From perspective of the Children he is a threat, but he is nothing new as Robb also was a tyrant and they are beginning to see it. Napoleon while potential threat and not zealous supporter of the republic is still necessary evil in their eyes because he is the one that stands between them and hordes of reactionary armies. Plus playing nice and legal can pay of now that elected officials actually have some authority and support in the heighest levels of the court .

In his attempt to weaken Napoleon and cut of head of the snake Rob just made all Republican forces flock to their Empress , the pillar of the democracy and republic in France making Therese even more politically powerful.
He leaves much of the day-to-day governance to the Elected Legislative and the Senate. (Unknown Effect.)
I suppose that means that he will leave most of internal affairs to the Legislative branch and Senate while he focuses on true thing that brought him glory , military . And also forgein politics.
Ironically with this, by listening to his wife he truly did made himself into protector of the Revolution. He brought in much needed stability while still holding to principles of republic. Plus velvet hand makes it so that he isn't solely responsible for the France in case of bad times which lessens the need for Forgein adventurism to appease the base at home.
