Basically, we have a bunch of projects we've started that we should finish up; whether or not they should have been started is no longer relevant.

Other than that, Ushaia/Ellsworth to support the Antarctic expedition; Auxiliary Plane and/or Ship Fleet in order to keep logistics up. People are telling us they want drones, so drones they will get; we built a frigate shipyard, let's make use of it.

Set up some SA military bases since it's both an objective and narratively, shit's about to hit the fan there.

Do a security review of something. Orbital, for example, to make sure those org dice aren't slipping a little something extra into our satellites.

Admin-wise, rework the command structure and plan space lift capabilities.
 
Well not letting more people and the media poke the traumatized and culture and technology shocked animal people seems to be the good thing to have done.
 
@BOTcommander Are we going to have overflow progress go from one project to another like we discussed earlier? Also can we allocate dice to a group of related projects rather than a single project? For example rather than allocating one Dice to the port in Kuwait and one dce to the port in Beirut, can we allocate two dice to both?

As usual, Infrastructure first. Putting a couple of dice on both Kuwait and Beirut to hopefully finish them this quarter while I throwing a die on Hong Kong to finish its Maintenance and Supply Naval Base Expansion. The remaining Infrastructure Dice are all being thrown on Ushuaia Air Base in the hope of completing it this turn.

For Industry, continuing Replacement Part Factories and doing UNDC Auxiliary Plane Fleet this quarter for more logistics and diversifying our logistical network. Two dice on both because it is what I can afford for the former and what the later needs to complete this turn. Also, cargo planes currently give +17 Logistics.

For Services, I am putting dice behind UNDC Animal Capture Teams because it is a relatively low-cost project that gives some CS. Meanwhile I am doing Psychological Health Service because we finally have the Medical to afford it and it is a commitment. Meanwhile Genetic Engineering Experimental Group is another plan goal that I want to do while MkUltra Plus File Review Group is something I am doing because I had to do some rejigging to spend all of our Resources, but it is something we'll want to do at some point. I am not spending anything Orbital because I current fit a spare 55 Resources into my plan so I'm leaving it until next year when we'll have more budget to spend.

With Military, I am continuing Galil and Reactive Armour whilst finishing Passive Exoskeleton Deployment, Infantry Gear Complexes, Multi Role Jet Codevelopment and Vertical Launch Munitions Assembly Plants. I am also throwing a couple of dice behind MaQue Recon Drone Deployment because everyone wants it and I would put a third except that would cost too much.

I am also putting a die on Arbalète Deployment because it won't finish in time for our commitments using just passive progress and because I had to do some rejigging to spend all of our Resources and it is the only military project that costs 45 Resources per die. Doing a Security Review on Services because I don't think we have done that one in a while I am we are doing both Genetic Engineering Experimental Group and MkUltra Plus File Review Group this turn. Finally, I am throwing four dice on Organisational Cooperation Initiatives because it doesn't cost any Resources, uses up admin cap and I want to hit that DC160.

This plan uses all of our Admin Cap and spends all of our remaining budget, the latter of which is good because this turn it is use it or lose it in regard to our current Resources.
 
So are we going to do The new Plasma Injection or either of the non-lethal capture weapons next turn?
While I have no intention of doing either this turn, I am considering doing Plasma Injection Engine Development next turn and if we are in a position to afford it, Net Cannon Development.

I can't see anything I'd like to do significantly differently from Plan Finishing the Year; at this point, we're basically locked in for a lot of stuff, and it does a lot actions I'd like to see, such as ASM/AGM missile factories, Animal Capture Teams, psych health services and Ushaia air base, as well as get started on the frigates. The only thing I might do differently is instead of the org cooperation initiatives, go for reorganizing the command structure and planning space lift capabilities. But I'm sure we'll get a chance to revisit those next quarter.
 
That new engine would do wonders for our fuel, afterburner guzzle minutes of fuel in seconds with modern jets. For example the F-5 tiger has about doubled fuel consumption in afterburner, and this is an extremely efficient afterburner.

You realize DCSec would still have had complete control of access until such a time the refugees were moved off of Cairngorm, right? The UNDC could, and with Sokolov (and thus us) at the helm absolutely would've, put in some very clear and comprehensive rules regarding such contact. As it is, the sheer quantity of support needed for 18 000 refugees as well as the very much respected and notable linguistics staff is making all sorts of waves and everybody who pays attention know that there is something up.

The UNDC can keep this secret for only so long. And I wouldn't be surprised if this gets blown up before the end of the year.

* Ellsworth Port is an objective on its own and counts as a Logistics Port in the South Atlantic, which goes towartds completing another objective. We can only allocate 2 Dice to it due to our existing Logistics score dropping so suddenly last turn.
* Work on the Logistical Ports at Kuwait and Beirut to improve our Logistics and keep from losing Council Support. Busan is chosen because we have a commitment to build a logistical seaport in South Korea, which also satisfies a requirement for a logistical port in the North Pacific,
* Road and Rail Construction because we really need to improve our Logistics, it improves our Council Support, and because it's really cheap in Resources which is a consideration for the last turn of the year.
* Maintenance and Supply Naval Base gets a single dice to complete the base in Hong Kong with overflow hopefully going to the base of the same type in Southampton, which has already been started.
* Auxilary Plane Fleet to increase our Logistics even further as we really need a surplus.
* Fuel Extraction and Refining get 2 dice because we will need more Fuel in the future, both for our Auxilary Sea and Air Fleets to improve our Logistics and also for getting Deployment of our military vehicles to Stage 2 and 3 as required in our goals. It's not enough to complete the stage this turn as we are really short of Logistics, but it sets it up for relatively easy completion next turn when we hopefully have some adequate Logistics.
* Doing the Global Positioning Constellation as it is a goal we have to complete, and hopefully any overflow can be redirected into the Orbital Communications Constellation we have already started.
* Psychological Health Service and Veteran's Care Office are both goals for us, and now we have enough Medical rating that we can accomplish them without putting ourselves into deficit (barely). We should be able to redirect the overflow from one to the other relatively effectively.
* Vertical Launch Munitions because our troops have been short of Ammo since we've started and hopefully 3 dice will let us complete two stages.
* MaQue drone program because every branch of our military is demanding it.
* Reactive Armour Deployment because the army is demanding it and frankly it's way overdue.
* Research into Railguns begins because big guns on ships are not a bad thing.
* IFV Factories because we will have to do a lot of work to get the Bradley IFV project to completion in time and also because two factories in North America are one of our goals.

@BOTcommander I just noticed that you had the Resources for this plan at 1120 whereas it should be 1140. There were 1190 left at the end of Q3, -50 for our contractor expenses, leaving a total of 1140.

I wonder how long a full navy buildup would take here. Those take nearly a decade in reality... Will we see the accounting irregularities show up in the budget review?
