I said this on SB, but the only time you are absolutely required to stop when law enforcement calls for you to stop is when they say you are under arrest. (I think, I'm not a lawyer or in law enforcement). Culturally we tend to obey the orders of law enforcement because we are taught they have our best interests in mind, (not that that is always true). It tends to get a bit sticky as, culturally, if you don't listen to law enforcement you are automatically assumed guilty of something.
