Contractors to get some adventurer firepower since other people are almost certainly going to get some of their own. Merchant houses to see where they stand and maybe get their support while the Westerlies are a bit too high in DC for me to do without Agueda. Wanderers for healing whilst the last two are getting ready for the ship. I would like to try and find the authorities before announcing the arrival, but the DC being a bit too higher without Agueda or Ophelia and the ship potentially next month means that I just want to make sure people are aware of its arrival and getting ready for it, us included. No longer announcing the ship due to having lost a free action and just going for preparing for it ourselves so that if it does arrive next month, we should be somewhat ready for it at the very least. Intrigue is going for the easier one. Learning is going for Potions that will hopefully give us some buffs judging by the description while Stewardship is going towards the only action we can feasibly do without Agueda or Ophelia and honestly, that basic information is going to be useful for picking up on any discrepancies and origins of said discrepancies. Piety is going for the Spiritual Alliances for extra buffs and because we are doing a Diplo action for healing and it is the easiest Piety action with the Gnarled Rod taken into account.

I also miss having Agueda around. It hasn't been much of a problem before, right now his absences is severely limiting us, especially with Ophelia also being unavailable.

Small problem: as a result of Ophelia going down this month, you have lost a Free Action. Thus, your plan is currently invalid.

Remember that 98 Random Event Roll aaaallll the way back in Brewing Suspicion Month 1?

Yeah, it's taken a while, but the full effects are finally coming to Oskaria.

the sentence 'coming to oskaria' makes me think that this is:
"That's not all. It's a trading ship from Syasin, way to the east! You know, the land of the silk and porcelain! It's the size of a whole town, and has cannons the size of horses all over the deck!" she exclaimed. "And whoever's on top of that boat noticed the Eye Approaching Divinity!"

My guess is that Syasin where the tea was imported from. I'm wondering if Count Belluomo was an important contact for them and if they are coming here because they need to make new connections in Oskaria.

Rather than getting distracted by the approaching ship, we announce it (might help with the Merchant Houses?) and then focus on our actual job, finding traitors and squashing them. After all, traitors blowing up when the ship arrives isn't going to help. I wish we had our one additional free action to help with the Westerlies, but I guess we just got to roll the dice and see if we get above 70.

Yes, it's intentional that the spirit buffs in the parts of the quest after the spirits have been exhausted by high stress periods and Oskaria keeps taking their worshippers suck more than the first part.

Westerlies is very unlikely to succeed under that plan. You would be better off making your own plan that focuses on that action than voting for that plan.

As Oshha pointed out, Westerlies has a 50% chance of passing, which is a little too low for me.
We could boost it to 80%, but it would require using a free action and major boon. That's a little too expensive for me.

It has a 30% chance. 18 (Tekla's Diplo) +2 (Enchanting Vestments) +1 (Local Spirit Buff) = 21. Also Enchanting Vestments also limits how high we can get our bonuses for it. The highest we could get it is 25 with 18 (Tekla) +3 (Free Action) +3 (Major Boon) +1 (Local Spirit Buff) or 18 (Tekla) +3 (Free Action) +2 (Enchanting Vestments) +1 (Minor Boon) +1 (Local Spirit Buff).

On one set of accounts, the incoming trade was recorded based on flow of cash through broad categories, like luxuries, food, and manufactured goods. Oh, sure, there was some further breakdown, but that was the important information. You had suspected that the city was importing too much food to make sense - you hadn't seen enough livestock farms, which would've been one of the only reasons to import food in the quantity recorded when there was enough farmland around the city to feed it well. The other reason would involve buying food at low prices to stockpile for later, when the prices were high - but there definitely wasn't enough grain storage for that to be the case, at a glance. You certainly didn't recognize the type of agricultural product they were labeling "food" - you had never heard of a "chai" grain or barley before. No, the food import accounts simply didn't make sense.

Unless, of course, you were busy committing tax fraud.

Which was exactly what the other set of accounts, helpfully labeled "Merchant Accounts" detailed. The Port Authority knew that this "chai" was actually tea leaves, and had simply shunted a huge chunk of its incoming tea as bulk importers of "chai" product in the Finance accounts while sending out waves of adventurers to collect the Luxury Tax on the merchants.

In fact, if you were reading these revenue reports right, they weren't just taxing them once. They were sending out different groups of adventurers to shake down the same merchants over and over again, claiming that without receipts of tax paid, that there was simply no proof of payment, and thus these merchants would have to pay the tax again.

You would bet...actually finances were pretty tight so you probably wouldn't bet, but you were fairly certain that the merchants who got with the program were also shaken down less than the merchants who hadn't, or who were simply disfavored. Unfortunately, you had no solid connection to Besim yet, but this was an incredible piece of evidence against who you now knew was the target of your probe.

If you want to keep these documents, you'll need to arrange an "accident" so that it's plausible for the documents to go missing. An accident like a convenient out-of-control candle fire. You will need to make a roll for this to measure the damages, and the Port Authority is going to be more alert - after all, what are the chances that just as the higher-ups go to meet Bishop Rosenberg that the finance office burns down?

You won't have the documents as a hammer to drop during the court case for now, but now that you have this information, you can act on it. The Port Authority will suspect nothing.

A brick joke is a joke that starts with a completely irrelevant tangent, e.g. mentioning a brick, that comes back after a long series of intervening jokes or story as the punchline.

In this case, the metaphorical "brick" was that super high Random Event Roll 4 in-game years ago that only now shows its full effect.

Not particularly. I'm generally going for guaranteed options or ones that are both likely to pass and not that important. I would consider going for some of the higher DC options with Boons and maybe a free action if we had Ophelia or Agueda, but without those two, I'm not going for the hard, but important options due to the DCs being too high even when we pile on the extras.

Searching for Evidence is the only one I would consider using a boon on, but without actually knowing that the Westerlies are traitors or having an immediately pressing need for that evidence, I don't consider the action vital enough to expend a boon upon.
