This is very arguable. A half-brained scheme by Kakuri servants, using very incomplete understanding of what an exaltation is, a ritual made on a shoestring budget and a very tight timeline, and working against an actively hostile active exaltation had a chance of success. A low chance, but a chance still.
A proper setup made by an actual infernal exalted, with significant prep-time, Ancient Sorcery and charms, and involving both a non-hostile exaltation and carefully selected and prepared candidate has far more chances, I feel.
I wouldn't bet on being able to select hosts for a solar exaltation, but Infernal ones are special. They have sapient coajutors, who we should be able to actually talk and bargain with, and who might be able to be convinced to side with us / exalt our allies (as long as they are actually suitable for exaltation). Especially if we are the ones to excavate them and give them a chance.
