The Wolf Night and the GLA offensive
The night of march 19, 2011, known afterwards as the Wolf Night, became known as one of the closest calls in early UNDC history. While rumors about the upcoming supermoon had been floating around, no one, aside from a select very few, had actually taken it seriously. For UNDC forces in Iran, Iraq and Afghanistan it was business as usual. As the sun went down and the moon up, the patrols returned to their bases and nightwatch took over.
It was not an hour later that the first allied outposts in the region noted hearing howling and inhuman screams in the distance, but General Marder, Merin's second in command, dismissed these and simply ordered everyone to be alert. It is unclear if different orders would have changed anything, given the severity of what followed.
Not long after first reports of heavy fighting came through, with the tone quickly changing to panic, telling of demons that would kill them all, before the first outposts and villages on the edge of UNDC controlled territory went silent. The General Staff was immediately called and predator drones redirected to recon the attacked locations before the second wave of attacks hit UNDC locations.
It was a massacre.
The few survivors of the initial attack later described them as horrifying creatures of teeth and flesh, their skin ripping and healing with every flex of their muscles, the cracking of bones audible whenever they moved. Seemingly immune to any weapon directed at them they tore through the defenders, uncaring of the rapidly healing holes in their bodies. By then the word monster had been screamed into comms a few times and the general staff was rushing to respond. Wu and Torres ordered all available aircraft to be scrambled and Merin put all outposts and bases on high alert, just before the third wave of attacks began to attack the major bases. Near Tehran armored units managed to mobilize before they were attacked and met the supercharged werewolves in open battle, with hastily launched drones having spotted the creatures burning hot on their thermal cameras. The Tehran battle awkwardly transformed from a pitched battle to an inconclusive skirmish, lasting only 30 minutes, with the attackers seemingly coming to the realisation that even in their monstrous states they could not outfight battle tanks after failing to damage them.
In Baghdad the fight quickly reached the streets, where IEDs and extravagant use of explosives managed to keep the werewolves at bay, long enough for help to arrive.
Around midnight the entire UNDC air force and every available carrier aircraft was in the air and en route to various battles across the region. Some arrived too late, weirdly enough finding enemy militiamen trying to reclaim whatever gear they could and. In most of these cases the bases had already been picked clean, but in a few cases the pilots were able to bomb them while searching through the outposts.
Everywhere else the aircraft were presented with perfect targets. The body temperature of the supercharged werewolves reached sometimes as high as 80°C and stood out perfectly on the thermal targeting systems for the air to ground bombs and missiles. The squadrons usually managed to get one or two of them before the werewolves started to retreat, their supercharged healing factor not protecting them from several dozen kilos of explosives. The air force followed them as long as they had ordnance and fuel to spare before returning to rearm and refuel. At around 2 AM all of the monster attacks had been pushed back, with an estimated 250 dead werewolves, before the GLA, as they would later be known, made their follow up attacks.
At air bases around the region, work crews rushed to rearm and refuel the incoming planes to get them in the air again as fast as possible, but during that window the GLA managed to take many of the worst hit bases and outposts, some of which had been hastily evacuated minutes before.
The air force flew missions throughout the entire night, bombing enemy artillery and missile sites that had forced the ground defenders to keep their heads down, and the occasional werewolf whenever they showed up.
When dawn broke, the UNDC had lost around 30% of their previous territory in the region, with around 2000 service personnel dead, all major locations had been protected and were held by the UNDC. In the following days a group naming themselves the Global Liberation Army took responsibility for the attacks, claiming it to be the end of US imperialism in the Middle East and promising retribution with the help of their god sent warriors.
In the following days, as UNDC forces rebuilt, skirmishes between GLA and UNDC forces became more common. Overall they were able to recover 134 former werewolf corpses, the mangled remains turning back into a human form after day had broken. Genetic analysis by the investigation bureau confirmed the observation Doctor Bernard had made. The dead were all genetically human, but all had the same gene markers unknown to any ethnic group on earth.
Most disconcerting was the fact that the GLA had managed to retake two chemical factories that were not yet disassembled as part of the ABC removal operations. With the opinion in the UNDC's command about whether or not to bomb them mixed, it fell to Sokolov to break the tie.

Headquarters Construction (Stage 3) 354/300
After a final wave of construction effort the UNDC tower was finished with no further delays, ready to be inaugurated, even if it was already partly used by the Administration. The finished tower is as impressive as envisioned, standing tall above the rest of the skyline, the UNDC eagle on its front visible from far away. The official inauguration ceremony however not only attracted a number of supporters, including the Japanese prime minister, but also a fair number of protestors, mainly from conservative japanese groups, who protested in front of the complex during the ceremony. The process went ahead without issues and a week later the complex was filled with enough administrative staff to serve the needs of the UNDC for the near future.
Suez Canal Repair 259/200
It took some effort to acquire the necessary equipment to clean out sand and sediment which had accumulated inside the Evergreen over the years, but the real test was lifting it, since the hull had degraded massively over time. Using inflatable lifting bodies placed both inside and around the hull, the ship was unstuck from the sediment below and, over the course of days, carefully moved north and out of the channel, the wreck dumped and professionally sunk a dozen kilometers east from
Rail and Road Connection Refurbishment 138/200
Considerable effort has been put in refurbishing the various roads and rails leading to and from UNDC bases around the world. While the ones provided by the sponsor nations required the least effort, oftentimes just the fixing of a few potholes, the Middle East is still scarred from nearly a decade of war, as are the roads. Some of the roads constructed for this project were previously just dirt and compressed earth and over a thousand kilometers are planned to be laid, when the project is completed.
Restock the Maintenance Facilities 234/200
Maintenance facilities in bases around the world have been restocked and staffed to full capacity. With much of the fleet still patrolling around the Arabian peninsula and the African coast and many of the close harbors still in suboptimal condition, maintenance has been focused on aircraft, as around two thirds were always grounded before for various maintenance and safety related issues.
Auxiliary Shipyards (Osaka) 29/200 - Crit Fail
Work on the UNDC yard in Osaka had to be put on hold after shots were fired by security forces during a scheduled protest against the yard's construction. According to ISec, the situation worsened after some of the protestors had started acting aggressively towards the guards, a situation not helped by the fact that half the security staff could not speak Japanese and they were not properly trained in de-escalation. The final result was 1 dead and 5 injured and a political tug of war between the Japanese government and the UNDC over the extradition of the security personnel involved in the incident and if either DCSec or the Japanese police are to blame. The resulting fallout has seriously damaged the UNDCs reputation with parts of the Japanese public and government and will hinder future efforts to cooperate with local organisations.
Fuel Extraction and Refining Expansion (Phase 1) 8/300
Start of the UNDCs own Fuel production had to fight with the less than ideal infrastructure in the region, requiring the work teams to rebuild roads, accommodations and refurbish a local power plant for energy generation first. With much of this foundational work not yet finished, progress on the actual extraction pumps and the refinery complex has been slow.
ABC Deconstruction Operations (Phase 2) 171/200
Removal operations of contaminated soil have continued without major problems this quarter, until the more than the hasty evacuation of the specialised staff from the former chemical plants during the Wolf Night, leaving much of the equipment behind. With many of the affected regions and some of the chemical plants in enemy hands, deconstructions will only be able to continue once the GLA has been pushed back.
Restock the Medical Facilities 181/200
Medical facilities are nearly back to full capacity again, with medicine and surgery equipment stocks already filled up again. Hiring experienced surgeons and general doctors has been more difficult than expected, with a suggestion coming from the Director that the UNDC could open up their own medical schools for combat medics and surgeons, similar to the technical school concept, to bolster their Medical Capacity.
Set Up Supernatural Investigation Bureau 247/200
Branch offices for the Bureau have finished construction around the world and have been supplied with trained investigation and support staff, vehicles and contacts to all relevant local authorities. As such they have begun their investigations, which range from trying to observe myth creatures in the wild, to proper investigation work on victims of attacks by myth creatures to cataloging work on the various not-as-obvious phenomena that have appeared since 2010.
Suez Base Expansion (Phase 2) 200/200 2/300
With the reopening of the Suez for Military operations came the required radar equipment for the air bases via supply ship. The rest of the quarter has been spent evaluating potential sites for a final round of base expansion to fully secure the region around the Suez and hopefully reopen the channel for civilian traffic.
Military Headquarters Construction (Stage 2) = 208/200 8/300
Excavation and construction work for the HQ support levels have been completed and necessary staff and equipment has been moved underground. Another phase of underground construction is needed before the site can serve as a basic Military Headquarters.
Patria APC Deployment (Stage 1 Fighting Forces) = 137/600
The first hundred APCs have begun assembly in Finnish and other licensed factories all across europe. With a three month delay between signing the contract and beginning actual production a lot of the subcontractors had to ramp up production again to fulfill the need for tires, electronic and other miscellaneous equipment. The ASDEU representative for the UNDC has noted that a constant quarterly order will improve the deployment logistics, resulting in more regular production and delivery times. (New mechanic: If using the same amount of dice as the previous turn for deployments, I roll Xd100 as 2Xd55 the first turn after and 3Xd40 after that. Breaks or increases in dice assignments reset to Xd100. Dice bonus is still only applied once.)
Infantry Gear Procurement Program 160/75
After months of scheduling, waiting and rescheduling the UNDC procurement bureau finally has united every major defense contractor, aside from the US, for one of the biggest arms expos of the year. Dozens of companies advertising the best they have to offer in terms of infantry and support gear. Sokolov, not being a weapons expert, lost track of penetration numbers, weight and per-unit costs after the first hour of walking around. He understood however that generally he was looking at three sub categories of gear for the procurement program.
Protective Gear:
Including ballistic vests, plate carriers, helmets, gloves, boots and ABC protection gear, military protective gear is meant to be both protective against shrapnell, bullets and to a certain extent, the environment.

Support Weapons:
The modern soldier is meant to work in unison with a lot more weapons than just their basic rifle. Including sidearms, sniper and precision rifles, mortars, combat shotguns, grenade launchers, light and heavy machine guns and guided weapons, support weapons transform the modern soldier into a multi use fighting machine.

Miscellaneous Gear:
Miscellaneous Gear covers the rest and the less glamorous pieces of equipment soldiers and servicemen and -women need. Including everything from socks and underwear, water bottles, radio equipment, and night vision goggles to nail clippers, sunscreen, ration units, signal flares and hygiene products.

The outfit and protective gear question has rekindled another discussion that had been put on hold until this point: The UNDC uniform. Members of Task Force Middle East had worn the uniform of their parent country, as is current practise in the UNDC, as much as current uniforms are a mix from a dozen different countries as resupply issues took hold. The peacekeeping program, was known for their bright blue helmets and barrets, meant to act less like a combat force and for a peace keeping presence and some on the Council and in the UNDC administration have argued to go even further.

Spearheaded by the general staff, this proposal seeks to switch to one standardized combat uniform, with its own patterns of camouflage and no distinctly standout pieces of gear to denote their UNDC affiliation aside from a UNDC logo patch on their right arm.

The more popular opinion amongst some on the council is to continue the practise of having a few bright blue pieces of equipment to clearly note the affiliation of forces to their peacekeeping mission.

One of the more out-there proposals is to completely abandon military style uniforms in favor of an easy to recognize design, similar to civilian police uniforms, to emphasise the UNDC peacekeeping mission.

Ordnance Compatibility Refit 278/250
With maintenance crews across UNDC airbases able to work at full capacity again, refitting the last of the planes and drones went ahead without a hitch. It took quite a bit of persuasion to get the source code for some of the plane systems modified and updated for the more foreign equipment, but the refit was complete for the air forces mission during the wolf night.
Security Review (Industry) 66 (DC60)
A review of the UNDC closer and more independent industry contacts has found no unusual activity, safe for some weird hobbies of some of the staff.
Cyber Attack Investigation (Stage 1) 382 (DC ??)
With the system reset to a backup and all data as to the specific malware lost, CSec had to comb through the logs of the data management server and the infected laptop and made a find. Somehow the attackers had managed to sneak a hard drive rootkit on the laptop that was the source of it all. Their own search came up empty, but by then Secretary Sokolov had gained the support of the sponsor Intelligence agencies. A copy of the rootkit was sent out, the English and Americans being the first to recognise it as one created by a russian hacker group with alleged contacts to the government. The Russian Councillor, after a short conversation with her president, was seemingly both unwilling to risk their wobbly standing with the other Council Nations and the UNDC, immediately revealed the locations and identity of the rootkit creators. A numbers of cooperative raids of both DCSec and Russian police and many confiscated harddrives, computers and hackers later, the UNDC had a list of buyers for this specific model of malware and, with support from the various intelligence agencies, were able to figure out the identities of most of them. Around the world, DCSec teams are preparing to arrest the potential perpetrators.

Sokolov had to do relatively little persuading, with citizens and service personnel from all Security Council nations affected by the attack. Even the Americans, so far more on the careful side, even with growing resistance from their arms lobby and congress offered NSA, CIA and FBI to assist in finding the attackers. At the same time, the member nations of the Security Council have made clear that any interference with the investigation will be received poorly.
