I would have to respectfully disagree. There is no guarantee that the Scrin can be defeated should they return in force next time around, especially since we have no idea what that invulnerable tower they built in Italy even does. Keeping Humanity alive should trump all other goals and considerations including maintaining control over Earth, the only way to ensure Humanity's survival is to get at least some of it permanently off Earth.
Do you really think the Scrin will stop if we abandon Earth? Do you think anywhere is safe in the Solar system if the Threshold activates? When the Scrin come, and we must assume they will again, GDI must have a forward deployment that enables a counter offensive against the Scrin before they establish more Thresholds, portal networks, or exotic weapons of mass destruction.

The Scrin invasion was only stopped due to GDI quickly regaining the strategic initiative and launching a massive counteroffensive that stopped them before they could assemble any more Thresholds. Abandoning Earth just hands the next invasion force all the Tiberium it needs to fuel its campaign against us and cedes the initiative when we can least afford it. Humanity must stand its ground on Earth, or risk dying like dogs as the Scrin hunt us among the stars.

Likewise, any technology that might let us escape theSolar system must be assumed to have already been developed by the Scrin, ensuring there is no succor amongst the stars.

Well every thing we know about the scrin is that what attacked us was a mining colony. So the victory we got before is hollow cause we weren't facing soldiers we were facing miners and a small escort. I'm not one to leave things to chance I'm also not abandoning the earth but getting people off it, civilians out of danger zones then we can focus on clean up operations
 
If we choose to adapt to Tiberium we won't need to worry about any of this stuff though. We will be able to just hang out on earth and do whatever.
And what happens when the Scrin arrive and find us still consuming Tiberium? I can assure you the Traveller and Reaper sects will not co as friends.

To make ourselves depend upon and part of a Tiberium ecosystem is to make ourselves depend on the substance the Scrin have been mastering before we developed fire.

If we were Nod, I'd be all for embracing the sacred crystal, but half the fun of GDI is telling a horrific self replicating super advanced alien technology to hippity hoppity get the hell off Earth's property.

I don't necessarily disagree with evacuating civilians from what's likely to be a warzone- but we need to keep Tiberium from overrunning more of the world sooner than later. Once the abatement is in place, then we can safely deploy more orbital infrastructure and start evacuating civilians. If we try and start an evacuation before we slow down the spread of Tiberium our position on earth will probably be pretty undermined as we're forced to increasingly operate like ZOCOM.

And while it was a hollow victory over a mining force, we can start reverse engineering Scrin tech to try and shorten the gap.

Victory is never hollow when you defeat someone from interstellar civilisation as planet-bound one, regardless of other things.

I admire your chutzpah. But I suspect the Scrin have more awesome Tiberium mutant powers than we would :V

Although this raises an interesting point, I'm pretty sure Ghoststalker is alive if whereabouts unknown. With Nod on the outs (at least until LEGION unleashes the Marked of Kane), the Scrin threat apparent, and with GDI ramping up its reclamation presence, bringing the Forgotten on board is probably something we should do. Especially since the Third Tiberium War and the Scrin probably lead to a massive increase in mutant numbers.

The most recent of General Granger's new appointments is Dr. James Granger. Formerly of the Edinburgh Tiberium Research Institute, Dr. Granger promises a new wave of Tiberium abatement measures as part of a long term recovery program for the world economy. Granger will lead a team of experienced professionals and crisis hardened veterans to begin fixing the problems created by Redmond Boyle, the Third Tiberium War, and the Scrin invasion.

Memo: Current Economic Situation
In short, chairman, we don't even know how bad the situation is. The power grids are fragmented enough that traffic on GDI forums is down to between ⅙ and ⅕ normal use. Similarly, food production has significant surpluses in some areas, and severe shortfalls in others. With the end of the war, millions of soldiers recruited for the war effort are doing little besides sitting in camps, while refugee camps starve.
Additionally, tiberium spread is currently uncontrolled. The war has spread Tiberium into many of the surviving blue zones, and the subsequence Serejavo blast, and Scrin invasion both spread Tiberium further.

First, a level of commitment is needed:
[ ]15% of GNP: An actual cut in discretionary spending could be reasonably popular amongst the people as this would indicate high confidence in the plan. In practice, this would allow the Initiative to have more resources for other tasks. (+20 Political Support, 75 Resources per turn)
[ ]20% of GNP: The initial proposal for the resources committed to the Treasury and involves only moderate rearrangements of resources to accomplish policy. (100 Resources per turn)
[ ]25% of GNP: A moderate increase in allocation and a more aggressive economic policy is adopted to free up resources for immediate response to the Tiberium threat. (-5 Political Support, 125 Resources per turn)
[ ]30% of GNP: A number of significant shifts away from other projects are started to ensure resources can be freed up for accomplishing the investment plan. (-20 Political Support, 150 Resources per turn)
[ ]40% of GNP: While allocating a full forty percent of GDI's resources to development is possible, it would require significant sacrifices in other areas and would be difficult to sustain long term. If results are not achieved soon, it will likely lead to your removal. (-30 Political Support, 200 Resources per turn)

One can never go wrong with better Infrastructure to move things around and I'm split between the industries for making things.

Put it simply, we have no other choice. We have 25 dice. Even with the highest investment, we will be strictly resource limited. Hence, pick the highest option, else we don't get to do anything.
