i think you should start writing, cause given that this isn't a vote on something that could end up killing us, it has less priority in the minds of the voters, thus they feel less of an inclination to think up their own plan and just stick with what's been working so far AKA naron's votes.
I really hope Cerys doesn't do the shout transformation, it's a waste of time and silly especially in the beginning of combat when better things can be done. Gaia's just trying to force it.

With Magic it could be. We could work on adding a hypnotic effect to our transformation so that the talking is part of the combat. If Gaia is interested in us saying the worlds we might find progress in that direction surprisingly easy.
Also yelling the phase acts as a cease and desist order. As our reputation grows those hearing know that it means that a very scary magic girl is about to end them if they don't surrender right now.
I WANT to shout a transformation phrase, jeez, what's the point of being a Magical Girl/Poweranger/Kamen rider/henshin hero/ect if you don't use your transformation phrase?!
Honestly, I don't care if she shout it once in a while even though it's more embarassing than anything else since it's not a Thing (yet).
As long as she doesn't shout it right before a fight. We've been training to diminish the time needed to summon our armor for a reason, it would be very stupid of her to ignore this reason.

Personally, as a new-ish player who has read the threadmarks but not the discussion, I have no idea how to approach a vote like this. If you want more participation, may I recommend specifying a structure for the vote, instead of just leaving the entirety of the plan open for the reader to figure out?

This Quest is pretty open to choice for what to do.
You could ignore all of the options there and just go back to bed, or you could spend all day at the Gym.
The choices are just there to remind you what there is to do. For instance, there is also a research lab and armoury on base, I should probably have included that so that people could wander over and have a better look.
It's so open because you have the entire day, there are no set 'this takes this long'.
If you only vote to do one thing, that thing will take as long as it can at max, before I'll end the chapter.
If you vote to do lots, then I'll fit as much as I can in, so long as it doesn't exceed the length of a day.
That is only one of the proposed solutions. A stunning voice would also work. Combined with an explosive transform it could have the effect of a flash bang.
I kind of like the idea that Cerys has enough childishness left to want to do the magical girl callout thing, but is so used to being "adult" for una that she won't do it unless she can make it actually practical. hence working way too hard on making it practical and insisting to all who ask that shut up it's just an opening tactic nothing else.

Think about it this way. Lets say that I've read the update, and now want to put a vote together. I only vaguely know what the options are and how long each of them take, and I'd need to put that together into something resembling a full day's schedule. That is a lot of work, and doesn't sound appealing at all - so instead of putting out a plan I said shrugged and closed the tab. TO some extent that is fine, but I expect that a non-insubstantial fraction of your reader-base are doing the same thing, which is why you are getting a vote with all of one option on the table.
I am of the opinion that if you added a modicum of structure to the plan vote, you would see more activity; I say this as someone who was interested in participating but was put off by the lack of structure. That is all.

I would say as a counterpoint that putting every single option with set time limits and specific limitations and having to plan our every minute of a hyper accurate schedule is boring as fuck and would kill this quest faster than you can say 'non-preventable main character death'.
I would further postulate that refusing to vote purely because no such set schedule and timing mechanic exists even though it would arguably be just as much if not more work to make up a vote conforming to a specific schedule plan such as you are suggesting. Is more a product of petulance that this quest is not conforming to your expectations and/or laziness born of bias on your part.
I like things as they are, and I think you're being rude and manipulative.
