[Exalted, ?] Most High

Divide; Conquer
Divide; Conquer

Sesus Ulyssian was a thorn in her side.

In between stances, Anys Syn contemplated the problem of the young Solar. As the eldest available member of the Bronze Faction, she was the lynchpin in Creation's defensive array, the sole and final bulwark against its innumerable enemies. No one human, even if Exalted, should bear that level of responsibility, but it was necessary. Organizations demanded clear and decisive leadership, especially in times of exigency. The Incarnae were unwilling, or perhaps unable, to take responsibility. Chejob was gone, for who knows how long. That left her. The only remaining player with a full set of pieces. Once, she had been one orphan of millions, scrabbling for survival in the shadows of a city ruled by a Solar tyrant. Once, she had been a bloody-knuckled girl, desperate with hunger, invested with more fighting spirit than sense.

That part, perhaps, hadn't changed totally. But what had, was that the Fate of Creation now rested squarely on her shoulders. She hadn't been ready, not like Chejob was. But she was what they had.

Around her, scribes took dictation on a variety of topics: her voice communicated one line of thought, while her movements could be parsed through two different interpretive martial languages, allowing her to practice some limited katas without losing overmuch productivity. She trained in a high-vaulted room, on floorboards of polished wood; set high in the mountains, its open face let in the shivering blues and reds of the twilight sun. In one corner was a ceremonial stand that housed a beautiful lamellar of red jade, and where the sun touched it, it almost seemed to dully glow. The desks of her assistants were arranged in trigrams around her. Otherwise the room was unadorned.

The Navy. Zao had begun to use his pet Solar in earnest. She almost wondered why it'd taken him so long, but did not explore that line of thought. There was no time for speculation, not when the fate of the world was aflame. Four months since Sesus Ulyssian had Exalted, and one month since he'd begun to move.

Naval casualties were down thirty percent. The last Niobraran incursion had not only been repelled, but obliterated. The pirate fleets of the Scarlet Flag were hemorrhaging support after a titanic and unforeseen hurricane had devastated the navies of the West - all save those of the Realm, who had somehow been forewarned. The supply chain had become more efficient. Procurement costs were down twenty percent. Faxai had never seen such an uninterrupted stream of men and materials. And Zao's grip over the Admiralty had become absolutely unshakable. Her own plants were largely marginalized or pushed into irrelevant commands.

She recognized them well, the signs of a Solar strategist. That simple, effortless excellence which permeated everything he touched. Perfection without needing to try - that was their hallmark.

She knew what Zao intended. He thought to save them from destruction by harnessing a power that was beyond him. Given his parentage, she ought to be surprised... well, it was probably his own form of rebellion. He was still a child. He did not understand that there were worse fates than destruction.

Worse by far.

Sesus Ulyssian. As a mortal, he'd been so pivotal her plans. The pace-maker of the Chosen One, Resolute Flame. The rival Flame had so desperately needed to awaken his own epic potential. As a Solar... given his psychotic determination, it had always been a risk. But Creation was a land of billions, and there were mortals of excellence all along its length. She had weighed the odds and considered them vanishingly unlikely. Perhaps there was something she had missed, in memories that were Wracked. Perhaps access to the highest reaches of her power could piece together the puzzle. But far more likely, she had simply been unfortunate.

As a Solar, Sesus Ulyssian was their worst nightmare. Ingratiated into the heart of the Realm. Protected by the most powerful Dragon-Blood alive today. And growing, growing at the unrelenting pace that he had exhibited as a mortal, now without mortal limits. Worse, from what her spies had told her, the companion she'd chosen for Flame had fallen in love with Ulyssian.

Empty Moon. Zao's only daughter, the keeper of the irretrievable Shogun bloodline. Their longevity and power, combined with Flame's unique ability to burn his lifespan in order to speed his growth, would have yielded a brood of Dragon-Blooded capable of saving Creation. Now that distant hope was looking increasingly improbable.

She needed to extract Flame, and reassess. Zao had already turned Ivory, her third-deadliest asset and primary soldier at the Academy. She could not lose Flame as well.

As Anys assumed the posture of the Unrepentant Maiden, certainty struck her. It was time to act. These past years she'd husbanded her power, keeping it in reserve for the time Flame matured. Well, he was grown now, and Creation's fate looked more dire than ever. If the moment was not ideal, still that would not prevent her from seizing it.

No one ruled the Realm, but she had come close. She would call in every favor, every outstanding debt. Like a spider pulling in her web, she would consolidate her assets, and purge the cancer that had grown in her Realm.

Firstly, separate Zao and his Solar. The boy had graduated days ago, with extraordinary marks on the Naval Exam. His recent murder of Polemgaos, however, had created an opening for her. While they planned a plum Naval or Satrapal posting for the boy, she would ensure he received a position far more precarious, near-certain to end in death even for one of his talents. Someplace where the Realm's enemies were strong, so that in his throes he could solve a problem for her. It spoke to the state of the Realm that there was not a dearth of such postings now, though for this she would allow only the most lethal.

Occupied and far away, she could kill him herself if a good opportunity arose. If she threw the full weight of her influence against him, not even Lung Feng Zao could meaningfully oppose her. If he resisted, the mess that followed would be grisly, and would weaken the Realm, but in the end she would remain standing, and he would not. She knew him well. He would not take the risk, not if she returned as Hesiesh, not if she abandoned subtlety. What would Chejob say, if he knew of her plans? He would tell her they were too reckless by far. But recklessness was a part of battle; her teacher had never understood that.

When struck, strike back twice as hard. When faced with multiple enemies, turn their blows against each other. Divide. Conquer. The execution could become more sophisticated, but the principles of combat always remained the same. Lung Feng Zao. If it's a battle you want... you should have known better than to face a Chosen of Battles.

---

"Boy." Zao had summoned him to his office, bypassing the usual methods, communicating directly through the air. He had been recovering from the latest sparring session with Moon - a habit he was glad to have restored, though he hadn't looked forward to the prospect of facing Zao when wearied to the bone.

Moon, of course, had understood, raising her head from the crux of his shoulder and gently tying bandages over the slight cuts she'd given him. Though worried - she had volunteered to stand up to Zao and tell him that Ulyssian was exhausted - her acceptance of his decision to go had been unhesitating. Moon never failed to support him; he only hoped to reciprocate as best he could.

Ulyssian knocked on the door, which opened via violent wind. Stepping inside, he saw Zao wearily contemplating the stack of papers on his desk.

"Your prospects aren't good, boy," Zao said immediately. "We expected some resistance from the Bronze Faction, but nothing like this. The Houses have completely closed ranks - even Sesus and Nellens. Everyone's toeing the Immaculate line. She's done something, Anys Syn."

"Anys... Syn?" Odyssial tried to remember if he'd heard that name before. Not during the Primordial War, at least.

"Their current leader," Zao continued, "she created the Immaculate Dragon Styles. When we invented the philosophy, she took on the identities of Hesiesh and Mela."

Ulyssian blinked, taking a moment to process that.

"I believe she has returned, as an Immaculate Dragon incarnate - known only in secret, to the most powerful. Heads of Houses, Immaculate Elders. Their truthsaying Charms would only assist her; she is Hesiesh, as truly as anyone can be. She has completely discarded the mandate of her Exaltation and seeks now to rule, not from the shadows, but openly - as openly as a Sidereal can." Zao was frowning mightily.

"It's my mistake," Zao said. "I should have seen this move. I thought she would never take such an incalculable risk, a risk that could dissolve not just the Order, but the entire Immaculate Philosophy, if so much as one recipient stepped out of line. I should have known, the moment I saw how far she was willing to go to influence Resolute Flame. Who, by the way, hasn't come back from his last field expedition: spirited away, no doubt, to cut off that point of leverage. We were completely blindsided, completely unable to counter, because all of my resources were being diverted to implement your - effective - suggestions. Now that we have let this go by unopposed, she is all but a dictator, as long as she couches her decrees in religious subtext. With Polemgaos dead, it's not just Cathak that will seek authoritative leadership. And there is no authority higher than an Immaculate Dragon, especially one that appears every bit as competent and overwhelmingly powerful as the stories say. Even those who know the truth of the Philosophy will not dare oppose her."

"Can she be killed?" Asked Odyssial.

"Hah!" Zao laughed, a bark. "Your instincts are good. But probably not. She has guards upon guards, Immaculate Masters, when her location is known, and half the time it isn't. Even if you and I and Ivory attacked in concert, we would have worse than even odds. If I struck alone, I would die for certain, though she would be made less. It's not good enough. Poison or disease - forget about them. Yozi venom would curdle before it got around to harming that old bitch."

"Hesiesh..." Ulyssian murmured. "Half the Houses won't even question her. So she's united the Realm, in effect?"

"Temporarily," Zao answered, "which means the postings available to you are all suicide missions. I can't even get you into the Navy anymore, not without suffering enormous blowback. Let's see." He picked up the order scroll on his desk. "In light of Ulyssian's exceptional strategic acumen and clear genius, it has become clear to us that he is especially blessed by the Dragons. Protected by Their Grace, it is clear that he should go forth to where his talents are most needed. The Mouth of Peace has taken a personal interest in him, and issued a number of recommendations on where he might be utilized. We are inclined to agree. Signed, Tepet Fokuf, Lord Regent of the Realm. Counter-Signed by General Agreement of the Grand Deliberative. Endorsed by the personal seals of all House Heads and the Mouth."

Grimly, Ulyssian took up the scroll. You couldn't get all twelve House Heads to agree on the number of courses at a banquet, much less a military commission. If Zao defied this... the Shogun would be all but declaring rebellion.

[ ] Fade Away - Anys' attack is directed at the identity of Sesus Ulyssian. In the face of such a blow, evasion is the appropriate tactic. Die or disappear, it doesn't matter, but Anys' successful gambit has effectively severed Zao, and thus Ulyssian, from influence in the Realm. Her stranglehold may soon extend to the Navy itself. If it'd been war, and chaos, even the true Hesiesh could have been repudiated as false, by soldiers standing on the field against him. Perhaps Ambition saw what Zao missed. In any case it is too late now. Zao can still hold the Academy as long as he appears to fall in line, and Ulyssian can still act as a solo operative, or enact plans outside the Realm's reach. All is not lost. If Anys can be exposed, then the truth of the Immaculate Philosophy might, with Ulyssian's strategic prowess, have a chance of credibly getting out. This is perhaps the safest of the options

OR

If Ulyssian decides to obey the summons, he will be granted a Satrapal posting, a great honor for one so young. Surrounded by minders loyal to Syn, it will be far more difficult to fade away. Even success could simply mean re-assignment to the next suicide mission. Adverse conditions for sure, but he survived as a mortal in the Naval Academy. As a Solar Exalt, he can survive worse. However, these are by far the most desperate and terrible postings in an already dangerous Threshold.

[ ] Luseng - The newly-conquered coastal satrapy of Luseng is rich in resources, close to several major island ports, and has a developed urban base. However, it is threatened from the south by the Deathlord, The Gardener of Elysian Fields, and her loyal deathknights, Abyssal Exalts of tremendous power. To the north, it contends with the cunning and treacherous Lunar Ragmar, whose horde has allied with the Bull of the North. To the north-west, it is bordered by the Freehold of Sislay Chorus, an ancient seat of Fae power whose behemoths have recently taken six of the satrapy's outlying cities. It is believed that the three powers circling Luseng have taken up a non-aggression pact to carve up the city-state and its territories; one third shadowland, one third freehold, and one third Lunar domain. If they intend on betraying each other, it is not until the elephant of the Realm has been carved at the joints.

The satrapy has essentially been given up as lost, though Realm forces have been ordered to fight to the death. The previous satrap was killed a week ago in a decisive losing battle, and at least two behemoths are en route to the capital.

[ ] Serentidopolis - The ancient city-state of Serentidopolis holds an L-shaped territory that borders the Inland Sea to the north and the Dreaming Sea to the south. For this reason it has become a cosmopolitan hub of trade and cultural development. Enormously corrupt, the ineffectual nature of Realm governance in the territory is the stuff of legend. Much of its territory is barren desert, so it relies heavily on imports to feed its discontent citizenry. Recently, the city has suffered the disfavor of Heaven, for unknown reasons, causing already stymied mechanisms of governance to grind to a screeching halt. Nomad swarms and rival city-states eye its opulence greedily; the shape of its territory is hardly defensible. Backers of prodigious strength want the city erased, but their ultimate motivations are unknown. The last seven satraps and their immediate families all died of assassination: gruesome, terrible deaths.

Divide; Conquer: Vote Update
Alright, let's talk about what you're going to buy before the adventures that await you! All of these are highly relevant no matter which option wins. All Titles cost 240,000 Normal XP unless otherwise noted.

[ ] Wake the Sleeper - The greatest of the options in terms of raw personal power. Can be used on Ambition, to greatly enhance your offensive / utility powers, or on an appropriate armor to ensure that you can survive being hit, rather than just avoiding them. Can yield more Evocations when used on an armor rather than Ambition, because of Ambition's high Wake difficulty. This grants the highest amount of combat strength, for an individual combatant, by far. With access to the deeper powers of a mighty Artifact, Odyssial will begin to recapture a portion of his glory that was.

Also yields Heaven-Turning Calculations, which helps greatly in scholarship, administration, and certain Sorcerous workings.

Also yields Sacred Relic Understanding, which grants knowledge of the function and safe operating protocols for any artifact below N/A touched (Artifact N/As give one clue). For example, someone using Sacred Relic Understanding on Ambition would learn that it always bends its wielder to Odyssial's purpose or will.

[ ] Immortal Commander - War is in Ulyssian's future, no matter what path he sets upon. Such may perhaps be the destiny of the Dawn Caste. In that case, the proper management of a war will be of great interest to him. With this Title, he becomes a master of tactical and strategic maneuver - an army that fights under his command can roll nations over and fell the mightiest of foes. Through his exhortations, ten men could fight with the ferocity of fifty, or a hundred men with the strength of five hundred. Moreover, he becomes a peerless master of the circumstances surrounding the battlefield, allowing him to outmaneuver even Exalted opposition with near-certainty. This Title costs 40,000 less experience to purchase.

[ ] Absolutely Unbreakable - Odyssial faces the fell and esoteric magics of the Fair Folk, Abyssal, and Lunar Exalts. He struggles against the twin burdens of grievous responsibility and burdensome destiny. Be it in Lusang or the River Province, he will be tested against magics, mental or metaphysical, that seek to attack the very core of his being: altering his memory, his body, or his very self. Though he possesses some degree of protection against such effects already, that protection is far from comprehensive. This Title would grant him the ability to comprehensively resist twisting and warping magics with no clear defense: Fae curses or social Psyche effects that cannot be resisted by spending Willpower. Some such effects, such as Memory-Reweaving Discipline, would induce extreme complications if not overcome.

Also grants the Protection of Celestial Bliss, allowing him to employ Heavenly Guardian Defense even when the tide of momentum has turned fully against him, once per scene.

Also improves his Willpower regeneration.

A Distant Shore
A Distant Shore

They came to say good-bye to him, as he left Seacrown for a distant shore. His friends. It was a paltry gathering, but he viewed it with a quiet fondness. Mountain Hero, Tepet Nilul, Nellens Saery, Jael & Mari Aust, Sepulchral Pearl, and Empty Moon. Pearl promised to visit. Hero stifled his sniffles. Nilul stage whispered some particularly egregious suggestions in his ear, which shocked the eavesdropping Moon. Jael Aust promised that Luseng would be their first customer - a reduced rate! - when their mercenary company was done.

Better by far than the empty fete the Sesus craft had gotten when they'd left for Seacrown, all those months ago.

Moon hugged him and told him she'd be joining him soon.

"Only if it's safe," he said seriously, to which she defiantly shook her head, bottom lip quivering.

"Uly-" She managed, and hugged him again, tightly, but not so tight that it would have constricted him, even if he'd been a mortal.

Nilul laid a hand to her forehead as she walked up and playfully joined the hug. "Oh," she exclaimed, "our Incompetents Society is all grown up."

"I'm not part of the Incompetents Society," Moon pointed out.

"You're an honorary member!" Nilul declared. "Besides, we need someone to cover for Uly while he's gone, and who better than his better half~?"

"B-b-better," Moon squeaked, face turning red. Ulyssian put a hand on her forehead to check for a temperature.

Nilul shook her head resignedly. "Hey," she said, "hopeless dunce. Grow strong so that you can protect me, okay? I'll be seeing ya." She sidled off, flaring her hips mockingly as she walked.

"U-um," Moon said. "I- I guess this is goodbye, at least for now-"

"ULYSSIAN!" Zao appeared in a clap of thunder, seizing him by the arm. "YOU'RE LATE! COME WITH ME."

The world twisted in a blur of speed and they were deposited onto the ship. The captain nodded appreciatively at Zao.

"It's two days journey to Luseng," Zao began, handing Ulyssian a sheaf of papers. "You should be studying, not wasting time with sentimentality. You can enjoy time with friends when you aren't in imminent threat of shortly being dead."

It was still, Ulyssian decided, a better send-off than he'd gotten for the Sesus. But Zao was not incorrect; now, it was time for Ulyssian to train below. The satrap of Luseng had been murdered a week before. The situation was already disintegrating. Time was of the essence.

In the bowels of the ship, where the wood creaked and smelled of caulk and mildew, by guttering torchlight, he reviewed the documents he'd been given. A naval intelligence report, somewhat outdated but thorough. An overview of the city-state's current tactical situation. And the profiles of the Dragon-Blooded whom Anys Syn had assigned to his staff.

The naval profile of Luseng was written on thick parchment, in an elegent, curving script. On the top left, in faded letters, was written: This took me forever! You owe me one, Baravaan. Love, Esertia.

The calligraphy was exquisite; the prose, almost poetic. A subdued artistic flair was married to the exacting technical precision demanded of savant-scribes applying to the Magisterial Examinations.

Perched atop the Glittering Ford is the city-state of Luseng, The Pearl-on-the-Shore, whose dominion extends far into the North-West of Creation. Its people know that Luseng possesses a spectacular abundance of resources, an unusually temperate clime, and exquisite natural beauty of numerous varieties. Newly conquered, they still regard the satrap as a sort of king, and he has engendered a healthy trade with independent Wu Jian, through which much of the kingdom's wealth - raw ore of silver, ever-cold rainbow-scaled trout, bales of fine silk, barrels of powerful medicine, and breathtaking blocks of lucent jade - filters into the Blessed Isle and across the world, carried in the holds of Realm caravels and pirate galleys alike. The satrapy's pirate connections are an open secret to those in the region.

It is a land where the chill nip of spring invigorates rather than pierces, where it rains more often than it snows. All manner of delicate blossoms thrive among the trees, artfully placed through the merchant and royal districts. The ruffian clangor and piled-high anarchy of Little Jian, next to the docks, is tolerated precisely because it keeps pirate sailors contained; Luseng's blue light districts are legendary among smugglers. Without, they contend with the bared fangs of Lunar dominions to the north-east, Fae to the north-west, and a broad stretch of shadowland to the south-west.

It would come as a surprise to many that, for all the lucre Luseng exports, its vast natural resources remain underexploited, even in times of peace. Three years out of four, its plantations collect two full harvests of Creation's most notoriously finicky and delicate cash crops. Its lucid rivers and deep green lakes teem with powerfully dense schools of fish, and some whisper that the Emerald Mountain itself contains, under innumerable tons of vegetation and stone, a core of solid jade. For all this, half its populace is mired in poverty, easy prey for all manner of press-ganging and debt slavery; it is not uncommon to see beggars starving on the streets. The Immaculate mission, located in an out-of-the-way corner of the city, has tranquilly neglected its duties, having been bribed to the teeth and beyond. Grand Master Mnemon Revara considers this posting his "spirited retirement," spending far more time in the blue light district than he does in the temple...

A recent footnote. The Grand Master had been slain, and most of his monks scattered to the four winds. Ulyssian flipped through the sheafs.

The Emerald Mountain. The deeper you mine, the thicker the jade. A thousand meters down, the seams are so rich that the jade seems more interwoven with the stone than embedded in it. At some point, you find more jade than stone. Beyond that? No one's survived beyond that.

The overview hadn't been exaggerating, then. A small mountain whose core housed a mass of solid jade. No wonder the satrapy was so hotly contested. The thaumaturgical implications alone could be world-shaking. What lurked within, that would prevent even Exalted scavengers from boring deep? Ulyssian continued to skim, but found only speculation. He turned the page.

The Cusp - a slender arc of shadow that borders the south-west of the kingdom, shaped vaguely like a crescent moon impaled through by a bodkin tip. Beneath is the full shadowland wherein resides the Deathlord that infrequently terrorizes and defends the southern lip of the kingdom. Sometimes its emissaries arrive bearing gifts, grave goods of supernatural potence and miracles of death. Other times, they ride through the land, reaving and killing without pattern or reason.

He frowned. Why had the Deathlord gone from intermittent benevolence to total war? What it merely the obvious conclusion, or was he missing something deeper?

He had unlocked the war-mind of the Lord Strategos, or at least its barest sliver; that had been enough to reduce Naval casualties thirty percent in one month. Could it also save this bitterly embattled satrapy-state, on which so much rested? Perhaps not alone. He would need the mind of the Strategos, and his sword besides.

He set aside the intelligence report and leafed through the profiles of his staff. Half a dozen Dragon-Blooded Syn had sent to reinforce the two dozen or so already present within the Satrapy. A full Circle of Immaculate Monks, shikari ostensibly dispatched to help deal with the Anathema threat in the region. He suspected they would be rather more interested in policing him. Aside from them was Outward Thistle, his aide-de-camp, an Air Aspect with no notable achievements. The dossier indicated that he was both young and exceptionally indolent, having failed out of the Heptagram.

The remainder of his staff were mortal. As for the Dragon-Blooded still in Luseng, intelligence was still lacking. Without knowing which were still alive, there was little point in planning for them.

That was what he had to work with. Against Luseng were arrayed a Lunar Elder and his horde, a Circle of mighty deathknights, and a Wyld freehold that had persisted for nearly six hundred years. The city itself could well be taken by the time his ship arrived.

Odyssial looked at Ambition sitting down on his lap. I'll find a way, he thought, and began to work.

---

Before you arrive, there is enough time to tap the Lord Strategos once. This is also the time to come up with pre-strategies for surviving, and prevailing, in Luseng.

[ ] The Three Kingdoms Prophecy - A wise man once said, the kingdom, once united, must divide; once divided, must unite. Though you do not know the tactical disposition of the city-state, the contours of its strategic situation are clear. Emerald Mountain is a critical sticking point, as is the city itself. Given their predilections and the current headings of their behemoths, the Fae are far more interested in Luseng (and, likely, its populace, full of hope and terror) than the Mountain, but both the Abyssals and the Lunar would desire it for themselves. Circumstances might favor a pact to split the Mountain, but overreach could be manufactured. With only the Fae to deal with, the city itself, its Dragon-Blooded defenders over two dozen strong, and capable of resupply via sea, would likely hold. The Abyssals and Lunar would be at an impasse as they navigated the issue of the Mountain. Three hostile forces occupied the Luseng Territory, but all of them could be maneuvered into stasis. Giving Ulyssian time to fortify the city, and prepare. The kingdom may first be divided, but in time it will unite, and that story will come to an end.

*Makes Luseng safer for you, but ossifies the situation, reducing both the risks and opportunities of chaos
*The great majority of the populace is withdrawn into the capital, so this option will reduce the suffering of the common people
*Gives you time to entrench yourself and consolidate power before sallying forth
*However, the first party that breaks the precarious balance will be at a severe circumstantial disadvantage, reducing the effectiveness of aggression from all corners - including yours
*Still takes time to set up and implement
*Circumstantial penalties are not so great that a determined Exalt couldn't simply ignore them if he were willing to tank the losses.

[ ] The Scarlet Flag Prophecy - Once you arrive at Luseng, the immediacy of the situation will consume all. Rely on your personal power and your ability to thrive in chaos; for now, Zao still needs your help. Your mentor protected you in your time of need. Now is the time to begin repaying some of that debt. Deliver to the Admiral a series of communiques that his captains can use to distinguish themselves, while the remainder of the Navy languishes in relative mediocrity. Effectiveness can only be denied so far. Once it is clear who the winners and losers are, even Anys' grip on the Navy can be throttled.

*Naval loyalty to Zao could be extremely important, given Luseng's coastal position
*Solidifies Zao's influence in the Admiralty, temporarily protecting it from erosion by Anys
*Continues your program of strengthening the Navy and protecting the Realm and Creation
*Zao will be less pissed off at you for your many liberties taken previous
*He may even be willing to let Moon interact with you for more than five minutes in public

[ ] The Grand Heretical Prophecy - If Anys presumes to strike at you, then you shall strike back. All across Creation, Wyld Hunts murder newly Exalted Solars and Lunars, many of which seem all too human. Their dogma can console or harden the flintiest of hearts, but what of the average Dynast, not yet debauched enough to be leeched of all compassion? Might they wonder whether the process of Anathemic possession is truly infallible, inescapable and irreversible? The texts may say so, but the evidence of their Exalted senses, their superhuman powers of perception, sometimes, sometimes say otherwise. And even if an Anathema is a demon true, do the Sorcerers not tell everyone that demons are not a class of being to be marked with so broad a brush? There are useful demons, even kind ones; ones that could be said to be good. What if an Anathema... a rare one, certainly, given their tendencies... could be good as well? A demon doppelganger, yes, but not an evil one. Not irredeemably.

*Plants the seeds of a grand heresy that is poised to emerge in the months to come
*A swell of grassroots support among more open-minded and compassionate Dynasts can be engineered with a few critical moves
*Little immediate impact; will require your ongoing attention and intervention to nurture
*If successful, could drain Immaculate resources, occupy Anys' Hesiesh persona, and even - in the highest extremity - pave the way for legitimization of open Ulyssian rule.
*Is fucking crazy

Wake the Sleeper rolls
To Resolute Flame, the day he met that mortal was a day he would remember for the rest of his life.

To Sesus Ulyssian, it was Tuesday.

I think it was actually Friday?

Also, since Stunt levels above 2 give successes instead of dice, we can go ahead and roll for Wake the Sleeper now! Peerless Skill makes it TN 6, Fate-Shifting Solar Arete targeting 2s and 3s, spend a point of WP for one auto-success. 23 + 4 dice to roll.
Rihaku threw 12 10-faced dice. Reason: Wake the Sleeper Total: 73
6 6 4 4 6 6 4 4 10 10 5 5 2 2 4 4 2 2 10 10 10 10 10 10

Pre-req: Flawless Killing Instrument, Awakening Eye

When Joining Battle with Awakening Eye, Odyssial may re-roll (Athletics/2, round up) additional non-successes.

Ordering the Constellations (E5, 7m, 1wp, Simple)
Pre-req: Peerless Skill

As a normal withering attack, but additional successes on the attack roll are treated as a multiplier to final damage rather than adding to raw damage. Once per scene, reset by incapacitating a worthy foe or destroying a similarly worthy battle group.

---

Independent Adamant Evocations

Scattering August Leaves (E4, -, Permanent)
Pre-reqs: The King Stands Alone, Divine Dragon Speed

This permanently upgrades The King Stands Alone.

When Odyssial vanquishes a foe while under its benefits, he adds +1 to the base initiative he resets to afterwards for each worthy opponent still opposing him, to a maximum of (Melee) extra base initiative. This effect stacks with Divine Dragon Speed.

If Immortal Blade Triumphant is active, Battle Groups do not apply their Size modifier to attack rolls against him.

Fell-Handed Fury (E4, -, Permanent)
Pre-req: Annihilating Stroke

This permanently upgrades Annihilating Stroke. Against spirits, creatures of darkness, and those to whom Odyssial holds a Defining Tie of hatred, it applies the effects of the Ghost-Eating Technique - Aggravated damage, motes stolen by wound level, and final obliteration if killed by this strike.

If Immortal Blade Triumphant is active, at Initiative 35+, simply double final damage rather than applying double 9s to the damage roll.

Awoken Mind Evocation Tree

Celestial Evocations

Saint and Killer Awakening (E3, -, Permanent)
Pre-req: Flawless Killing Instrument

The Ambition of Odyssial rouses from its slumber, the links of attunement firing like optic nerves, interfacing with soul and Exaltation, fusing inextricably.

Once per day, Ulyssian may draw five motes reflexively from Ambition, as though it were a familiar linked to him with Spirit-Tied Pet. Once per day, he may draw a single point of Willpower as a Simple action.

Once per scene, upon vanquishing a worthy foe, he may pay 3m to gain one point of temporary Willpower. A battle group counts as one foe.

What Rouses Glory (E3, -, Permanent)
Pre-reqs: Saint and Killer Awakening

Awakened, the blade Ambition is no separate object, but an inseparable reflection of its wielder's glory. A tyrant lizard might have two brains; a human being might have two souls - still they are one entity. Who awakens his Ambition gains the following powers:

Inexhaustible: So long as Ambition is manifest, training counts as deep meditation for purposes of restoring Willpower and motes.

Relentless Force
: Ulyssian can put off up to (Essence) days of sleep per month; so long as he is engaged in activities that are both urgent and important, he benefits at dawn each day as if he'd rested completely. He must recover at least half the sleep so postponed, after the crisis has passed, in order to use this Charm again.

Indomitable Will: If Ulyssian knows the Charm Righteous Lion Defense, he may ignore the clause against overly broad Intimacies, so long as the principle in question is "I always find a way."

Clarity of Purpose: If Ulyssian knows the Charm Phoenix Renewal Tactic, he may always use it to defend against Psyche Effects.

War-Binding of Eternity (E4, -, Permanent)
Pre-reqs: Saint and Killer Awakening, Immortal Blade Triumphant

A weapon peace-bound cannot be drawn. A weapon war-bound always is.

The character may accept a point of Indefinite Limit, which cannot be released unless he wills it. The duration of his Immortal Blade Triumphant is extended indefinitely, until that point of Limit is released. The Charm will persist even if the character banishes and summons his weapon with Summoning the Loyal Steel, allowing him to free that hand for normal use.

This Charm may be re-purchased as an Adamant Evocation. This allows motes committed to Immortal Blade Triumphant to be used towards Ambition's attunement cost, and gives the blade the Smashing tag, as the flat, pommel, and hilt of the blade become equally lethal as its edge. This function is believed to be new, introduced from Ulyssian. [Repurchase Acquired]

Adamant Evocations

Stroke of Benevolence (E4, 2m+, Reflexive, Instant)
Pre-reqs: What Rouses Glory, Peerless Skill

The apex of unfairness is the selective imposition of fairness.

Odyssial may ignore all penalties to an Ability roll or static defense. If he does so, his opponent ignores all penalties to their contesting roll or appropriate defense. If he has no opponent, this Evocation instead costs 5m. This effect does not protect against ambushes.

Hymn of the Morning (E4, -, Permanent)
Pre-reqs: Stroke of Benevolence

Cloaked in the light of the morning, Odyssial's movements betray a fluid symmetry of form, a grace beyond swordsman or forest predator. The character must accept a point of Indefinite Limit to benefit from this Charm.

If fighting at the head of a battle group, Odyssial is considered to be using Defend Other on that Battle Group reflexively, if he so desires. His awe-sundering skill inspires supreme coherence, defensive coordination, and true grit in those he fights beside - alternatively, he simply intercepts every attack directed their way.

If Immortal Blade Triumphant is active, the per-scene effect of Saint and Killer Awakening is now reset every time Odyssial dispatches a worthy foe or Battle Group, and its cost becomes 0m. Effects from his opponents which single out particular Charms, like Hundred Shadow Ways, may not target Immortal Blade Triumphant.

Captain of Ten Thousand Orisons
(E4, -, Perilous, Permanent)
Pre-reqs: Hymn of the Morning

Odyssial is the destroyer of ten thousand abominations, the liberator of ten thousand peoples, the Strategos of ten thousand armies. Before his advance, fleets crumble, monsters flee; nations and armies are rendered to dust.

After activating Immortal Blade Triumphant, Odyssial adds his (Essence) to the raw damage of all attacks, halves all post-soak withering damage taken, and may ignore (Essence/2, round up) levels of damage taken every turn. He may allow damage from one attack to pass in order to block damage from another, or split the levels. At E5+, Battle Groups that benefit from Hymn of the Morning also receive these benefits.

If Immortal Blade Triumphant is active when he Joins Battle, he always claims the benefits of this Charm until his second turn in combat. At the beginning of his second and subsequent turns, he must have spent 8+ motes on offensive Charms in the previous turn, or launched a decisive attack sometime during the previous turn, to benefit from this Charm. He does not benefit from this Charm while Crashed.

Crowned By Metis (E5, -, Permanent)
Pre-reqs: Beyond Perfection Ascendency x2, Captain of Ten Thousand Orisons

Odyssial was born of no especial provenance. His crown he seized by what lay below it. He who masters his Ambition, will always find a way.

When Odyssial uses this Evocation, a slender crown of pure white light bursts upon his brow, its central teardrop jewel shining like a star of grey and silver. This effect cannot be concealed or altered by any means.

Once per scene, Odyssial may add his full (Int + Lore) in dice to any stunted Ability roll that does not use Archery, Brawl, Martial Arts, Melee, or Thrown. He may always add up to ten dice if he would break the dice cap for that Attribute + Ability, but still may not add more than ten dice total from Charms.

Once per story, Odyssial may spend 1 Willpower and gain 1 Limit to reflexively roll Join Battle at any point in combat, doubling 8s and gaining motes equal to the number of successes. If this restores him to above base Initiative, it ends Initiative Crash.

This Evocation can be reset upon entering Limit Break, or by performing a three die stunt of spectacular ingenuity (GM's discretion) in the advancement or defense of a Defining Intimacy.

The Pearl on the Shore
The Pearl on the Shore

He did not emerge from belowdecks until the ship was nearing Luseng Harbor. Nilul had told him that he had an abrasive personality, especially to the uninitiated, and even Saery had agreed. Any first impressions made with words, rather than deeds, would be less than optimal. He had, therefore, studiously avoided overmuch human contact, except to send off a series of wax-sealed envelopes to Admiral Zao.

Those, he hoped, would put the Navy in a position to resist both the depredations of Western Pirates and the influence of Syn. The rest of the time, he'd trained with his blade.

Power could be drawn from an Artifact as the bond between wielder and weapon deepened; long experience and shared tribulation yielded the precious insights by which such weapons could be fully harnessed. Even the most veteran campaigner could wield a flame-daiklave that he was novice to, and do nothing more than hack or slash. Conversely, a young Dynast with that same weapon, bonded since childhood, might well summon army-devouring tides of lava from its unassuming edge.

The world was complex enough that there was normally no substitute for experience. But even its endless chaotic permutations would yield, eventually, to the analysis of the Solar Exalted. Experience yielded breakthroughs of knowledge and comprehension. Deriving similar breakthroughs through sheer theoretical reasoning was, almost always, a task beyond the human intellect. But it was not beyond the mastery of Odyssial.

The battle-meditation of the Lord Strategos had yielded the means by which the Realm Navy could stabilize against an unceasing tide of foes, within and without. That same methodology, he now applied to the blade Ambition. He did not have time to bind the weapon by wielding it in an endless series of travails. Luseng needed him in two days.

Two days, he'd thought. It would have to be enough.

---

Dragonlord Talomar was the highest-ranking officer of the Scarlet Dynasty still active in Luseng, and wasn't that a damn shame.

Nellens Talomar. Aspected to Water, one hundred and fifty-seven years of age. He numbered among the mightier of Nellens Exalted, though he wasn't able to challenge prodigies like Raern. Saery had told him that the new Satrap made Raern look like a boy playing at swords.

He hoped the dependable young miss was right, and that she didn't have a vastly over-inflated view of her friend. He knew that this Sesus Ulyssian had slain Polemgaos, but even Polemgaos would have had trouble salvaging this situation.

Saery had also warned him that the Sesus was notoriously anti-social, and had pleaded for Talomar to "help him." Help him! As he stepped out of his command post to look down upon the greater city, Talomar shook his head.

Help was in short supply these days. Especially here. Outside the city walls burned a thousand smoky fires, the huddled and miserable camps of refugees from all across the countryside. The Fae had cut a twisted path across the land, heading straight from their Freehold to the capital, driving the evacuated peoples before them like cattle. The beastmen held fifty percent of the Satrapy's landmass, the Deathlord another twenty. Much of the satrapy's population was concentrated here, where the Legion was stationed.

The Legion, or what was left of it. One thousand nine hundred and twenty-three men made up the forces at his command, and less than four hundred thirty in auxiliaries. Seven Terrestrial officers, the rest mortals. Bedraggled and multiply decimated, the Ghost-Water Legion was still a formidable force in any encounter, but not formidable enough to hold a satrapy on its own. Not one this beset.

Luseng was still a beautiful city; the sky a blue you'd otherwise find only in watercolors, the Glittering Ford... well, glittering, in the sun. It housed a proud people, cunning and industrious, and they had raised buildings of carved rosewood, pavilions and pagodas on which banners of scarlet and blue cracked and snapped in the brisk sea wind, alleys and thoroughfares arranged in a clean, orderly design. It was a poor thing, that the content of those now-overpopulated thoroughfares was the furthest thing from clean. Aside from the old Royal Palace, the nicest-smelling place in the city was now the Blue-Light District, which maintained strict standards of hygiene and had the pirate bouncers to enforce it.

Things had gotten bad enough that he had considered conscripting the Satrapy's administrative officers, those that were Dragon-Blooded, and their two surviving Immaculate Monks. With the new Satrap arriving at the head of a new Wyld Hunt...

Well, it'd probably still be necessary, but he'd face even more resistance. Perhaps better to do it now, present it as a done deal so this Ulyssian didn't think to reverse it.

Talomar considered, then re-considered. He'd risen to the rank of dragonlord by tactical pragmatism and Nellens savvy, but he'd survived a century and a half by keeping his head down and understanding those in power. A general was a nice, juicy target for assassination, but a dragonlord in a full Legion? Why bother, when there were nine more just like him?

Satraps were nice targets too, he thought grimly. The last hadn't fared well. Cathak Reval had been a stout administrator and dutiful warrior, but no fighter whose best descriptor was "dutiful" stood the remotest chance against the Lily of the Valley. Honest to Dragons, he didn't know if Polemgaos would have stood a chance. Two full Dragons they'd lost to her, and three-fourth of the auxilaries. Three of the Exalted - a staff officer and two Immaculate monks! - had defected to the Gardener to worship her.

He still remembered it every time he closed his eyes. The psychotic bitch with that Dragons-damned peaceful smile on her face, carving through their ranks without a care in the world. One blow she'd landed on Reval and he'd exploded with the force of a punctured balloon, meat and blood and entrails just misting down on top of his bodyguard...

Just days before, Ragmar had assassinated the General. That had been last week.

Talomar wiped his forehead and looked out to the sea, letting the graceful play of the tides sooth him. A crowd was gathering at the harbor, he noted. A crowd all in formal-wear, the thrice-damned viziers of this accursed place, and even some Legion officers. Realization struck Talomar like a knife made of ice. The Satrap!

He was here already, and Talomar was going to be late. The dragonlord took a moment to brace himself for massive disappointment - a coping strategy that had served him excellently in the past. Then, grabbing a bun from a street vendor, he flipped the old gran a half-coin of silver and blitzed his way down the cobblestones.

Late, late, he was going to be late!

---

Present Situation of the City

Luseng is a Throne-held satrapy currently garrisoned by the Nellens 2nd Legion, the "Ghost-Water." A competent but undecorated force, they conquered the satrapy alongside the Cathak 10th Legion, the "Fire-Blades," several months before. With most of the realm's satrapies having been partitioned out to Houses, Throne-held domains are increasingly rare, and the demands put upon them by the Deliberative increasingly unreasonable.

Mood in the Capitol is Mutinous and Panicked.

Overall City Administration is Competent - there are Dragon-Blooded mandarins at the helm, and the viziers of the old king, while self-serving, are politically capable.

The City's Economy is Above Average. Exports continue apace, though not at the lucrative rate of pre-war economic activity. Taxation, however, is Punishing.

The Military Power of the Satrapy is Underwhelming, consisting of one Realm Legion at 40% strength, its Auxilaries at 20% strength, and a basic native militia roughly 1,000 men strong.

The combined military strength of its enemies is Apocalyptic. A Fair Folk Expeditionary Force consisting of two behemoths, ten thousand hobgoblins and wyld horrors, and three hundred Cataphracts, is twelve to twenty-four hours from the capital. It is led by Duke Iron Sislay of the Sislay Chorus, the Raptor-Eyes, the Bane of Steel and Sharpness, who is a direct attendant of Empress Slay.

Luseng's Royal Palace contains a reasonably well-maintained Records Room, but the Great Library of Auseng Bu is deep within beastman-controlled territory. It does not otherwise contain any special repositories of lore, aside from bureaucratic archives from the satrapal administration.

The City Gods are Rudderless, the City Father having disappeared in recent weeks. He is presumed annihilated, a victim of the Abyssal Necromancer The Seeds of the Poppy.

Exalts and Supernatural Creatures

The garrison of Luseng, at full strength, ought contain twenty-four Terrestrial Exalts.

3 have fled to worship the Lily of the Valley, an Anathema of Death, Forsaken Caste.

5 were killed in action.

3 have been captured by enemy forces - 2 by the Fae, and 1 by the Lunar Ragmar. The Fae also hold Luseng's only sorcerer.

1 has disappeared, assumed desertion.

What remains are -

7 of 11 Officers of the Ghost-Water Legion, lead by Nellens Talomar by virtue of his seniority;

3 Officers of the Satrapal Administration, who manage the every-day goings-on of the city;

and 2 Officers of the Legion Auxiliaries, the Dragon-Blooded operative Sesus Maison, and the archer Void Scar.

Within Luseng also resides roughly thirty-two thaumaturges, though most of their powers are not relevant to concerns on the satrapal scale.

---

Ambition's power, awakened, compels you to action. What shall be your first act as Satrap? You may ask questions of your staff if you'd like more details, though I can't guarantee how long I will be online to answer them!

[ ] Head Off the Fae - The Fair Folk are, of course, the imminent threat. One that must be dealt with quickly, and efficiently. There is no time to pursue glory when lives are on the line, and none can move through this terrain like you can. Strike the Fae army in a series of hit-and-fade engagements, using your massive combat power to inflict devastating losses and decapitate their leadership. If - and this is a big if - you can slay their general, their cataphracts, and their behemoths, then what remains of the hobgoblins will be easy pickings for the Legion. [Gets you into the fight immediately, saving time and lives]

[ ] Siege Warfare - Your first impression was to be a deed, and a victory here, with the entire Legion arrayed and the whole city watching, will be a feat in deed. This will give you time to familiarize yourself with the Legionary command and see to the structure of their established fortifications, as well as giving you the full support of the Legion in the battle to come. However, the Fae will continue to blaze their path of twisted destruction across Luseng, and even a victorious battle could spill devastation into the main body of the city, especially among the refugee tents. Of course, fighting an enormous Fae army is also much more realistic with a Realm Legion, even one so diminished, by your side. [Substantially improves morale, and chances of a successful battle are moderately high]

[ ] Contemplation - You need to properly evaluate the situation before deciding on so drastic a course of action. Luckily, the Records Room, combined with the personal experience of the old court's viziers, does contain enough relevant information for you to productively employ a single strategic meditation. With at least twelve hours to go, you do barely have enough time as well, if you act with desperate haste. The paltry effects of mundane preparation are unlikely to matter in the course of a battle this size. Though it may seem enigmatic at best, suicidally insane at worst, your best course of action right now is to enter the battle-trance and discern the shape of the world. [May lower morale, but Prophet of Seventeen Cycles will impose significant penalties and grant substantial bonuses where appropriate, with effects that resound beyond this single siege. May unlock devastating stratagems for battle.]

[ ] Write-In - Of course, as the Satrap it is your prerogative to do what you want...

Shattering Point
Shattering Point

Luseng sprawled out before him, the jewel of the North-West, a satrapy of such incredible wealth that even now, while times were unquestionably dire, their coffers still held barrels upon barrels of jade obels, stacked-high columns of silver coin, and neatly arrayed strongboxes of Realm scrip. He had toured the city's environs, its Royal Palace (now Satrap's Palace) and rosewood outer walls, its towering market and temple districts that were now over-full slums. From his vantage point on the gate-tower he could see the city entire, out to the Glittering Ford, and to his eyes it seemed a vast and delicate constellation of miniatures, painstakingly crafted, exquisitely formed, mired in dirt and shit.

The mood in the city was grave, and his arrival - the arrival of seven Terrestrial Exalts, five of them Immaculate shikari - had done little to raise hopes. His demeanor was uninspiring, he knew that, so he had mostly kept his mouth shut as they briefed him, the viziers and the dragonlords. The Fae would arrive soon, and it was his duty to learn all he could about this city that thought itself doomed.

Two days ago, Zao had told him that he'd honestly expected it to be worse. Anys Syn's interference was crippling, but Ulyssian had had four full months to prepare, to train in relative peace before being released to confront the world. They'd had a plan, and they'd executed it, and Zao's Solar protege had grown strong. It was more than he'd expected, though not more than he'd hoped for.

He had passed the Naval Exam, but this was his first real test, true responsibility at the highest ranks of power. Millions depended on his blade now. It would have been everything he'd dreamed of as a mortal, if he hadn't been sent to fail.

The Legion auxiliaries, at least, had competent reconnaissance officers, and so they knew the form of the doom that was to fall upon them.

Ten thousand Wyld horrors, hobgoblins and stranger things, and at their head three hundred full Cataphracts, the hunt-masters and celebrated knights of the Fair Folk. Their siege engines were Behemoths, ragged cast-offs of dismantled worlds: one a titan of mottled flesh, faceless, with raw bludgeons for fists, seventy meters high, that exhaled fire and forge-light; and the other a great spider of sharpened glass, pale green and violet, whose limbs hummed and shrieked as they cut the air. Upon that spider rode Duke Iron Sislay, who had in his time cut down fourteen of the Exalted and two Anathema besides, a great conquerer among the Fair Folk whose sword of false steel reflected lurid blue in the daylight.

Sislay Chorus was a freehold, but it was no shallow province. Empress Slay commanded a dominion that harvested millions of mortal lives, hundreds of leagues in radius. It was the equal of the greatest Lunar domains, and that was how it had survived for six centuries in a Creation that feared and despised it.

He could hear the rumbling of that army as it rolled towards them. The troops marched in uncanny lockstep, hobgoblins and horrors broken to the will of their Cataphract minders. They were coming, faster than he'd predicted, and moving with a coordination that eclipsed even the dedicated drill of the Ghost-Water Legion. He turned to watch as the army spilled across the horizon, a seething tide, pennants flapping and curling in the air, pikes upraised with mortal skulls impaled upon them. They blanketed the countryside in apparent moments, drowning out the greenery: a titanic and outstretched hand come to crush Luseng within its grip. At the front strode the behemoths, whose steps boomed like thunder, and Ulyssian heard from the city the cold, desperate clarion of the trumpets, as they called its defenders to action.

His eyes, keener than any mortal's, picked out the Duke atop his spider mount, and the Duke looked back with eyes of sapphire blue, saluting jauntily with his scimitar flange. A mocking smile adorned the great noble's feature, a preening certainty in his victory. Ulyssian found himself unusually irritated. Was this what passed for 'Iron,' among the Fair Folk? Or was his name merely an 'ironic' misnomer?

Below, the Dragonlords called their troops to order, a small tide of men pouring out of the barracks in Nellens blue and grey, manning the walls of Luseng with crossbow and spear. Ulyssian stepped down from the Gate Tower and met Dragonlord Talomar on the walls. The Dragonlord was grim, now, his dark blue hair soaked through with sweat; not at all like the haphazard, vaguely innocent man Ulyssian had encountered on the harbor docks. He'd been chewing a bun between breaths then, apologizing for his rudeness while maintaining that a soldier needed to eat to optimize performance. Ulyssian was all about forgoing social niceties to optimize performance, so it was hardly a black mark in his eyes.

"They've got us outnumbered," Talomar shook his head, tugging his beard worriedly. "And outmaneuvered, too. Your orders were clear, and the soldiers seemed to take to them well, but... this Iron Sislay, he's fought Exalted generals before. Tangled with our commander quite a few times, in skirmishes, and came out on top more often than not. His positioning counters our walls too well."

"I will take the field," Ulyssian cut in, "tell the soldiers that they are to fire on me with no concern, so long as they strike the enemy as well."

"...What?" Talomar asked, shaking his head as if in disbelief. "Sir, we've got-"

A few soldiers turned to look at them, drawn by Talomar's outburst.

Ulyssian held up a hand. "Dragonlord, they're moving quickly. We don't have time, so let me finish my instructions. Tell the other Dragonlords that they are not to rescue me under any circumstances, even if it looks like I will fall. The Exalted are to hold the wall at all costs. Accelerate the migration of the refugees into the city proper. Deploy a half-wing of Legionnaires and a dragon of militia into the Blue-Light District to facilitate refugee placement into those streets. Place the Shikari alongside the troops at the Central Gate. They are to intercept and delay the behemoths if any wander too close. Otherwise, I leave the tactical decision-making to the discretion of individual Dragonlords. Am I clear?"

"Yes, sir." Talomar said, crisply but not without hesitation.

Ulyssian gave him a nod. "Iron Sislay may have been the better general this day, but we will show him who the better warriors are. Dismissed."

Above, the sun beat down on the Satrapy of Luseng - its rustling verdure, its shimmering, white-capped peaks. The air was clean and chill, despite the filth of the once-beautiful city, and the festering swarm before it. Sesus Ulyssian climbed to the top of the Gate Tower, until he was nearly at-height with Duke Iron Sislay, and called forth his blade.

The booming of drums came from the Hobgoblin host, a tidal wave of sound that rushed over them, unsettled the stomach and rattled the bones. Ulyssian stood unblinking as the tension built, as the air grew thick with hate and murderous intent, and as the scarlet-clad Cataphracts raised their swords, as they opened their mouths to bellow the charge-

He struck.

In a single blinding arc he vaulted from the Gate-Tower, a sword plunging through heedless sky to land embedded in the spider-behemoth. It shuddered beneath him, cracks rippling through it like the webs of its lesser kin, and made to shriek, but its movements were too slow, and he was already moving, dashing forward, blade drawn to thrust and cut. The Raksha Duke met him on that battlefield, the behemoth's flesh like a lake frozen over, their reflections rippling across its surface, a hundred times in a ringing second.

That was the exchange, orichalcum against steel, and as it progressed it became overwhelmingly clear that mere generalship would not protect Iron Sislay from Odyssial's Ambition. The sword like a scythe fell, and the space in which Sislay could move became ever more constrained. He panted, arrogance leeching from his features, even as he grinned at Ulyssian. Between sword-strokes he spoke, and his voice was a mocking caricature of Ulyssian's own.

"Tell the soldiers that they are to fire upon me with no concern, so long as the enemy is struck! Hm... I like it." The grin turned savage as reality twisted, and then came the arrows.

The Cataphracts, milling about the legs of the spider-beast, their bows of lucite and golden wood launching curdled dreams. Arrows that passed like ghost-fire through the Duke of Sislay, even as they sought Ulyssian ferociously. But his blade was swift, and around him its blurring afterimages built a nimbus like a porcupine's hedge. He turned aside their countless arrows while maintaining his assault, and then the Duke began to despair.

The other behemoth struck next, its fists like falling hills, glowing dull-red like iron from the forge, but with a complexion somewhere between mottled flesh and mottled stone. Its blows were ponderous, though, and easily read; Odyssial stepped between them unconcerned. Splotches of blood began to mar the Duke as his defense was systematically dismantled. Before Ulyssian's onslaught, his limbs and blades were slowly pushed into a helpless configuration, like an unruly constellation facing the judgement of the Sun.

Then came the hobgoblins and their feral slings, a skyward avalanche that blotted out the sky, but Ulyssian moved like a dancer between raindrops, the incident arcs of his sword sufficient to ward off that assault. A few struck glancing blows, for there was simply no room to evade them all, but the Storm Armor rebuffed them with effortless contempt.

"This is what your army amounts to," said Odyssial. "Duke of Raksha, did you have enough men?"

Sislay said nothing, for a final time lashing out, his blade shooting forward with unnatural speed, pulled through reality as if by a vigorous current. Odyssial parried the blow, spinning with the force; the tremendous power behind it cratered the glass beneath him. Ambition glowed as if in response, shining bright and brighter, a light which eclipsed the sun but devoid of heat, of warmth. As he completed his rotation it seemed to grow heavier, shearing through the air like a blade-shaped meteor. As he struck, it fell like a world descending, the air cracking and splintering around it, as if reality had burst a seam. Straight through Sislay's armor it fell, that plate of oath-bound gossamer and solid nightmare; straight through his neck, and down, into the beast below him, the spider-behemoth larger than a city district.

The juddering, shivering force of that blow traveled in harmonic currents through the beast, in great shard-ripping waves, and it keened one final exhalation, which pierced the ear like a sudden knife, before shattering - not into fragments, but into blades.

No accidental explosion was this. It was killing power morphed into a pulsing wave, sent hurtling through a medium that could not contain it: that, indeed, shifted to transmit it.

Blades rained down upon the Cataphracts below, and the hobgoblins around them; blades of crystal that sang the hymn of morning, a hundred thousand fangs disgorged from the disintegrating corpse of the behemoth as it fell. Great sickles of glass scythed into the other behemoth, slicing its flesh like the layers of a cake, and from its interior, lava boiled out in hissing goops and streams. Ambition blazed like a bar of sunfire, emitting resonant waves, a light which seemed to cut through eyelid and skull to strike at the naked soul.

Duke Iron Sislay's head tumbled down, blackening to ash in the light of that blade, and the hobgoblins broke.

Samāpta, they whispered in terror, as they fled. Always the story ends. It had not always been so, but that was the law now, in Creation or out of it.

But Ulyssian was not looking at them. The lava behemoth, which trembled and staggered under the colossal weight of its wounds, now leaked unending gallons of boiling stone towards the city. Stumbling about, it emitted low groans of agony, and the disbelieving exultations of the Legion died in their throats, as a steadily rising tide of lava crept towards Luseng.

---

You are not particularly suited to managing this type of incident. Unchecked, this behemoth will succeed where all its minders failed.

[ ] Organized Containment - It's too risky to kill the monster and let it potentially explode, so a Dragon-Blooded force will be sent to harry it, containing it within specified bounds as it continues to bleed out. Using Crowned by Metis, you will organize efficient evacuation and combat-engineering teams. Earth and Water aspects can build furrows to guide the lava flows across specific channels. Time is limited, so you'll have to sacrifice a fraction of the city to the burn, but if you do well, you can minimize lives lost. However, you will have to openly use Crowned by Metis, which could draw undue attention. Especially given your recent, distinctly un-DB-esque performance in battle.

[ ] Attempt to Master It - Though you have no instinct for controlling beasts, the thing seems to rightly fear Ambition's edge as one of the few weapons capable of devastating it. It's incredibly risky, but with Crowned by Metis, you can try to master the beast, as it was tamed by the Fae. Perhaps it can be somehow convinced to close up its wounds, or at least move away from Luseng. The Dragon-Blooded will have to deal with the tide of lava on their own, but the potential gains are, you feel, well worth it.

[ ] Drive it Away - Rather than risking open usage of the Metis, you could simply attack it more, hopefully forcing it to run away from Luseng. Though this will undoubtedly leave a trail of burning devastating in its wake, if you are swift about it, you could minimize damage (relatively), getting it to a safe distance before you put it down.

[ ] Write-in: A large effectiveness bonus for write-ins and stunts.

A Satrapy In Crisis, I
A Satrapy In Crisis, Turn I

With the Crown of Metis channeled through a coruscating stream from his sword to his brow, Ulyssian captained the containment of the lava, directing Dragon-Blooded, local gods, and the people of Luseng in a collective effort to preserve the city. Air Aspects dispersed the noxious fumes, as Water Aspects cooled the sides of the lava to form raised furrows that Earth Aspects could manipulate. Even as the steadily advancing tide burned through rosewood walls and countless habitations, the populace was quickly and steadily evacuated. Fires started, but were doused or banked.

Civic activity came to a halt as the entirety of the city focused on avoiding destruction. At the core was the new Satrap, who gave orders with a continuous staccato rhythm. His near-prescient directives forged the disparate units of refugee and soldier, courtesan and Immaculate trainee into a single, coordinated whole. The Behemoth was corralled to die a peaceful death. While there were small catastrophes and a seemingly endless stream of incidents to respond to, in the end casualties were limited - two hundred citizens of Luseng dead, but tens of thousands in the direct path of destruction saved. A good ten percent of the city was burned-through or still smouldering, but all in all it was a magnificent effort from all involved. Some declared it a blessing of the Dragons, that Their unity had descended to bring salvation in a time of need. Others knew better.

Having withstood and broken the onslaught of the Fae, and survived the Behemoth's death, Lusend remained in a crisis. A tenth of the city was reduced to cinder, and refugees flooded its streets. Something, clearly, had to be done. The people of the satrapy turned to their new Satrap for answers, wary but hopeful that this man with seemingly all the answers would guide them out of the darkness again.

Current turn duration is: one week

Military

[ ] The Tip of the Spear - Luseng is full of refugees who would ideally like to resettle their old homes. You need to solidify your grip on the Ghost-Water Legion and ensure that any lingering doubts about your Anathema nature are quelled. Push out and reclaim territory in a campaign of direct conquest. Seize the initiative and let all the foes of the Realm know, that the dragon may have long slumbered, but now he is roused. Show them why yours is the mightiest nation on Creation's earth. This will consume your personal action for the turn.

[ ] Forging the Sword - A half-strength Legion is in no fit shape to go to war. Assign Dragonlord Talomar to aggressively recruit, conscript, and train soldiers. Fill the gaps in the line and flesh out the auxiliary forces. With emergency measures, he can have an additional dragon's worth of battle-ready troops by the end of the month. In the meantime, focus your attentions on other matters. You have come, saw, and conquered; now you must rule. If you change your mind, you can cancel this action later, saving accumulated progress with a moderate rate of deterioration.

Diplomacy

No actions assigned; you are At War with all relevant factions, and no orders have yet arrived from Home Office. You may [ ] Write-In a diplomatic action, if you have one in mind, but you'll have to assign a diplomat!

Administration

[ ] Consolidate Power - A wise man once said, "I am the state." Before it was a Satrapy, Luseng was a monarchy, though not one as absolute as you're about to create. It's true that the current administration is competent, but they have no particular loyalty to you, and the viziers are all incredibly sinister and grasping. This state of affairs cannot stand. While it will be an enormous amount of work, you must make sure to involve yourself as thoroughly in actual governance as you can. By lending the incredible power of your Crown, Fate-Shifting Solar Arete, and Heaven-Turning Calculations to all aspects of overall administration, you will very quickly assemble a government that is both eminently capable and loyal to you personally. Those Dragon-Blooded who are concerned with results, will follow you. This will consume your personal action for the turn, and likely following turns. Administration quality and economic quality will improve according to your rolls, but are likely to at least be Excellent.

[ ] Public Works
- While you don't have the time to manage the minutia of administration, it's clear that the city both has a refugee problem and an excess of stored wealth. The former can be solved by implementation of the latter, especially when ten percent of the city needs to be re-built. Though it won't do much to assuage resentment against the refugees, it will get a significant percentage of them out of squalor, which is a start.

[ ] Write-In: Administration is very versatile, covering numerous aspects of politics, governance, and trade. Perhaps you have a novel policy you'd like to implement, or a project you'd like to advance?

Lore

[ ] Thaumaturgic Organization - Luseng possesses near three dozen thaumaturges, but you don't know whether their powers could be useful to you. In any case, with the city filled to bursting, violence and crime are at serious highs. The thaumaturges must be conscripted, organized, and protected. They will serve as an invaluable asset, capable of reproducing their unique powers by passing on their peculiar rites through oral tradition. A low-cost option that doesn't consume much of your time.
-[ ] You may accept 2 Limit to perform this action for free.

[ ] The Spirits Within - The conclave of spirits requests an audience with you - the City Father was supposed to be annihilated, yet no Spirit has been assigned, promoted, or naturally arisen to take his place. As he was last seen leading forces against the Seeds of the Poppy, this is worrying to say the least! They request that the entire city be organized to perform a rite which will, if successful, appoint one of them City Father. If chosen, you may demand that the spirit of your choice gets the position; stunt the attributes and disposition of the nominated spirit, and the other Spirits grow irritated at you. But they are far too afraid of being annihilated to rebel, for now. Especially since there is a circle of Immaculate shikari now stationed in the city, and they are far less negligent than the old Mnemon Grand Master.

[ ] Font of Prophecy I - Lock yourself away, it's time for some world-shaking calculations! The war mind of the Lord Strategos yearns to be unleashed. You have enough material in the Records Room for at least one Prophet usage, and comprehensive interviewing of local officers or the populace could yield more. Obviously, this will consume your personal action for the turn. You may also propose the general nature of the prophecies you will attempt!
