Souta hadn't done more than have some words with the redhead, but the girl had started shrieking at the top of her lungs, which brought down the teachers. Souta was probably gong to get suspended again; Haru hoped he hadn't had enough strikes to get expelled. Then again, Souta probably wasn't worried about that.

Yeah, people keep forgetting this, and it is mildly annoying. For all that all lawyers work with the law, they're very different professions from each other. That's why they're specifically specialized.
The locker is just an example of the management's head in the sand attitude. I'm not saying it happens here, I'm saying they are going to do nothing about Emma's issues unless she somehow resorts to do major harm on Taylor. Even then I doubt they will do anything worthwhile, because even in canon they do nothing when she stuck Taylor inside the locker.
