So, yes, it's a feature, not a bug, that they "justify" Realm oppression and are also weak to oppressive overreactions and indiscriminate purges. Kimbery's organisational stuff is slow and corruptive and takes over from within - and can be burned out with fire.

The fact that Kimbery has all those mutation and Deep One/Lovecraftian undertones and is weak to things like BLACKWATCH and the classic PC response to Lovecraftian horrors (blow up everything. EVERYTHING.) is doubly great.

So this may be a dumb question but does raising a favored/caste ability from * to ** only cost 1xp? While the costs for raising abilities is (Current Ranking*2) and you get a 1xp discount for favored/caste abilities that does seem a bit odd considering that acquiring the ability costs 3xp. Given that the jump from * to ** indicates that you've moved from being a beginner to being considered competent in your field in universe.

Yes. That's one of the weird things about the Storyteller system, even without Exalted's discounts coming into play, it's always been easier to get the second dot of something than the first.

On the contrary, this is completely logical, seeing as how it takes 12 years to complete a high school education but a mere 4 to complete a university degree. :V
 
Some places split school into elementary and high school. For example here in Australia, I did Primary school that was Prep and then grades 1-6, and then did high school for 7-12. However other places have middle school between primary/elementary high school.
