It says, as I understand it "go meet him, and ask him for what intelligence he has". Essentially, Broken Seeker might know more about Sin Eater and whatever they are guarding than Maeve, as Broken Seeker is native to the place.

Plus not talking to him frees up an AP to get started on a splendor for Lily, which will let us finally do something with that part of the crafting system and get a feel for the benefits.

I don't think we have much to worry about in regards to him messing with our operation. If nothing else, while corrupt and insane, I am fairly sure he isn't on Outsiders' side, and he would perfectly understand our desire for revenge against Sandra. Or at least would buy such a story

There's a very slow burn "Redeem Emma-O" plot, but it's strategic, and very slow burning.
