SEAC:
The SAEC has been looking for a prominent international client for its arms industry for a while now, but with the USA, Europe and Russia already having the market locked down between them and opposed to further competition it has found this difficult. The UNDC looking for supplies offers an opportunity the SAEC would be foolish to reject out of hand. Although they can supply the UNDC with any weapon the UNDC wants in whatever numbers they want at relatively low cost, its weapons manufacturers are used to producing for the PLA, rather than international clients. Still, with the SAEC seeking to make a name for Chinese products, it will not refuse to sell the UNDC the best weapons China has available and the government is willing to let the UNDC use.

c) can drop less bombs per unit of fuel
There is always a cost for the super features. But wouldn't be surprised if there might be situations where stealth long range bombers might come in handy. We do have an organized group we re fighting a war with whom uses modern equipment. So at minimum, the radar stealth may be useful eventually.
Kind of like how the UN can't see us having any use of our submarines, even though they are the only way to project force under the waves, which I am leery of taking away due to all of those sea monster myths and legends.

This plan makes progress on the remaining British/Scottish production facilities for equipment we'll need to deploy/maintain anyway. And slowly siphons resources towards the antarctic outpost. Hopefully we'll finish off the plane fleet so the director stops giving us crap about it. I don't think we'll be building any more stuff in Great Britain after this, as it's already putting entirely too many of our eggs in one basket.

Additionally, we finish off the security perimeter so random people don't screw around with the spirits we just placated, and give ourselves some tools to detect non-human infiltrators, magic etc. And then when we do find them, we'll want to be able to capture them. I'm using "in-house" dice on all the hot toys to avoid random contractors stealing our stuff.

The HQ construction is a no-brainer both because it's an objective and because of the die roll/admin cap bonus.

DARPA is free toys for everyone, so I guess we'll start with VTOL but I'm really open to switching it to any other non-sensitive research project. If anyone has any suggestions about things to ask the spirits, I'm happy to trade out one of the bio/nonlethal dice for a communion session.

And in Military I'm torn between doing the Security experimental/development programs as they are cheaper than others or trying to solve the Ammo issue by putting some dice towards tank and IFV deployment.
I am also leaning heavily in favor of putting two military dice into the HQ to give it a chance to finish.
Might propose a plan tomorrow after I sleep on it.

My plan is simple with a focus on getting the cargo planes done, getting more of the deployments done and fulfilling more of our commitments.

Infrastructure has one die on the next stage of Antarctic Outposts since we need to do it and we didn't make any progress on it last turn. Two dice on the Grangemouth Logistical Port and another die on the Southampton Logistical Port. For those wondering, I am deliberately slow-rolling them in the hopes of getting them in a position where we can complete them next turn potentially alongside the second stage of cargo boats before they raise the Resource cost of doing more cargo boats.

And speaking of cargo shipping, I am putting two dice on getting the cargo planes for a very good chance of getting them finished this turn. For the rest of Industry, I am putting two more dice on Replacement Part Factories for a very slim chance of finishing them this turn and a good chance of finishing them next turn. For Services, I am continuing with Magic Detectors and Powered Exoskeletons and because they both cost 40 Resources, I am using both DARPA dice on them to bring their costs down.

For Military, I am continuing progress on Military Headquarters Construction by putting a couple of dice on them as having done the math, we got a decent chance of finishing the next stage by either next turn or the turn after that. Beyond that, I am focusing on our deployments due to our commitments. One die on Galil Ace Deployment and another on the Birmingham APC Factory because it is one of our commitments to the UK.

Beyond that, I am putting a die on MRK Deployment and another on Osprey Deployment as the former only requires one or two die and the latter only a single dice as any remaining progress will be covered by contractors. Since we need another Deployment to complete the first phase of and because they are useful, I am doing both Artillery and Attack Helicopters Procurement Programs and I want to see how easy their first deployment is to complete because between their deployments, MBT Deployment, IFV Deployment, we only need to complete the first stage of three of them not all four.

I am doing Recon UAV Codevelopment Program with SAEC because it seems up their alley from the description of it and I want to throw them a bone after passing up so many potential contracts on them. I am also putting a die on Cairngorm Security Perimeter to hopefully finish this turn and I am getting started on Incendiary Weapon Experimental Program because the council wants it and we will want it against any hostile forest spirits. With a single dice on it, it won't complete this turn, but we should be able to complete it with another die next turn.

Finally, I am putting our Security Review on Infrastructure as it is the department that has gone longest without a Security Review. For Administration, I am putting a pair of dice on outsourcing a couple of our problems as we don't have the Resources spare to do it inhouse.

This plan uses up 36 of our 43 Administrative Capacity and 595 Resources, which is a bit under what we can afford, but I can't fit anymore dice in without doing over budget and I would like to leave some slack for any more factories recontract even if the anti-werewolf shotgun contract is completing this turn. For those wondering, the reason that the dice is so lopsided is because we have been lowering how much Administrative Capacity our dice use whilst increasing the Resource cost to use them in addition to some factories costing resources in exchange for passive progress.

It would seem so through I would say those until we got our cargo planes and cargo boats sorted for Inverness and our Military Headquarters done for Glasgow due to the former requiring Industry Dice and us being able to use Military Dice on the latter.

I would like to get started on our commitments as we got a fair few deployments to get started so I would like to prioritise those first. Once we got those done and possible some DARPA Dice free, I would like to get started on our Security Experimental/Development Programs through we've got enough of them that I am starting one in my plan.

I thought that as well, but seems that the "Increases Logistics" now also includes increasing RpD in exchange for reduced Progress judging by the results of the Logistical Airports we finished last turn.
