The Rumor Mill Q2 (Peace In Europe):

The Treaty of Paris that has been signed by diplomats of the conference, was a treaty that sought to humiliate, disarm, and feed France, to stop its people from rioting for food.

All the great Powers of Europe, save Russia, were given terms that should stop any war from ever happening again.

Or at least a few years.

Peace in our times?

Or at least in Europe, has descended.

To say that the French victories have greatly revitalized the French people and their ability to continue into the future is a gross understatement.

Following the Treaty of Paris (1796), many in the French Republic breathed a sigh of relief that the war was over, and the years of constant fighting would come to an end.

This has led to a calming affair amongst the people of France. With fresh food on the way from the defeated enemies, along with many thousands of pounds of silver, gold, and other treasures from the defeated nations that had sent armies against them.

There seems to be nothing that can stop the Great Nation of France from Seizing her destiny.

Foreign Minister Talleyrand held all the cards to create a peace that would remind Europe that France was still the most dominant force in all of Europe.

And that their oath-breaking and truce breaking would make any future disruption of peace, an enemy to peace, and Europe themselves.

Many Demands made by Napoleon and Talleyrand that would have seemed ludicrous before the Army's sudden surge of victories and the enemies collapse and retreat to their territories.

Reward: The French State is victorious against her enemies, and now, can focus on so much more than fighting for survival.

The Balance of Power in Europe has shifted towards a French Dominion.

The other European powers are too exhausted, out of cash-paying reparations, or broken to try and contest France's Influence.

Except for the British, but they have their own problems to deal with.

Napoleon Bonaparte has cemented himself as the Savior of France, and the great hero of the Batavian Republic, for his brilliant campaigns, with the French People cheering for him in the Streets whenever he marched with his forces through their homes, and many of the men who had fought alongside him were Praised as well.

Even now, paintings and articles and stories created by his men and his propagandists spread all throughout France, and many think that such a hero leading the nation will be a welcome change to the last few years and the chaos of the Storm of Revolution that preceded it.

Reward: Napoleon has become the undisputed hero of France, and if he wished, he could rip away any of the Revolution's gains and it would be met with applause and cheers from the French People.

Not that he would do that. Yet.

Prussia:16

The Peace Terms that the Prussians have received were exactly what they deserved, and no more harmful than what the Minister wanted.

  1. The Prussian State shall release all French Prisoners of war captured during the war, with full security to the French Border or to French forces beyond. They shall be supplied with food, carriages and medicine if they are wounded, and the Officers shall be given one horse for them to ride.
  2. The Prussian State shall pay reparations of ten million silver, for the pain and suffering to the French people, and an additional Five million to the Batavian Republic for their occupation over the course of five years.
  3. The Prussian State will provide 5000 tons of coal from it's mines to the French State.
  4. The Prussian State will deliver 10,000 covered wagons of food to the French State, including bread, Meat and Beer for the next year.
  5. The Prussian Army will surrender 100 cannon and 50,000 Muskets, along with 5,000 horses to the French Army.
  6. All Prussian Forces shall return to the Prussian Territory by August 12th, 1796.
  7. All hostilities between France and Prussia will cease on August 1st, 1796.

Austria:5

Minister Talleyrand had wished for a more balanced treaty for the Empire.

Napoleon and the French People wanted punishment for those who broke their oaths, and agreements signed in the blood of the French army.

  1. The Austrian Forces shall leave the Italian and French Territory back to the Empire.
  2. All French and Italian Prisoners of War shall be returned and repatriated, with full security to the French Border or to French forces beyond. They shall be supplied with food, carriages and medicine if they are wounded, and the Officers shall be given one horse for them to ride.
  3. The Austrian Empire shall pay reparations of twenty million silver, for the pain and suffering to the French people, and an additional Ten million to the Batavian Republic for their occupation over the course of five years.

Britain did not make the mistake of surrendering to French Demands… at least all of the French demands.

With so many men in Spain, trying to start some semblance of order in the chaotic peninsula, They realized that, to keep those men from getting killed, both by French forces, and their allies in Spain.

They would make peace, and try to secure whatever foothold in Spain they can.

Terms:

  1. The British Empire shall pay reparations of 2 million silver. Over the next three years.
  2. All French shipping shall be respected by British naval vessels.
  3. All French ships captured by the Royal navy will be returned, in good order, and their crews repatriated.
  4. French islands in the Caribbean will be returned, and any enslaved Freemen will be freed, along with their families.
  5. All British Forces not in Spain shall return to British territory by August 12th, 1796.
  6. All hostilities between France and Britain will cease on August 1st, 1796.
  7. British Forces in Spain shall continue to operate there on a humanitarian basis, to protect the Territory fifty miles from the coast of their landing zone, to Leon.

Russia:84

Russia walks away with Status Quo, Ante Bellum.

They have done nothing to warrant the Wrath of the French, save for being slow on the March.

There is no news from the Americans other than there has been a successful defense of Baltimore from British naval vessels.

There were also reports that an American Expedition led by an American officer, William Eaton has escaped slavery in Tunisia, and, with the help of some Berber tribesmen. Five hundred French, American, and even Spanish escapees are now marching across the Moroccan coastal desert, towards Spain.

New Spain: 50.

There is no news of New Spain.

Save for the fact British ships have stopped trying to fight them… and there is an uneasy peace.

Spain continues to collapse. Don Carlos has fled Madrid with twenty-five retainers, as the city falls to an anarchic mob, who have set fire to the city.

Reports from the City are Grim, as the city did not have the blaze contained… burning much of it down.

Near Salamanca, Spanish Forces of the Lost Division have taken positions in the city, and began shooting anyone who comes near the city, before making raids to other warlords and nobles who have stayed behind, leaving a trail of bodies in their wake.

In Barcelona, the Republican governors have protested to French forces providing a garrison, calling them foreign occupiers, and wish for them to leave the nation to patch itself together on it's own merits, rather than that of Bonaparte's conquests.

Reward: Spain begins to unravel even more, as the people are continually factionalizing and fragmenting, with regionalism and ideologies trying to battle for supremacy.

If Spain gets one more Crit fail, the situation will become untenable, and the Idea of a Spanish Nation will be lost to history.

Wait the people in Spain that are being saved by our French soldiers are complaining that we are helping keeping things peaceful but the British don't get anything bad when they do it? Yeah we aren't leaving if the British aren't.
 
Austria may be simplistic n danger of collapse. Last turn's rumor mill after Genoa said another big defeat would see internal factions moving to overthrow the emperor. Then Marengo (and Nappy and Brian tag-team) happened. Prussia had it bad, but they didn't lose as hard and their treaty was less humiliating than Austria's. Between the Army of Italy and Army of Naples, Davout and Massena are the only generals unwounded, Kleber is gone, Lannes is still wounded (or has he made a recovery yet?), Dumas and Chamans are still okay, St Cyr is out of commission but Jourdan is operation but rebuilding on the Rhine. Nappy and Brian are still up, Kellerman and Macdonald are running the National Guard, and whoever is running the shit show in the Army of Spain has yet to lose their marbles.

Spain will need an investment of forces. Not sure if it should come from the Army of France of the Army of the East (I Corps will need rebuilding and a new commander), Davout or Massena could go, but they're down four generals between them (though II Corps could redeploy if the Guard Corps and Cavalry Reserve rotate back for R&R as their commanders heal up). Massena is still the governor of Italy, not a re what's going to happen with the former Papal States and Naples and Sicily. The Batavian Republic will need a substantial garrison, especially since they got rolled so hard at the start of the War of the Second Coalition. As for other force commitments; now that we're not fighting the RN again, military adventures in the Med are on the table again. Do we want to commit a force against the Barbary pirates and try to rescue the escapees? Is Egypt back on the table (please no)? Do we want to commit a force to try and salvage our interests in India, or make inroads into China and SE Asia? The Caribbean was was split between Haitian conquests of the Spanish Caribbean and British colonies like Jamaica and the Bahamas. There's likely to be tensions in the region between Haitian holdings, New Spanish revanchism, American expansion interests and the British trying to hold onto their colonies after their local fleet was all but destroyed during the war.
 
Theoretically, we could instead do everything in our power to quietly push Spain into that final collapse. Ensure there is no Spanish nation there. And thus no real threat in the future. Intervention seems to turn bad no matter who does it so, yeah. Hell, we could just let it sit and do nothing, britan might do all that for us, really.
 
Well, seems like things are stable in France (at least, for the moment), which means that if Robespierre does pull something and come into power again, he won't be able to do it in France. And if he does it in a foreign country... well, it just makes it easier for us to strike at his reputation.

After all, no true French Hero of the Revolution would fight the regime that saved France from the Second Coalition... unless they are mad, power hungry, do not care about France or are agents of foreign powers.

The only problem with that is with constant instability and the future rise of nationalism, there is the threat of Basque and Catalonian nationalists (populations of which live in France along the Biscay/Med coast, respectively) causing cross-border problems in the future. Aside from that, constant fighting and conflict would see a constant stream of refugees and raiding spill over the border. An example would be the cross-border raiding during the Mexican Civil War in the 1910s.

I know Talleyrand is a statu quo ante and balance of power man, who is thinking about not getting future foes but it seems to little, even for him. At least recent Prussian and AUstrian territory gains should have been reversed and unruly lands given freedom. Unless he is banking on Prussia and Austria influance collapsing and other German/italian territories falling naturally in the French sphere of influance?

But that would allow future British influence on the Continent
 
so did we do the doctrine for Men going out of the army?Because We just won and after the spanish situation is dealt with I think our army is going to shrink. and Having the infrastructure for that set up before it happens would be really nice.

They got told to leave Italian Land. Venice is absolutely Italian Land.

As for the Rhine...we have enough issues on hand as is. We really cant afford to both integrate the rhineland and patch the domestic problems at the same time.

And making sister republics right now would destablize them even worse. Remember: Spain is approaching total death as a nation. Its almost a question of when, not if, Spanish National Indenty dies.
