To my knowledge, there's no requirement for Antediluvians to have Discipline 10 powers.
They can have them, but its not a must.
And there's several Discipline 9 powers that are already setting-breaking; see high-dot Temporis, for example.
I dont know how the QM would stat Kukulkan; for all we know, he maxes out at a bunch of Discipline 9s, combination Disciplines and unique powers.
Or he might even have Discipline 10s, and not use them because There Is Always A Bigger Fish in the Dresden Files, and trying to do so has personal Consequences, like loss of permanent Willpower dots, or Derangements, or something similar.
Or potentially stabbed with a Sword.
