[as a side note if you choose Liara you should come up with an Awesome sacrificial mission for Golden Scales very soon as he is basically dead at the end of the Gothic War anyway.]
I agree with veekie. For something like this, we should stack the deck as much as possible. Besides, I would be lying if I said I did not want to give GS this honor.
Also, is our Gate functional or will it come online next season? I was never able to understand this even though you answered the question like 4 times already. (Sorry.) Also... we may want to reconsider trying to use it after what happened during the Sunburst Portal Evocation.
I'm not familiar with what the political fallout would be, but even with Liara volunteering, she should still get permission with her superior in the Order and I still think Golden Scale is the better choice, politically and for our chances to succeed. I say we keep Liara alive unless Golden Scale really is indisposed.
We know we can't stop Abaddon from taking a Blackstone Fortress, and with only 2 warships we just don't have the forces to even inconvenience him. Even if we knew which Fortress he'll attack.
For the Savaven battle, we should wait until the second or third wave of ships come in, keeping the Templeship hidden in ambush among the debris. We want to hit as many Chaos ships as possible with the first Ark of Wrath, but our primary objective is destroying the Planet Killer's shields so we can aim our teleportation and that might take 2 Arks of Wrath if we're unlucky or miscalculated. If we still have one left over afterwards, then we can set it off among the remaining Chaos ships. What range does it have?
Does Golden Scale need the Godspear with him to pull off the attack? The original plan intended to teleport him to the center of the PK and I wanted to use the Godspear as a ship-scale attack.
Should I spend my QM Question to get exact numbers and types of the ships he'll bring?

Abundant Feast is a hastily converted colony ship, do not expect it to hold up as well as the Herald. Its ruin cannon and airwing are terrifying though. It's basically a glass cannon. So you might want to bring it for DPS but its likely to get hurt.
It needs one success which requirea spending AP from supply of resources that is technically not yours so you have to put it in the plan or it won't happen.
I am wondering if we could send them both (with liara wielding the the Godspear), but I admit this is probably not the best idea as it is a suicide mission (so we need to limit how many people go on it).
I'm very annoyed we didn't use the gate to send him. If we'd had two Sunburst Relics we could have performed extraction and, if nothing else, guaranteed reclamation of the arks and relics.
You can pay for it with an Omake but there is a time limitation. Travel to a Sun Aspected Star. perform at 25 day ritual, travel back... its just too much to do in time. You basically need a whole season to manage it with travel times involved. And the attack is not at the END of the season its in the middle so no chance.
Er its not running yet? You are one success short of operation last I checked. So it would start up this turn but there is not guarantee it would be running in time (remember you would need to travel from the Gate to Savaven so even assuming no problems it would be tight scheduling.
Liara is most valuable to us alive since she is a SoB who is well disposed towards us, which is rare. I also think a Dragon King killing Abaddon would help us more than the Imperials doing so. The Imperium as a whole will work to minimize our involvement as much as possible, so I do not think we will see much benefit on that front except for the people who were working with us, who will be grateful if we kill him ourselves anyway.
If Liara fails, then we get no benefit and Gold Scales is a goner after this war anyway.

I'm pretty sure that even with the divinatory smoke screen of being unknown, we're very unlikely to kill the Despoiler, but wrecking his flagship will be very worthwhile.

Fair. And even in the incredibly likely chance he has some contingency, a plan this out of left field and this lethal will mean any contingencies he does end up invoking will spend a significant chunk of his resources.

-[X]Herald hides amid debris near the warp exit point until the Planet Killer arrives, then nukes the fleet, sends in Golden Scales and harries any survivors in a fighting retreat to the planet and it's defenses, maintaining enough pressure to keep them from regrouping or conducting field repairs but not overly committing.
-[X]Abundant Feast, also hides, deploying strikecraft to assist in the harrying, sending a couple craft to retrieve the Relics and, if possible, Golden Scales' body after the fleet has been lured away from the wreckage, as well as Amoth Smiting any stragglers from a safish distance. 1 Wing of Space Superiority Warbirds, 2 Wings of Strikecraft, 2 Wings of Interceptors, 3 Roc Wings and 1 Assault Landing Wing. 2 Roc Wings, the Interceptors and the Space Superiority Wing will escort the Assault Landers to the Planet Killer's husk for retrieval and looting purposes, after which they will drop off the haul at the Feast and rejoin the rest of the assault craft in harrying the remaining functional ships/supporting the Feast's long range smiting.
-[X]Stalking Mantis generally attempt anti-chaos operations. Investigate locations with themes auspicious to Slaanesh, assist the spy ring, and generally make a nuisance of yourselves. Maybe try and figure out which fortress is going to be attacked, show up, shank a chaos ship and run away.

So the gate should be technically more vulnerable to a generic wyld storm than a Sunportal. Except this Wyld storm is specifically tailored to block the Astronomicon.
Which means the storm is not as bad as it seems to be because its cheating through picking its target (Emperor of Mankind adjacent forces). The fact that it also is effecting the Unconquered Sun's energy is interesting of course and concerning but unlike Mankind you are not as limited.
If you had the Navigator Beacon moon it would only be minimally effected. The gate is more Sidereal so its only effected in the since everything is at least somewhat effected by a wyld storm.
Your best guess is to limit it to Cargo but sending a person is technically possible and at worse will be less messed up than Golden Scale was. If you just started marching an army or colonists through before the storm fades expect to take some losses but not crippling ones... like ten percent ish
Based on instructions your Dragons on site would still build the gate, because at least we can move supplies through.
