Yeah, the intent of that was basically Vivien saying "you have carte blanche, so long as you don't embarrass the Crown too badly". It's not about warning but rather about not getting sued for lots of damages.I'm pretty sure that we refers to us being given a freehand to do what we want and break the law so long as we don't get dragged to court as defendants for whatever we did before catching the traitors.
