I'd rather avoid meeting new people so soon. We need some time without having to look over our shoulders.

There are consequences for doing this either way.
Do bear in mind though, that consequences does not automatically mean bad consequences.

I will never 'punish' the players for doing anything.
If you decide to suddenly grab your sister and torch the Clocktower while running, you can.
What happens after that will be the consequences of attacking a major continental power, not punishment.

I have a personal preference towards one path, but I won't stop you from going another.

Do you think we should ask privately about the aforementioned "incidents"? While I don't doubt just how serious they're taking this after whatever the heck happened I'd still like to know just went down with those former teachers and children. I'm tiny bit concerned.

I wrote Samantha's answers from the perspective of her answering Cerys questions.
She is thinking 'I really don't want to put this person into a school while she still has questionable mental stability'
She just extended the thought to Una at the same time, since they have a much shakier view on her mental health.

If Cerys was say... Morgan, she would have also included the possibility of public schooling, since they know she won't get triggered by something and go fucking nuts.
Also, they need her close at hand for any emergencies, she is their Nuclear Option. It would be a shitshow if they needed her now and she was at school

Try and think from the perspective of the characters rather than a perfect overview.
 
I am not actually disagreeing with you, just saying.

In fact, I think maybe having a private education like this would be enough for Cerys overall... and a good start for Una.
Maybe send Una to school with the next school year starting, when we had some time to get used to actually being safe.
