Funnily enough, in this Quest, I agree. In my Opinion, German Unification in the long term is inevitable. Trying to stop it will only make the German People hate France in the end and cause them to fight them. So, instead, let's make sure Germany unites on OUR Terms some time in the Future...and preferably with the Germans seeing France as their greatest Friend and Benefactor.
A long shot? Probably. But weirder things have happened in this Quest.
I disagree, regional identities could certainly continue to take precedence. It'd probably require some finicky diplomacy, or just not dismantling the HRE, but it's honestly not that unlikely. That's besides the fact that a united Germany would be more powerful than france, things like benefactor, friend and such won't save us from the nationalist frenzy.

I agree, better settle multiple Sister Republic and have them under France.
 
The Problem is that we WILL spread Ideas of Nationalism, Revolution and Unity to Germany just by doing our thing. That's not something we can just stop. Ideas travel and take root. It was that way in OTL and it will be that way here. The Idea of German Unity WILL come up and ultimately never go away.
So unless we want to regularily beat down Unification Attempts by brute force, which is a bad strategy that NEVER works in the long term, the Idea of actually keeping Germany seperate is ultimately futile.

Then again, such a development would take place only way after 1821, which is the end date for this Quest, so it's probably not worth worrying too much about right now.
 
National identity is not inevitable, and can be stamped out. What is needed is to incentivise local power holders to not band together to oppose us, but to oppose each other. Most of all, we need to create a profitable and peaceful status quo that they don't want to upset.
 
I'm not going to take sides on this regionalism nationalism ideas that may occur in Germany, but I shall say this.

Unless you actively consolidate the German states (or you force Austria and Prussia to… get radical in their attempts to beat you)

A United Germany will not come in the timeframe of this quest.
 
France would want Catholic Germans united as a trade partner and ally. The Balkan bits and Protestant Germans not so much. Trade as long as they aren't a threat? The Confederation of the Rhine was unification, but not of all German speaking states. Not even all majority protestant German states. A subsection of a manageable size split off from Prussian influence.

You took a moment to realize the words to your husband, before you looked down at the floor, then to the window. "It would be easy."

Napoleon raised an eyebrow. "Easy?" You had once again, caught him off guard. He was expecting something. And you would give him something… More.

"I will not claim that strength is not important, but to a ruler, a sense of restraint must be just as important as strength. You hold the heart of France, of the revolution itself within your hands." You started.

The ego-boosting comment made Napoleon sit forward. "And I will do everything to-"

You interrupted him, raising a hand. "May I finish dear husband?" It was a statement, rather than a question. And Napoleon frowned, allowing you to continue.

"We both took up that task when we drove Robespierre out of Paris, out of the reins of power. And I understand, the instinct to tighten your grasp on it, to keep it from slipping away and shattering upon the world. But that is just it; you hold the heart, Napoleon." You stood up and pointed in the direction of the city, of the home that was waiting for you, with the people of France watching, perhaps unknowingly.


"To squeeze too tightly, to exert too much strength upon it, will cause it to cease beating, become cold and dead. These 'Children', are driven to act by fear, they are hidden by fear. Fear that you will keep squeezing, tightening your grasp." You paused.

Napoleon did not look towards you, looking out the window, before he stood up and stood next to you. "These terrible things are neececery for a state's survival, the continued survival of the revolution."

He was hiding behind his duty… to the state, to France, to you? He needed to see that little bit that you had seen. Of the ordinary, and the mundane. Not everything was a grand political adventure. It could just be as simple as being together.

As simple as listening. "I know you to be better than that, but to those who see only the Emperor when they look upon you, when they hear of your decrees overriding the Senate, when all they see is how tightly you have grasped power, no matter how good the cause... it frightens them, and it frightens the people who hide them from our sight."

"Should it be a horrible thing for a man to be a frightening force, to maintain stability, to show he is not weak when his family is threatened." Napoleon raised his voice, making sure that you were hearing his… valid concerns. "They tried to murder our children. You think I will stand by and allow them to draw breath?"

"There is no good solution here, my love. To squeeze tighter will only mean they think their fears are vindicated. We must find them, yes, for they have already descended beyond all bounds of decency with this act, but the people, undecided and on the precipice, must be given the chance to overcome their fear. We must have faith they will succeed."

Napoleon frowned, before chuckling. "You always have a way to strike at me with words."

"I would be a poor wife if such moments never happened." You said with a smile.

And you stood by each other… taking in the moments that were quiet.

Jean-Baptiste Carrier looked at the numerous letters that had been smuggled into France from his… former ally and benefactor, Robespierre. It was a series of letters that had criticized his actions as of late. Actions that had demanded that he take a more drastic stance, and storm the Tuileries Palace with an armed mob.

But he had a letter… to write and send.

"That fool believes that only violence can solve the great problems, to cut off the snake that had… grown and become a hydra." He muttered to himself. "And it is not the Emperor that is the truest threat to the Revolution."

"I believed in you sir, but you have become a cowardly snake who has slithered away from a good death to be a martyr for the Revolution we still are prepared to die for. We have survived because of our wits, not from taking actions that will destroy the Republic!"

"If we wish to win, we must win control of the Empress. The same one you have cut off, and proclaimed as nothing more than a traitor to everything she stood for."

"I bid you a fair well sir, if such a thing could be considered."

"We will not be manipulated into acts of violence for a man who has lost control and became the very tyrant we wish to destroy on this earth. I'd rather a Napoleon lead our revolution than a Robespierre At least one can be reasoned with. And be reasonable."

National Spirit Gained for France: Children of the Revolution: A Public… radical group that seeks to restore many of the democratic institutions. They are widely considered a terrorist group, but despite one attack on the Emperor and his family, they have been more focused on peaceful activities. (Unknown Effect. Thanks to unknown Actions, they have begun practicing a more… peaceful form of protest to the Emperor, and his autocratic power grabs.)

Robespierre has lost all domestic means of starting a violent revolution in France.

Anyways, that's quite the thing. With that the last possible negative influence in France, relatively speaking, seems to have been curtailed.
 
Or until Britain decides to restart the war in order to have another go at putting the upstart French in their place and becoming the sole hegemon of Europe, as it should be in the mind of the British.

At least we don't have to worry about Napoleon starting wars at least. for now anyway.
 
Do like Bismarck did with France : arrange to be on the receiving end of convenient declarations of war. Which is also how Rome also liked to portray its wars.
