Honestly... In the timeframe we are dealing with and knowing that there are multiple people involved in this already...
Can we just have Thomas mind wammy them bad enough to get them on a grayhound to Albuquerque? Strip them of their phones and empty their wallets. Put them on a bus out of town. That will get them out of our hair for the next 6-12 hours it takes to get everyone into shelter.
Or, hillariously, get them to remove themselves from play. Tell them firmly and in no minced terms that we are watching them now and we will know everyone they talk to and everything they do. The BEST thing they can do for their cause now is leave. If they talk to anyone all it will do is reveal that person to us.

Deep memory alteration is rather beyond Thomas, he does not even have dominate, it is all presence for him since it is both the one that comes more naturally to his type of vampire and the least invasive. That said if you let them go now odds are they would not be able to describe what just happened to them with any clarity, being fed upon by a vampire naturally clouds the mind in a pleasant haze.
I don't want to modify their memory. I want to leave them in enough of a stupor that they don't cause a fuss until they are 3-4 hours out of town on a bus.
Whereupon they would be 3-4 hours out of town on a bus with no phone or money.

A bit busy to do a proper write in right now, but off hand I'd start with something less explicit and pull in references more naturally.

Just as starting points.
If you want to try socially flipping them, try playing to the themes within their alleged beliefs that counter their actions instead of playing up power and guilt.
Justice must have mercy, and evil is not what something looks like but what it does.
Emphasis on personal fault and betrayal could work, but giving them an out to be "properly righteous" can be equally effective. It's basically the thing that got them hooked in the first place.

It actually shouldn't be that hard to convince him mostly because Thomas has drained all his willpower. He doesn't have anything to resist with. Molly can at this point switch around all his intimacies.

The letter of the promise was to notify her if we become aware of cases of supernatural trouble.
Considering we already called her once it could be said we're good in that regard.
However Murphy did mention attempting to call in some LOC assets on this and notify us so they don't trip over what we're doing so we may end up speaking with her again.
Why 4? HMP only costs 1 essence, and we only need cyberdevils for a short time. One success is enough.

Which is when we pull on their faith. I'm abusing the context of those quotes to make them fit, but they've probably never actually studied that stuff in depth so it's unlikely they'll try turning it back on us theologically.
Snaps right together into a Mysterious Ways/Divine Insight Beyond Mortal Men/Hey Darth Vader is on Our Side Now story that people love.
Still shaky in places, like how we want to time this, but I wanted to get a draft out to give us something to mull over.

No, these people do not pose an environmental danger, it is not intrinsic to the place just because they are there.
That runs smoother, though something about calling out the verses specifically rather than weaving them into an argument feels off to me rhetorically. Like someone parroting instead of drawing on a source.

I was going to try to do another update today , but then I realized voting is very much still ongoing so instead I though I would do another informational post on the White Court. It will be very relevant to you guys soon so it should not break the flow. Keep in mind this is all IC and your sources of information are limited.
