I believe Brother, Brian until now had shown no wish to rule/lead , though he is excellent aid.

Also it's really unlikely for Brian to accept, he probably has more work in France than in Spain (remember, you said he has some redeeming to do after Robs fiasco ), going to Spain is out of character for him at this point as it puts him out of the French halls of power so to say and is in a way running away from responsibility.

Napoleon should know these things.

I mean didn't the Spanish Royal Family jump ship to South America?

I am pretty sure Napoleon could install his brother and that would be fine since the Spanish Royal Family basically abandoned their people.

Yeah, this is a VERY different Situation then in OTL in Spain. If we play our Cards right, we can present ourselves as the Saviours of the Spanish People from the uncaring and cowardly Bourbons who ruled them until they left them behind without a second thought.
Hopefully, that way we can avoid the utter Nightmare that was the Peninsular War in OTL...

Well, technically they left because there was no one, and I mean no one,is getting in the way of the French Army. The guerrillas that could possibly put a thorn in their side and bleed the army to death just do not have the manpower, weapons, organization or experience to wage a brutal counter-invasion and campaign against the French Army.

THe fact they also were straight-up abandoned really does wonders for the morale of the Spanish citizenry... who are basically left to fend for themselves.

But hey, they have all their colonies under control right now... so there is that. They can always pull a portugal.
Hopefully, that way we can avoid the utter Nightmare that was the Peninsular War in OTL...
INB4 we help write the book on counter-insurgency tactics in the 1800's
 
I agree and I want Peninsular Spain under our control in French sphere of influence.

After this war my idea is to try and form European congress with Russia and Prussia as our allies .
Basically this is idea

We get French imperial territories with Spain, Italian states , Denmark,Switzerland and Portugal down the line as our Sphere of influence.

Austria gets kicked out from HRE and is forced to pay reparations (as an example to everyone what happens when one does break a treaty with us), Prussia is left as sole power in HRE, but still needs to pay some reparations (small price for dominating Germany and we need money to kickstart economy) and must sign alliance with us, also accept our deal with Russia . Russia is left off lightly with white peace, we can discuss alliance and partition of Ottoman empire (Balkans to Russia, Egypt/North Africa to us ).

All powers , minus Brittain are called to form Congress of Europe , Great Powers will agree to respect each other's territorial integrity and will not change borders without approval of other great powers. New version of Holy alliance is Formed between France, Prussia and Russia.

My idea is to secure peace across Europe and isolate Brittain and we can't do that if we are alone against other great powers. Giving leadership of what's left of HRE to Prussia secures us their support as they will be Unwilling to ally with Austria to form new coalition if it means losing their new found influence. And Russia will be the same with Balkans , plus with stronger Prussia at their borders they will be careful on their potential alliance with Austria as well as that endangers them at their western border/Balkan sphere of Influence.

Austria is allowed in congress in order to give them some influence and remainder what they have to lose if they cross us once more .

Unless we kill all their troops and capture every single member of the Hapsburg family... Austria will never willingly leave the HRE.

Impossible. Not unless the British field army is destroyed.

Britain is too much of an important power player in the whole world to just be ignored for a so-called congress of Europe and none of the other Great Powers would agree to it without GB being there to see their terms backed by British cannon, not unless you find something so damming that would basically destroy Britian's reputation as the Global hegimon.

Like say... Them planning on basically destroying all the navies in Europe to be the sole Naval power on the Planet.

We have time, we don't need to achieve it all at once and Brittain has time to mess up as well.

Well the thing is about Napoleon, right now at least, is that he made a very secular decision involving his politics, when he married us in a civil marriage.

That kind of statement, to a god fearing nation like Spain, is setting a very... dangerous precident to them, because Frankly

December 15th, 1795​

You were greeted at the large room of the Tuileries palace that Napoleon had granted access to the Army's Staff, so that they may work with a large enough space, for maps, their staff, and their aides. General Marmont stood beside you as he sighed. "Why am I here?"

You frowned. "You are my aide, you have the right to be here."

"That is not the question I asked," Marmot replied. "I mean why am I here, you granted me leave for the rest of the week."

"I needed someone I am comfortable with by my side." You stated.

"Then you must have lost some faith in this old man." The familiar grandfatherly voice of Franquos Kellerman came through the room and you turned to see the aging, but still active administrator of the French Army among a plethora of Junior Officers who were acting as members of his staff. "Or just didn't know he was here?"

The old man made you smile, and while he still looked impeccable in a clean, well-tailored uniform than the memory of the mud-stained torn, and broken uniform from before. He looked… Well, happy would be the wrong word to describe him. He was content. Yet even now, you could see his missing fingers on his left hand, a reminder of bravery… and a mark of his age. "It's good to see you again, General?"

Kellerman nodded. "Of course Therese." He was very informal. "Or would you prefer Empress?"

"To be honest, I'm still trying to wrap my head around all that still." You replied. "What is your posting here, I know it's an administrative role but what, I don't know?"

"Well, the Emperor has… seen fit to grant me a new command. I am now the Inspector General of the Infantry of the French Army. Much to my… disappointment." He replied.

You raised an eyebrow. "Disappointment?"

"I'm old Thérèse." He replied with a small smile. "I just want to live out the rest of my career without worrying about tens of thousands of men dying. And I feel like I am ill-suited for… innovation within this army. I am… more set in my ways, unfortunately."

"I think you still have an experience that most men would wisely listen to." You replied with a simple nod. "And I believe that that experience could lead to something great."

Kellerman nodded before giving a small smile. "You warm this old man's heart with your faith in it."

"And you warm this young woman's heart by continuing to have faith in me, even after all this time." You replied.

"Touching as the reunion is." Kellerman started. "We have work to do." Kellerman then pointed to the two senior officers that were at the table, watching the scene. "Generals Lefervbe and General Bessières."

Lefervbe you had read a dispatch of his heroics during the Battle on the Rhine. He seemed to be a perfect choice for reorganizing the Cavalry… whose name was not Murat.

But what in the world made… Bessières a member of this… inspector General Staff?

"General Bessières was pardoned for his actions when he surrendered Paris to the Emperor," Kellerman replied. "Though his request for a field command has been… denied, and he has been made the Acting Inspector General of Artillery until the Emperor returns." Kellerman replied.

"I trust he will serve well?"

"He is loyal to The Emperor, and to France. He also views this as a punishment for his crimes." Kellerman replied.

"I trust that the Empress knows of her station?" General Lefervbe asked as you took a seat.

"I have been wounded for the last several months, General," you replied. "And my official duties were… dealt with by my aides." You turned towards Marmont. "And he is quite capable.

"Emperor Napoleon has… a desire to reform the Army of France, into a more modern fighting force. With your skills with organizing the Army of the Orient into a new system of organization… He felt you were the perfect choice to be the… Inspector General of the Entire French Army."

Oh… OH!

"You may propose or look over any ideas that the Inspectors come up with, and we will conduct several reports to see their effectiveness. If you find them to your liking, we will integrate them into the Armies doctrine." Kellerman replied.

This… was a lot of power.

Power to shape a nation for the future.

To Build a Grand Army.

Reward:

You are the Inspector General of all of the French Army. When you are not in a field command, you will be given a series of options by the Other Inspector Generals of the Army, of the Cavalry, the Infantry, and the Artillery.

When in a field command, outside of friendly territory, the Actions will be suspended, and your aides will finish up the actions chosen before you left.

Every year, in Q1, you will be given a set of options, and you can pick up to 3 options that are offered by the Inspectors, or make your own with a write-in Doctrine Option. In Q4, the Army Spirits that the choices you made will be given, and you will be given a choice to choose, modify the spirits, or even outright refuse the options and try again with other options in the beginning.

You have the power to make the Army of France, in War and Peace, in Doctrine, how it treats civilians, how it handles the occupation of foreign territories, its recruitment standards, Level of Training… Everything you can think of, into anything you want.

Napoleon trusts you that much, to make him an Army to Conquer the World.

Kellerman will do pretty much whatever you ask... But Lefervbe and Bessières will wish for their ideas to be seen and implemented and will not... be very happy if you do not at least consider the ideas that they offer.

And Once Napoleon Returns, he will wish for his ideas to supersede all the others.

AN: You are pretty much able to reorganize the Grand Armee... into whatever you want.

You have one of the most important offices in France... Outside Nappy B's Emeprorship

And also the one with the most scrutiny from other officers, civilians, and the Public.

You need to do well, or people will think... well... you need to be sacked.
