Because when the girls dressed to impress they had problems with rooms turning into improvised skating rinks when the floor was polished wood or tiled and squishy carpet was kind of disgusting to walk on.
All those men drooling and leering was creepy.
The dress Mutsu is wearing looks like it should be just this side of transparent, ie hint like hell that it shows everything but never actually does.

So based on the very nice pic Stahor posted I had an idea that I semi-expanded on in my previous post. I see Nagato as being more comfortable in more, hmm demure maybe?, well less revealing clothing when she's out of uniform. Here's an expansion of the idea maybe on of the authors can use it.
Basically the Nagato Sisters are attending a function of some sort for morale boosting purposes and Mutsu decides to go all out and drags Nagato along as well and manages to talk her sister into the classic Black Dress. There's one problem Nagato's Black Dress should be classified as a Weapon of Mass Distraction as it very cleary shows that Nagato can carry pull off a dress like that with no problems and all around the Naval Base there's an absolutely ridiculous amount of minor accidents among the staff as Nagato steps out to the limo.
Mutsu on the other hand is even worse, technically speaking her dress covers more but is more transluscent but no so much that details can be seen but it sure hints like hell at more, and is actually causing problems like one Lt. JG breaking his nose by walking into a door and Admiral Richardson ends up choking on his coffee when he first sees her.
When they gett to the function things are even worse and several people are staring which is getting two Admirals very upset and the girls are kind of leery about some of the men asking them to dance.
A more humorous take would be having several servers slipping on drool caused by the girls but would have to be handled carefully so as not to be cracky.
I can't really do this idea justice so I shotgunned the idea into this post in hopes that maybe it can be useful if not, then hopefully no harm done.
