While it is your choice and not my choice in the end, I would strongly recommend the first one @Blonddude42. I feel that keeping people from starving (because the poor are going to starve from lack of food if this action fails) in addition to getting a hero unit to help us out is more useful than saving some budget or getting boosts from some of our piety actions.
 
Somebody raised the idea of re-negotiating the contracts for our mercenaries.
I don't think that that is a very good idea, because they also have their living expanses and it could be interpreted as a sign of hidden weakness of their employer. Which will make taking some 'side jobs' quite appealing.

I don't think you understand the situation or at least what the action entails. We would be adjusting the price to reality rather than the heavily inflated price we currently got. If that hurts their living expenses or is taken as a sign of weakness, then they are overly indulgent idiots who we don't want on the payroll because their expenses are out of wack and they would be ignoring the local economic situation that is causing chaos for everyone. Likewise if they decide to take side jobs. If they are the sort to do that, we don't want them on our pay roll, especially at the current price due to them being unreliable.

Either they are the sort to go along with a reasonable renegotiation of costs given the recent changes to the local situation or they are a bunch of unreliable idiots who we don't want to pay for as they are simultaneously expensive whilst we are unable to depend upon them. I am inclined to believe the former as I have faith in Kerrie's ability to get us some competent professionals.

They are mercenaries and we can only use mercenaries. I don't think 'reliable' and 'mercenary' are traits that commonly occur in the same entity.
The trick in surviving as a mercenary is to stick to your boss for as long as there is nobody with more money, who can use that money to either pay you to run away you or a larger/ better group to scare you away.

I would recommend studying history then because for a good portion of it, mercenaries have been some of the most reliable soldiers around and often the closest thing to professional soldiers that modern day armies use.

Edit: I should probably add a disclaimer that it does depend on the mercenaries in questions. Others were just in it for the money and couldn't be trusted while some were basically reliable, full-time professionals that could be depended upon so long as you had the money. Also the reliability of mercenaries was often a statement on the quality of the other available troops rather than anything to do with how good the mercenaries were.

I concede my point, what I know of mercenaries is mostly derived from Machiavelli. Do you have any recommendations for when I've finished my current reading list?
