1)There's another Charm from Shards of the Exalted dream, an Adorjan one, that lets you use any Adorjan movement charm on any vehicle the Infernal pilots using the vehicle's base speed instead of the Infernal's. Combine with Warstrider transformation and VLE expansion and that's a hell of a dynamic entry.

The reason I was thinking of using him as a jet is cause Dragons are basically mythical fighter jets (giant armored fast flying killers that bombard from a distance) and I thought the thematic resonance would make for a better artifact. Depending on size it could also function as a mobile base as well.

Sure, those count, human worship is human worship even if they are inside your soul. Keep in mind though you need to choose a degree of loyalty that will make them worshipful to get Cult. You only have so many points.

Not worth the points. Not like exalted don't casually pick up cults to them passively. And the rules we are using only need a few thousands mortals to give us 5 cult dots. Which is massively lower then exalted, where that is on par a cult spanning an entire continent.
Definitely worth the points.
Not having to worry about the loyalties of the inhabitants of your soul architecture prevents unpleasant surprises.
You dont need Fanatical devotion, but you do need Committed loyalty.
