You should vote for Plan Global Defense Initiated because it'll build 6 (and likely more) MARV Hubs. It'll be really cool, will unlock more RZ Inhibitors, and if you like MARVs, it's really our last chance to build them before the quest ends. After this turn, it'll be way more difficult to finish building partially-finished Hubs and build all the unlocked RZ Inhibitors before time runs out.
