On one hand, YES. But did GDI really not have an actual Department of State? You would think that given their descent from the UN, they would at least have institutional experience with negotiation, if only from having to balance the demands of the different old world governments during their absorptions. Was the us-vs-them divide between GDI and NOD controlled countries really that all-defining that negotiating with neutral countries was a complete non-factor?
Keep in mind that the various national governments more or less collapsed like, at least a generation ago if not two generations ago. GDI hasn't had to deal with serious diplomacy for at least a couple of decades. Whatever department of State that was left would be more or less a empty office since it wouldn't have been able to justify a budget because there are no countries left.

From the context, InOps fucked up as expected from military intelligence, and the Major Nod offensive is HAPPENING, approximately 2 turns or half a year before schedule they gave us a year and a half ago.

Also, both the reaction to presume Masterstroke and the general roll-off favored Nod.

Edit: clarified below it was a miscommunication with the roller. It's not a Nod Major offensive just yet, merely trying their more desperate and daring projects.

It also runs our cap good surplus low, I would want to be doing some cap good production offset and keep a buffer in case of sabotage- plus we have been told there are benefits to running a surplus and have seen in the past that a small surplus in the +1 to +3 range still has issues even if things overall are good. I do anticipate dropping a die in it next turn because between this and next we should get 1 or 2 phases of the new macrospinner up to mitigate the cap good cost.
It does--one of the reasons I've been going hard into Tokyo in every draft I make is it's one of our R-cheaper ways to get Capital Goods quick.

But as @Crazycryodude pointed out, nothing else gives as much bang per die in how it solidifies our military position--and I think it's fairly close to the top in terms of bang per R. That's worth our cap goods surplus.

The thing is that GDI fully went from being a branch of the UN to being the world government, nearly thirty years ago. It is more that skills and approaches atropied over that timeframe, and the situation changed repeatedly. In 1997, GDI had a fairly substantial lobbying corps, In 2027, that was significantly smaller, and in 2047 it was pretty well "GDI or Enemy.

Others have already talked about the decline of those institutions over time- but I think it's also a bit of how GDI as a state perceives itself. Blue Zones are not organized on any strictly national or even geographic lines, merely on what GDI could originally hold and maintain originally. Likewise- GDI seems aggressively against federalism or local autonomy. There's no regional interests specifically represented (Initiative First notwithstanding), no geographic voting districts, no exact metropole beyond the simple nature of expansion springing outwards from the blue zones.

If you're taking such great pains to eliminate nationalism from the equation and establish what is despite all the criticism, a truly global state trying to represent humanity as a unified body- you probably don't think in terms of dealing with other states. It's not like a lot of people in GDI are going to think NOD is a legitimate state (and given that Kane aside, there is no strict monopoly on force, and warlords are by definition capable of leveraging force- NOD arguably isn't a state), and even it's attitude right now towards the rest of the yellow zones is mostly 'lapsed citizens who due to the exigencies of a world collapsing are only being reintegrated now'. GDI sees itself as a one world government, it's reformed itself in such a way unique to arguably be a world government. A state department, built around recognizing and interacting with other states is going to be a bit of a departure from how it views itself and how it views the world around it.

In HI? We need power and logistics from there first so not a this quarter issue- but Nuuk is our best source for large amounts. For LCI- Myomer is 20R per dice and is more cap good than energy while superconductor is 30R per dice and is more energy than cap goods

From what I understand we are pursuing a mix. First the low lying fruit from Blue Zone Heavy Industries so that we can complete wartime factory refits, then switch to the more efficient (in later stages) Tokyo or Nuuk.

We might also pick up a few cap goods from myomers or spider cotton, but that'll depend on our resource and dice availability over the coming year.

I think it's worse to fail a security review than to not do it at all, so you might want to axe the review of the agriculture department.
You currently have LCI as using 20 resources with no projects in it.
Maybe cut the kudzu for this turn and use the free die from the security review to finish the hydrofoil shipyards instead?

Why are we doing a security review of the military this turn? It's been less than three years since the last military review, and you are already reviewing LCI. We could use those 3 dice for the negotiation team, which will likely have a much larger impact on saving lives and equipment for more important battles. We are going to want it eventually for the boost to TCN negotiations against Kane, and we might as well get it now to start getting the other benefits sooner and building institutional experience for the showdown.

New Mechanic: Drives
Drives are a mechanic that certain characters get because they have something that they care deeply about. These can take the form of additional mandates, rules that you have to include some number of a particular category of project, or similar. In Seo's case, he is very interested in science, and so has a SCIENCE Meter to go along with that. Now, not everything marked Development counts, just the ones that are more radical. As for how you figure out, try it and find out.
Seo has NEEDS, and in this case, it's a need for us to keep doing SCIENCE!
 
Next turn we could use the dice on SCRIN and NOD research this turn to put one there and one on EVA dev but otherwise that would eat up too many resources this turn.
In the Discord the GM confirmed that the sooner we start the AI Lab (it is an extremely LONG project, it may take even a century) the higher the probability is that we will have something like Bolo-style AI's (aka Uber Hyper Loyal Unhackable General Artificial Intelligences) when we meet the Citadel Council in the SequelQuest (99% chance this will be a ME fusion Quest).

I'm worried about income for both of these plans, though, actually. But not much you can do about that without building the plan around it--again.

The GM confirmed that the sooner we start the AI Lab (it is an extremely LONG project, it may take even a century) the higher the probability we will have something like Bolo-style AI's (Uber Hyper Loyal General Artificial Intelligence) when we meet the Council.
Just one quarter? We're a bit strapped for cash at the moment and that 20R/die really stings.
