The former seemed a pretty way to put the 'offer nothing' option, it seems kinda obvious even if Molly is offering stuff she's not gonna try to prevent Lash from going where she wants.

I think offering her space in the station is a mistake. Not because it's risky or costly, but because Lash is in a delicate position this early in her new life and having Harry, her biggest emotional connection, around would probably be helpful for keeping her stable.
I mean two successes isn't bad by normal human standards.
It helps that she seems very low torment, so all her powers will lean towards angel instead of demon in appearance.I suspect Lash will spend her first month (or first few months) of existence with acquiring some Backrounds.
Her powers are made to get minions, contacts, resources and allies, her Pact alone offers a lot in that direction, but Lore of Longing enhances the social basis at no cost (not as good as an Excellency, but free to use) and Lore of Flesh increases her options for offerings outside of formal Pacts significantly.
Personally I'm not willing to extend her quite that much trust. This whole thing could still blow up on us after all.I think it would be a really good idea for 'Tiffany' to spend her time learning how to use her abilities and exploring their potential in a more permissive environment like Molly's hell, rather than on the streets of Chicago.
She could be much more open about offering pacts there with entities used to bargaining with spirits and with trans'human'ism..

A lot of that involves using infrastructure established over millenia she has no access to. It costs us nothing to help with this.I'm not too worried about the documentation stuff, because Lash remembers a lot of Denarian bullshit. She's probably better at getting fake docs worked up than we are, and if she isn't we can handle that later.

Also the red war. The wizards are too paranoid (and with good reason to be fair), but organizations like St. Giles are already made up of people willing to take crazy risks and who have to deal with what red venom does to people. Immunity/resistance to mind control alone would be very tempting to them if it can be stretched to cover biological attacks. Which feels reasonable for a demon with the lore of flesh.
She could probably make a killing with the right contacts.
His landlady Mrs Spunkelcrief is a widow who lives on the first floor.Harry lives in an old boardinghouse redone as a few apartments right? That sounds a lot cheaper than a full apartment complex. I'm almost tempted by the idea of buying his building and getting a unit in it for Lash, so that she can be nearby to her only positive intimacy and have her own space at the same time.

Most of these cost us nothing. Money below reducing resources, Documents through Thomas and IRIS, a temporary housing at Last Station (that's a bit dangerous, but it's temporary, and the place is a target already), and improving defenses - that one might cost an AP, but if she stays with Harry (and I think she will), that's worth it.
But for Lash's purposes, random real estate wont do.
