It must have some area of effect as the Yin Nihilus can come into contact with Shen that the creator is unaware of. It's a field projected around the vampire that hurts anyone that it comes into contact with, not something you cast on someone's
And he might have succeeded in getting our Exaltation... or at least in killing us, since they don't know the requirements for a host or that it's impossible to control a new Exalt with chains of slavery or control made before Exalting, if they had gone after us when we were still a fresh baby Exalt. This would have probably been enough for the Molly at the start of the quest, but they made the classic blunder of giving the new Exalt too much time to build up before going after her, and now we're just going to own them.
Seriously, the people of the Age of Wonders would never have made the rookie mistake of waiting several months after a new Solaroid Exalts before going after them. It's a good thing nobody realized that in the modern day until it was too late.

I think it's more likely that the will of Kakuri represents something closer to the higher end of average for its kind in this setting.
Sending a pipsqueak doesn't make sense, and straight WoD power levels don't fit the context of the DF. The thousand hells being able to throw around things head and shoulders above the naagoloshi messes with the politics too much and warps the starting point of the story.
Remember that Winter beat Kakuri's ass and took Emma-O's lunch money before we even started; that's how his super weapon ended up spending ages gathering dust on Mab's shelf. A conflict that happened in the spirit world where neither had to deal with the gauntlet or any special rules for the mortal world.
Our expectations should be adjusted to reflect that.

It's a pretty badly-written power that leaves most of the actual effect, besides the damage, up to interpretation.
Could be a permanent mantle, or might be discharged after hitting one target.
I would go with the weaker interpretation, because that is a shitload of direct, aggravated damage.

I'm not saying it doesn't have more tricks, just that the expectations for jades and Akuma should be shifted to fit the setting we're in.
It seems like the Akuma are unusually poorly written anyway, so a little homebrew was probably always going to be a requirement.
Jades should probably be in line with the power levels of the other courts, not hyper gods pulling from the most poorly designed splat books available across years of games.

The other Vampire Courts have no higher function at all, but they are still powerful.
The Reds have imprisoned gods to draw power from.
And the Blacks are propably the individually strongest Dresdenpires and we have no idea why. In this quest it propably has something to do with the influence of a Neverborn, which precedes all other laws, but in DF we know nothing.

Zombies are not in any way immortal though.
They explicitly fall apart within a month, if not carefully preserved in a Dragon's Nest.
That's a shorter lifetime than even humans.

This power creates a deadly halo of Yin energy. Burning with black power summoned from a vampire's soul, the Yin Nihilus inflicts a searing wave of negative Chi on those against whom the vampire uses it.
System: The player spends one Yin Chi to invoke the Yin Nihilus. Anyone who comes in contact with the Yin Nihilus suffers a number of health levels of aggravated damage equal to the Kuei-jin's permanent Yin Chi level (which may be soaked only by methods that normally allow the victim to soak aggravated damage). The vampire wielding the Yin Nihilus can increase this damage by +1 health level for each additional Yin Chi spent. The Yin Nihilus affects spirits and other shen that come in contact with it, even if the Kuei-jin is unaware of them. The Yin Nihilus may complement a Yin Mantle or Eightfold Yin Mantle, provided the Kuei-jin pays the Chi costs for all powers used.
Not to mention that kueijin also have caps on how much Yin chi they can spend per turn at a time.
Its powerful, and would absolutely shred mortal groups, but its not as powerful as you are suggesting against an Exalt rolling around with 17 aggravated Soak.
And Im not seeing anything that states that its a scenelong effect either.

Dangling a White Council wizard out there in the NeverNever with only Einherjar backup seemed foolish.
Molly and Michael were the only two ppl capable of reliably engaging the boss akuma, and Michael had a secondary role as a breaker of hostile magic.
Plus, literally his dayjob to rescue lost sheep. Play into his thematics.
We brought Gard as backup mage for a reason.

I just realized something we should have thought about earlier. We just sent Harry to the Never-never which means his Fairy godmother is likely to show up soon. Oops.

He is not even really stuck, he could walk into some other place in the Nevernever and then go past the veil there, would not help him in this fight but he can do it.

The trouble is this is a place of desolation, a really desolate place of desolation, which means its conceptual neighbors on the other side are also likely to be unpleasant... you know if Harry and Michael are not already having trouble with what they already walked into which seems unlikely.
