You can, however, assign a monetary value to the legacy and estate of Ramesses II, and he was the wealthiest man to have ever lived. I flat-out do not care what Nasu has to say on the matter, because it's an absolute crime that the wealthiest man to ever live did not come with a rank of Golden Rule in his canon form, and if I could only make one change to his sheet it would be to give him the highest rank of Golden Rule.

I believe Enetious is specifically referring to Shirou Reinforcing
his body, and not just using Reinforcement in general. I assume he could Reinforce himself against Gil because he swiped the knowledge from Archer. Bazett can do it because she's probably been training her body since she was a wee lass.
