, but it's nice to occasionally do something new. Flavor text, if you will.
 
Updated my plan.

Dropped the Open Relations with 11 and 12, since we still have a negative effect with them due to the last month's failed diplomacy roll. Added the Operations Manual creation, although I also have 0.5 vets working on it too, as I think it will take a combination of vets and greens to create a good one. Dropped scouting 14 to put the other 1/2 Kyouko on Area 2. Added rural diplomacy actions against all three rural areas (which costs 3 grief cubes). I'd be happy to maybe consolidate so that I'm not spending as many grief cubes there if that's what others want, but there have not been a lot of comments beyond the three of us with plans, and Arafan.

I recall it being 1/2 at Mami's apartment, 1/3rd at the house, and 1/6th in Iwata actually.

That's right. Okay, that's not quite as bad. Probably want to reduce the amount in Mami's apartment to 1/4 and pick two of the other apartments in Mitakihara with senior vets and put 1/8 in each. Dispersal will protect against all sorts of bad things that could happen to our grief cube supply.

A note on this. This is a tricky situation I know, and it's tempting for you to say there's no solution besides mass mind wipes. But I'm not trying to put you in some sort of no way out scenario, and if I have that's a mistake. This is because you made some iffy choices and ignored some possible problems and so they are cascading into worse situations. I'm trying to give more complex situations. Haman predicted quite a ways back that you're reaching the point in building up where things get more complicated, and that's what this is.

Yes. The problem is that we can't tell the truth. We have to lie to maintain the masquerade. Lies require a lot more information about what they other person knows because otherwise you'll get caught. Specifically we need to know:

1: What are they suspicious about? (Yes, we know the generalities, but we need the specifics- what do they think is going on? They must have a few theories.)

2: How much detail do they have on the house damage? Do they just know we spent a bunch of money on renovations? Do they know some details on the damage done? Can we pass it off as fire damage? Some other type of damage?

3: Do they know we are actually in possession of the Kevlar? Or do they just know it was bought with our card and shipped to our address?

4: Have they pierced any of the other elements of the masquerade? Knowing how many girls we have, and things about grief spirals and hunting, and magic? Are they investigating other things? Our courier business?

5: What plans do they have for surveillance or other actions? Are they getting impatient? Are they planning a raid and search? Are they planning to talk to the girl's parents?

Until we know these things we can't really plan. So if you would be willing to take the cost of 1 Vet (Taura and a stealth magic girl for half the month) and tell us what we learn that would help a lot for us to plan what to do in the second half of the month.

By the way, when I mean Taura and a stealth girl investigating for a month, that's not just wandering around the police stakeout. If that get's us what we need, great, but if not there will be a need to follow them when they report back to their police chief and report. Identifying at the police station who we need to follow to gather additional information. All without being discovered, hence the essential need for a stealth specialist. (Actually, I'm tempted to put 0.5 Kyouko on this as she is an elite stealth specialist.)

This line is kind of amusing to me since Mami is one of the only characters in PMMM whose precise wish is not actually known. (And I kind of have my own thoughts on just how the Incubators interpreted it which have no basis but are neat sounding head-canon.)

This was quite good though.

It's sort of become a running joke in PMMM fanfiction. Whenever Mami's wish comes up, just gloss over it by saying everyone knows what Mami wished for.

Yes, even if the magical Kevlar plan worked it would attract more attention. A different kind of attention, and more easily dealt with, but not the best outcome.

Even if your plan brought the attention of the Yakuza on us, it would still be more easily dealt with then the police. Maybe even more so then the fame of young inventors. While not the optimal outcome, we could attack the Yakuza and probably crush them. They are much more susceptible to a direct action solution then the police.

Actually, a thought occurs that makes this less ideal. It requires that we actually leave the city. Given that we don't have any Safe Passage agreements at the moment, it's probably not a good idea to have a few dozen magical girls trek through foreign territory to get to the nearest touristy mountain trail.

I'll change it back to a normal sports day.
 
I'm good with precommitting the veteran. I'll need to restructure a bit of my plan, but getting that data is crucial.

Make it a small, barely noticeable increase. And make it cost a bit too much. Over the next several months we can slightly decrease the price until it's a barely worthwhile purchase. Oh yeah, and right now it decays over time/in sunlight/whatever. We might get a few local fluff pieces, but if we keep our enhancements to a relatively small amount then we really won't be getting national attention.

Well, if we assume that they've heard us talking about grief cubes, hunting plans, diplomacy with the surrounding areas, how amazing it is that no one here has died in a year, there's just way too much information for it to be covered up. Perhaps "mass mind wipe" isn't quite correct since you could probably make do with whoever has directly looked into us, but I still don't see any way we could build a cover story without it being something easily seen through like "we're all involved in an ultra-complex Augmented Reality Game with a bunch of other girls in the surrounding cities". Which would be kinda hilarious, but still not explain the damage nor the kevlar.

Also, should I start specifying that all purchases are to be done in anonymized bitcoin to a variety of temporary addresses or something?

So my determination there was that if I did it in order of rounding collectively I'd be determining demon strength changes for each area off the unrounded figure. This would mean that demon strength changes could differ from what amount of cubes you harvested quite substantially. Particularly on low size areas like the rural.
So that just forces us to do the opposite, and try to get our rounding as close to 0 as possible.

Both Kinematics and my plan has Mami teaching Kaoru, notgreat has it split between Mami and Kyouko. (So that he can have .5 Mami work as a consular for the girls).

notgreat is spending 7 Vets, 1 Green, $2000, and 6 cubes on research for most of the non-stats research. Kinematics is spending 5 Vets, 1 Green, $1000, and 4 cubes personal enchanting, and duration. My plan spends 3 Vets, 1 Green, and 2 cubes on research for the personal enchanting.

My plan for the police is to have Taura (concealed by a stealth girl) to mind read the police and figure out what they are thinking and what they want. Depending on how much they know, perhaps we can frame the Yakuza for framing us? (See @Diomedon idea) Also asking Kyubey for advice. Might as well learn what he objects to so we can placate him and not have him as an enemy.

Kinematics has 1 vet assigned to the police, but no specifics.

notgreat has adopted the plan of investigating the police to see what they know.

I have a Magic Sports Day with a Trip to the Mountains (more secluded so we can use magic) that I am using for both the morale boost and to help with Kaoru's training. This costs 1.5 Vets, 0.5 Greens, and 1 grief cube. Kinematics and notgreat both have the mundane sports day at the cost of 1 Vet.

Both notgreat and Kinematics have 0.5 Green working on creating an operations manual. I have 0.5 Green and 0.5 Vets working on the operating manual.

notgreat has 1.5 Kyouko and 1 Taya assigned to both scouting area 1 and anti poaching. Not sure how that works, but maybe he means something like Kinematics plane which has 0.5 Kyouko and 0.5 Taya on anti-poaching patrol with 0.5 Kyouko and 0.5 Taya scouting both area 1 and 9.

My plan has 1 Kyouko and 1 Taya full time on anti-poaching patrol.

I had a more detailed plan for a team scouting area 1, but considering the changes to the costs and mechanics of scouting and diplomacy I decided to abandon that and just use the standard 0.5 meguca to scout area 1 again. (Although still using Kyouko so we got the stealth Elite on the job instead of just any vet).

notgreat is scouting area's 9 and 10 with 0.5 Vets each. My plan scouts Area 2 with 0.5 Elite (Kyouko). As mentioned, Kinematics has 0.5 Kyouko and 0.5 Taya scouting both area 1 and 9.

On diplomacy we are all over the map. notgreat has 2 vets on rural diplomacy for areas 3 and 4. Kinematics has rural diplomacy on areas 3, 4, and 5 by paying Kyubey 2 grief cubes to help facilitate 3 and 4 (cost 2 vets, 2 grief cubes). My plan has rural diplomacy on area 3, 4, and 5 w/ Kyubey bribes; (cost of 1.5 vet and 3 grief cubes).

My plan also has Open Relations (the new starting diplomacy action) for the Area 9 girls. Cost 1 Vets.

Kinematics also has 1 Kyouko left that is unassigned.

I have my usual fluff about meetings, and a bit of fluff focused on making Taura our espionage specialist.

I doubt a trip into the mountains, which will have maybe one local magical girl, will cause any problems for a group of 46 magical girls. More likely would be the local magical girl either hiding in fear, or approaching us to ask if she can join. Notice that we have mountains adjoining Mitakihara - including several touristy mountain trails. There's no need to travel through another large urban area.

Scout area 14. Or split her up to scout area 2 and the area directly to the east of Kyouko's.

@inverted_helix That reminds me, we need the rest of Kasimono added to our map of adjoining territories. Is it a large area or a small one?

I had a couple other options for this line of plot (threat to masquerade through your actions), but this seemed simplest. I acknowledge that its relation to real world police is not good. However the thing it comes down to is there's a lot you have to gloss over for the sake of making a good quest. Plus I'm basing it more off my knowledge of American life than Japanese.

There's a lot to this quest that doesn't match up all that well (the labor costs are very fudged for instance), but I like to think I'm doing a pretty good job of making it lean more towards proper simulation compared to most dynasty quests. I mean if you take a look at your standard CKII dynasty quest these days the arbitrary action slot limits make no sense at all to even cursory thinking.

Another consideration in dynasty quests is by their nature of being turn based events have to be stretched out over a longer period than they should actually take just to give players the opportunity to react. It's a defect in the medium but one we just all kind of collectively ignore.

@inverted_helix That reminds me, we need the rest of Kasimono added to our map of adjoining territories. Is it a large area or a small one?
Yeah I've fallen behind on map updates, I'll make a new map today. There will be a few new territories around Kyouko's and area 7.

Actually, I checked your math, and our jobs are getting almost exactly PPP (Purchasing power parity) minimum wage in japan.
According to wikipedia, hourly PPP in US dollars is $5.97*40hr/wk*4wk/month=$955.2/month. Add in a bit more because months are a bit longer than 4 weeks and it's just about perfect.

Our translator should really be getting 2x at least, but I understand game balance is a thing. Still, your calculation assumed 20hr/wk instead of 40hr/wk like you just said everyone else had.

But yeah, you've been doing a great job so far. Any differences from reality can be played off as the simple fact that this is the near-future and, well, history isn't quite the same thanks to the magical girls being everywhere.

It's the trip I'm worried about, not the destination. We may be adjoining a somewhat mountainous area, but that doesn't guarantee it as an actual touristy mountain trail area (do we have any confirmation on that?). Though even if there is, several dozen magical girls tromping through her neck of the woods before we've made contact may not be the most welcomed move. Once we've actually made contact with, and potentially recruited, them, I could see it as easier to manage.
 
According to Google Maps there is in fact a mountain shrine that is a semi-famous tourist attraction up in the mountains just north of area 7.

EDIT: Actually it seems my memory was a bit off. There are mountains listed as touristy sites though. (Just open the Explore thing at the bottom of Goggle Maps.) Mt. Ryouso is in territory 3 or 4, and there are more locations north of area 5. Haven't found the mountain shrine yet, but I'm sure there was one around there somewhere.

@inverted_helix I have a question on the .66 strength multiplier on Rotating Tactics. Does it apply to demon strength growth, or demon strength change? Like, if we use it during an underhunt, will the demons get weaker slower?

Edit: We still shouldn't just tramp through her territory like that, set's bad precedents.
